The development of minority (in this case, black) ownership of television stations as a factor in licensing is analysed through discussion of the Orlando, Florida TV 9 and Hunts‐ville, Alabama Garrett cases. The author, part of the department of communication at Florida Technological University (Orlando), contends that Appeals court actions have forced the FCC to more carefully consider minority ownership aspirations—but that many basic questions need to be clearly answered prior to any definitive rule‐making on the subject.

In 1983 the FCC ended its supervision of call letter disputes, and two years later the Patent and Trademark Office gave broadcasters the right to protect their call letters. Since then, several radio stations have gone to court, claiming trademark infringement by competing stations on call letters, slogans, and dial positions. Whether stations prevail depends on such factors as type of mark, content of the call sign or slogan, audience recognition of competing calls or slogans, similarity of audience and format, and extent to which similar call signs or slogans may confuse the public.

The factor loadings tend to cross variable modality (assertion, question and picture); however, the second factor is loaded primarily with assertions and the third factor, primarily with questions. Factor score coefficients were used to compute scores for each subject on each factor. Analysis of variance performed on the computed variables produced a significant difference on the second factor but not on the others. The significant main effect on this well-rounded factor for sex of the newsmaker indicated that this pattern of reporting appeared more often when the newsmaker was male than when the newsmaker was female. History departments led the list with 38.5 articles, sociology was second with 34.25 and political science third with 33.23. Other departments included agricultural journalism, agricultural communications and schools of agriculture (18.67), psychology (14), business and marketing (12.83) and English (12.64).
