Improving integration for integrated coastal zone management: an eight country study.

Integrated coastal zone management (ICZM) is a widely accepted approach for sustainable management of the coastal environment. ICZM emphasizes integration across sectors, levels of government, uses, stakeholders, and spatial and temporal scales. While improving integration is central to progress in ICZM, the role of and the achievement of integration remain understudied. To further study these two points, our research analyzes the performance of specific mechanisms used to support ICZM in eight countries (Belgium, India, Israel, Italy, Portugal, Sweden, UK, and Vietnam). The assessment is based on a qualitative comparative analysis conducted through the use of two surveys. It focuses on five ICZM mechanisms (environmental impact assessment; planning hierarchy; setback lines; marine spatial planning, and regulatory commission) and their role in improving integration. Our findings indicate that certain mechanisms enhance specific types of integration more effectively than others. Environmental impact assessment enhances science-policy integration and can be useful to integrate knowledge across sectors. Planning hierarchy and regulatory commissions are effective mechanisms to integrate policies across government levels, with the latter also promoting public-government integration. Setback lines can be applied to enhance integration across landscape units. Marine spatial planning is a multi-faceted mechanism with the potential to promote all types of integration. Policy-makers should adopt the mechanisms that are suited to the type of integration needed. Results of this study also contribute to evidence-based coastal management by identifying the most common impediments related to the mechanisms of integration in the eight studied countries.

From the Levant to Gibraltar: A Regional Perspective for Marine Conservation in the Mediterranean Sea

Marine protected areas (MPAs) are critical to the well-being of threatened ecosystems and thus can be highly beneficial to humans, especially to those residing nearby. We explore the qualities of 117 MPAs in the Mediterranean basin and develop a taxonomy of their characteristics. We relate the spatial distribution of the MPAs to the various characteristics of the taxonomy (size, distance from shore, protection levels, management regimes, etc.) and to areas of high human impact and influence levels. To do this we use information on biogeographic regions and information from two different human influence models; one model developed for the marine environment and one covering the littoral terrestrial environment. Our analysis provides insights to planners and managers working in a regional capacity and trying to build MPA networks. Generally, current MPAs have not been established in high impact areas despite their being close to shores containing intense human activity. Decision-makers wishing to design and establish new MPAs may seek out areas of high cumulative human impacts (near the marine–terrestrial interface) or avoid them depending on marine conservation objectives, including the desire to vary types of MPAs within a network. Limitations of our analysis and methodology indicate areas for further research.

To go where no man has gone before: Virtual reality in architecture, landscape architecture and environmental planning

Abstract The use of virtual reality has its roots in visual communication science but disparate mechanisms and applications set it apart from the many tools of visualization. This paper reviews the use of virtual reality (VR) environments for research and teaching in the context of three disciplines: architecture, landscape architecture and environmental planning. As opposed to other uses of virtual environments, for example, in the health sciences or engineering, simulations using virtual reality theatres or labs in the three fields we explore are used to display inaccessible realities. VR environments are typically used in these fields for planned and designed realities, not yet existent or with nonexistent components. Each field has different reasons for spatial or temporal inaccessibility to reality, prompting the need and eventually the capability to achieve various levels of accuracy in the virtual setting. We describe current VR research opportunities and challenges in each discipline and emphasize what they can gain from sharing virtual reality systems for research and education.

Advancing marine conservation planning in the Mediterranean Sea

Twenty leading scientists in the field of marine conservation planning attended the first international workshop on conservation planning in the Mediterranean Sea. This globally significant biodiversity hotspot has been subjected to human exploitation and degradation for 1,000s of years. Recently, several initiatives have tried to identify priority areas for conservation across the Mediterranean Sea. However, none of these efforts have led to large-scale actions yet. The aim of the workshop was to establish a network of scientists who are involved in large-scale conservation planning initiatives throughout the Mediterranean basin to promote collaboration and reduce redundancy in conservation initiatives. The three focus groups of the workshop build on existing efforts and intend to deliver: (1) a roadmap for setting conservation priorities, (2) a methodological framework for linking threats, actions and costs to improve the prioritization process, and (3) a systematic conservation planning process tailored to complex environments such as the Mediterranean Sea. Joining forces and involving more scientists (especially from the South-eastern part of the region) in following meetings, the participants endeavour to provide guidelines on how to bridge the science-policy gap and hence aid decision-makers to take efficient conservation actions.

A risk-based approach to cumulative effect assessments for marine management

Marine ecosystems are increasingly threatened by the cumulative effects of multiple human pressures. Cumulative effect assessments (CEAs) are needed to inform environmental policy and guide ecosystem-based management. Yet, CEAs are inherently complex and seldom linked to real-world management processes. Therefore we propose entrenching CEAs in a risk management process, comprising the steps of risk identification, risk analysis and risk evaluation. We provide guidance to operationalize a risk-based approach to CEAs by describing for each step guiding principles and desired outcomes, scientific challenges and practical solutions. We reviewed the treatment of uncertainty in CEAs and the contribution of different tools and data sources to the implementation of a risk based approach to CEAs. We show that a risk-based approach to CEAs decreases complexity, allows for the transparent treatment of uncertainty and streamlines the uptake of scientific outcomes into the science-policy interface. Hence, its adoption can help bridging the gap between science and decision-making in ecosystem-based management.

