Benefits of flood-prone land use and the role of coping capacity, Candaba floodplains, Philippines

Socio-ecological benefits provided by floods and use of flood-prone land can be essential, particularly where livelihoods are tied to natural hydrologic cycles, for instance in many developing countries. We use a physically based rainfall-runoff model and remotely sensed data to characterize seasonal inundation in Candaba, Philippines. Through community surveys and focus groups, we identify strategies that allow residents to cope with floods and benefit from the use of flood-prone lands. We apply direct market pricing methods to assess seasonal land use benefits in flood-prone and dry villages. While primary benefits are associated with rice cultivation, we find that flood-prone communities adapt their livelihoods to seasonal inundation, for instance, by using land alternately for agriculture and wild catch fisheries during dry and wet seasons, respectively. The 2015 Flood Impact due to the Overflow and Dike Breach of Kinu River in Joso City, Japan

We developed an IT (Information Technology) triage system for collecting disaster medical information in real time. FeliCa cards and card readers are used to obtain the number and condition of patients. The system is composed of two elements. First, the number of patients for each triage level and the accepted number of patients in each diagnosis and treatment department are obtained in real time, including response for changing triage level. Second, this information is shared in real time among hospitals, the administration, and residents who are searching for their family. A disaster drill utilizing this system was held at the University of Yamanashi Hospital with 450 participants. From the result of that, the present system could work for those two elements. TRACY was examined its availability and practicability in this drill.

Current Issues Regarding the Incident Command System in the Philippines

2. 気象概要 フィリピン海を西進してきた台風 24 号は 10 月 18 日にル ソン島中部に上陸し、3~5 km/h で北西方向に移動して 19 日に南シナ海へと抜けた。10 月 17 日~19 日の降水量は、 パンパンガ川流域北東部の Gabaldon で 554 mm と観測地点 の中で最多を記録したが、下流域の Arayat では 172 mm、 Sulipan で 122 mm と東高西低の傾向が見られ、ほとんどの 地点で 18 日に多くの降水があった。一方、台風 27 号は 12 月 14 日にサマール島の北部を通過したあと、10~20 km/h でルソン島の南を西進し、16 日には南シナ海に抜けて北上 した。台風 24 号時に比べて降水量は多く、12 月 15 日~17 日の降水量は Gabaldon で 730 mm、Arayat で 154 mm を記録 し、Sulipan では 149 mm であった。

南海トラフ沿いの東海,東南海,南海地震をはじめとして,現在わが国では巨大地震の発生が危惧されている.特に首都直下地震など,大都市とその近傍で発生する地震が日本経済へ及ぼす影響は大きい.本研究では,兵庫県南部地震を対象として,地震前後での土地価格の変動率関数を作成し,地震が土地の価格に及ぼす影響を分析した.その結果,地震から1年後の1996年は建物被害が甚大な地域ほど土地の価格が下落したが,2年目の1997年には全壊·全焼率が高い地域では土地価格の下落が止まる一方で,半壊率が高い地域では下落し続けた.その後,土地価格は全壊·全焼率の高い地域から回復し始め,半壊率の高い地域では回復が遅れた.
