Response time measurement of a Web system is critically important to evaluate its performance. This response time is one of the main barriers usually found in the implementation of an effective Electronic Health Records EHRs system. The database selected will affect the system performance. This paper presents a comparison of the response times of a EHRs Web system, TeleOftalWeb, using different databases. In order to calculate these times, M/M/1 queuing models is used. Four databases were selected: Oracle 10g, dbXML 2.0, Xindice 1.2, and eXist 1.1.1. The final objective of the comparison is choosing the database system resulting in the lowest response time to TeleOftalWeb.

In this paper we show a Virtual Platform for an Association of Womens Aid called Centro Integral de Ayuda a la Mujer (CIAM). After analyzing different Content Management Systems (CMS) and the benefits that its use would contribute to the development of the Virtual Platform, taking into account the needs and requirements set by CIAM, we have opted for the use of Joomla!. This free CMS, for its characteristics, is the most benefits provided us. The virtual platform design has been developed following customer specifications, to have understood the simplicity and easy handling of the resulting platform. This platform will be integrated into the Web portal that has the Amarex Association and it will be able to be administrates from the CIAM without specific knowledge of programming languages. If new services were necessary, they would be easily implemented, adding new modules and components to perform these services.

The provision of Quality of Service (QoS) and Quality of Experience (QoE) is a mandatory requirement when transmitting telemedicine traffic, due to information relevance to maintain the patient’s health. The main objective of this paper is to present a review of existing research works in the literature, referring to QoS and QoE in telemedicine and eHealth applications. The academic databases that were used to perform the searches are Google Scholar, IEEE Xplore, PubMed, Science Direct and Web of Science, taking into account the date of publication from 2008 to the present. These databases cover the most information of scientific texts in multidisciplinary fields, engineering and medicine. Several search criteria were established such as ‘QoS’ AND ‘eHealth’ OR ‘Telemedicine’, ‘QoE’ AND ‘eHealth’ AND ‘Telemedicine’ etc. selecting the items of greatest interest. A total of 248 papers related to QoS and QoE in telemedicine and eHealth have been found, of which 39 papers have been identified as relevant works. The results show that the percentage of studies related to QoS in literature is higher with 74.36% to QoE with 25.64%. From the review of the research articles analyzed, it can be said that QoS and QoE in telemedicine and eHealth are important and necessary factors to guarantee the privacy, reliability, quality and security of data in health care systems.

The term eGovernment encompasses a broad set of applications designed to resolve bureaucratic issues, that is, public services or public sector-related aspects. This document defines some terms related to eGovernment and its impact on the Civil Service. We will distinguish between applications according to the agents involved and on the services they provide. These applications will also be discussed more profusely in relation to worldwide implementation, presenting the different measurements of the available level of eGovernment as a sample of the public sectors ability to provide technology services and mobility. Finally, we will highlight collateral benefits of eGovernment when combined with other emerging implementations and needs.

This article describes the development of an instrument, in the form of a survey, which is distributed to users of a B2C website selling electronic books in order to ascertain their satisfaction. The opinions compiled from a pilot sample and the exploratory factor analysis carried out point to factors that best summarise the quality of the application analysed here. Analysis of the initial survey, with a total of 40 items, shaped the final instrument, encompassing 18 items divided into 6 dimensions, which measure the perceptions of users of the application in order to improve the contents of the website. Subsequently, a confirmatory factorial analysis is performed, ensuring the reliability of the study and which confirms that the structure of the instrument developed truly measures service quality in accordance with the requirements of the website in terms of offering a space that fulfils consumer expectations in the Information Society.

The leap into the global market is not easy when it involves a provincial family business. This article demonstrates how adequate planning is fundamental in a small and medium-sized enterprise (SME) with the tight budget they have available to them, in order to be able to differentiate themselves in a highly competitive market, taking into accounts the benefits and risks involved. The Information Technology (IT) tools put in place will give the necessary support and allow for the possibility of increasing and improving the infrastructure as the company requires. An adequate strategy for the future to increases sales would be e-marketing techniques as well as the current promotions which contribute to diffusing the brand.

Electronic Health Record (EHR) refers to an individual patient’s medical record in digital format. Several models of standardization for EHR exchange have been proposed and multiple organizations formed to help evaluate and implement them. In this chapter, we present a web-based application (TeleOftalWeb) to store and exchange EHR and fundus photographs. We apply Health Level 7/Clinical Document Architecture (HL7/CDA) Release One and Digital Imaging and Communications in Medicine (DICOM) standards. It has been built on Java Servlet and Java Server Pages (JSP) technologies. EHR and fundus photographs are stored in an open-source database, eXist. Its architecture is triple-layered. The application verifies the standards related to privacy and confidentiality. Data transmissions were carried over encrypted Internet connections such as HyperText Transfer Protocol over SSL (HTTPS).