The Demarcation of Arbitrary Boundaries for Coastal Zone Management: The Israeli Case

Integrated coastal zone management (ICZM) addresses the interconnections, complexities, and conflicts between many users of the coastal area with different goals. It requires setting managerial boundaries that capture many elements of human and natural systems. Experience teaches us that without a directed effort managerial rules and laws are not likely to coincide with the physical sensitivity of units that reflect different environmental characteristics of the coastal zone. Hence the aim of this study is to explore why coastal managerial boundaries are set arbitrarily and whether and how it is possible to address the problems this poses. We examine what influences the decisions of a new coastal management authority in Israel to determine how this body overcomes the limits of arbitrary boundary demarcation. The study found that real life management succeeded to both address areas outside the arbitrary boundaries and also to respect some of the different socio-economic needs and physical constraints of the coastal sub-units. Israels Coastal Environment Protection Law allows and, in fact, encourages the regulator to use discretion and to employ various criteria to balance development and conservation. This implies that policy makers are cognizant of a need to balance ecologically-sensitive boundaries that consider the homogeneity of the coast with politically feasible boundaries that are set arbitrarily.

Tidelands Management: Implementation of the Massachusetts Public Waterfront Act

Abstract The Massachusetts Waterways Regulation Program (WRP) regulates the use of tidelands throughout the states 1500 miles of coastline. The main goals of the program are the protection of public access and the promotion of water-dependent uses on tidelands. Although many states throughout the USA have similar regulations, the Massachusetts program is the oldest and one of the most developed. Despite its essential purpose, the long history of its enabling statute and extensive regulations, the WRP faces some obstacles, including an implementation deficit. Evolutionary and functional problems impact its effectiveness and are aggravated by the need to maintain costly compliance and enforcement efforts in the face of limited fiscal resources. This paper summarizes a research effort aimed at characterizing current challenges. The framework for discussion of the WRP challenges and case analysis draws on policy development studies and implementation research. Ways to strengthen the program are outlined that could benefit tidelands management programs with similar challenges.

Future Research Directions to Reconcile Wind Turbine–Wildlife Interactions

Concurrent with the development of wind energy, research activity on wind energy generation and wildlife has evolved significantly during the last decade. This chapter presents an overview of remaining key knowledge gaps, consequent future research directions and their significance for management and planning for wind energy generation. The impacts of wind farms on wildlife are generally site-, species- and season-specific and related management strategies and practices may differ considerably between countries. These differences acknowledge the need to consider potential wildlife impacts for each wind farm project. Still, the ecological mechanisms guiding species’ responses and potential vulnerability to wind farms can be expected to be fundamental in nature. A more cohesive understanding of the causes, patterns, mechanisms, and consequences of animal movement decisions will thereby facilitate successful mitigation of impacts. This requires planning approaches that implement the mitigation hierarchy effectively to reduce risks to species of concern. At larger geographical scales, population-level and cumulative impacts of multiple wind farms (and other anthropogenic activity) need to be addressed. This requires longitudinal and multiple-site studies to identify species-specific traits that influence risk of mortality, notably from collision with wind turbines, disturbance or barrier effects. In addition, appropriate pre- and post-construction monitoring techniques must be utilized. Predictive modelling to forecast risk, while tackling spatio-temporal variability, can guide the mitigation of wildlife impacts at wind farms.

Situating Arab-Israeli artisanal fishermen's perceptions of marine litter in a socio-institutional and socio-cultural context

Understanding the mental constructs underlying peoples social responses, decisions and behaviors is crucial to defining the governance challenges faced in dealing with marine anthropogenic litter. Using interactive governance theory, this study provides qualitative insights into how a small group of Arab-Israeli artisanal fishermen perceive marine litter and its impact (system to be governed) in the context of the socio-institutional structures (governing system) which manage waste and aim to protect the surrounding environment. It demonstrates that, until the relationships between local people and the various governing institutions are transformed, there is little hope for citizen cooperation in reducing marine litter long-term in the case-study site. More generally, underlying narratives and politics playing out at a local level need to be understood in order to identify which interventions are likely to be effective and which are not. An intervention checklist to assess the potential effectiveness of a marine litter intervention is proposed.

Incorporation of Socio-Economic Features' Ranking in Multicriteria Analysis Based on Ecosystem Services for Marine Protected Area Planning

Developed decades ago for spatial choice problems related to zoning in the urban planning field, multicriteria analysis (MCA) has more recently been applied to environmental conflicts and presented in several documented cases for the creation of protected area management plans. Its application is considered here for the development of zoning as part of a proposed marine protected area management plan. The case study incorporates specially-explicit conservation features while considering stakeholder preferences, expert opinion and characteristics of data quality. It involves the weighting of criteria using a modified analytical hierarchy process. Experts ranked physical attributes which include socio-economically valued physical features. The parameters used for the ranking of (physical) attributes important for socio-economic reasons are derived from the field of ecosystem services assessment. Inclusion of these feature values results in protection that emphasizes those areas closest to shore, most likely because of accessibility and familiarity parameters and because of data biases. Therefore, other spatial conservation prioritization methods should be considered to supplement the MCA and efforts should be made to improve data about ecosystem service values farther from shore. Otherwise, the MCA method allows incorporation of expert and stakeholder preferences and ecosystem services values while maintaining the advantages of simplicity and clarity.
