Assessment of Additional Water Supply Capacity Using a Reservoir Optimal Operation Model

Min-Goo Kang; Seung-Woo Park

The objective of the study is to develop a reservoir optimal operation model and to suggest the appropriate amount of additional water supply and optimal operation rule. The model uses multiple objective function and a global search method, SCE-UA method. The objective function is set up to maintain the storage at target level, to satisfy the water demand, and to maximize the hydropower product. To evaluate the model`s applicability, the model was applied for allocating the optimal water depending on storage level changes of Seomjin dam. The results comparing optimal operation and historical data showed that hydropower product increased from to , to , and to with varying target levels in wet, dry, and normal period, respectively. Also, The model was applied for assessing water supply capacity of Seomjin dam to satisfy increasing water demand. The dam was operated by the model on consideration of downstream flow as 0.17, 0.50, 0.70, 1.0, 1.5, and . The results showed that in case of operating the dam with downstream flow less than and with target water level lower than 194.0 m, hydropower product was more than the historical operation data and existing amount of water supply was less influenced.

【In order to carry out river basin management, it is necessary to evaluate the state of the river basin and make site-specific measures on the basis of management goals and objectives. A river basin is divided into several watersheds, which are composed of several components: water resources, social and economic systems, law and institution, user, land, ecosystems, etc. They are connected among them and form network holistically. In this study, a methodology for evaluating watershed management was developed by consideration of the various features of a watershed system. This methodology employed factor analysis to develop sub-indexes for evaluating water use management, environment and ecosystem management, and flood management in a watershed. To do this, first, the related data were gathered and classified into six groups that are the components of watershed systems. Second, in all sub-indexes, preliminary tests such as KMO (Kaiser-Meyer-Olkin) measure of sampling adequacy and Bartletts test of sphericity were conducted to check the datas acceptability to factor analysis, respectively. Third, variables related to each sub-index were grouped into three factors by consideration of statistic characteristics, respectively. These factors became indicators and were named, taking into account the relationship and the characteristics of included variables. In order to check the study results, the computed factor loadings of each variable were reviewed, and correlation analysis among factor scores was fulfilled. It was revealed that each factor score of factors in a sub-index was not correlated, and grouping variables by factor analysis was appropriate. And, it was thought that this indicator system would be applied effectively to evaluating the states of watershed management.】

Development of Assessment Index for Water Resources Sustainability and Weights Evaluation of It`s Components

Min-Goo Kang; Gwang-Man Lee

To assess the water resources sustainability, many indicators and methodologies have been suggested by international organizations and developed in other countries. However, in the previous studies, some of indicators were unsuitable for assessing the sustainability of water use and management in Korea. Thus, in this study nSl(Water Resources Sustainability Index), a multi-variable index, was created by consideration of environmental, social, and economical criteria. Relative weights for components, indicators and sub-indexes, were determined by employing the Analytic Hierarchy Process. In order to extract the indicators related with water resources sustainability, the data related with water resources and indicators suggested in various field were compared and thoroughly reviewed. These indicators were classified into four groups; Economic Efficiency Index, Social Equity Index, Environmental Conservation Index, and Maintenance Capability Index. The weight of each component were decided by the survey of 127 specialists in water resources and sustainability. The result of survey represented that efficiency and equity of water use and water quality for river restoration are major issues in enhancing the water resources sustainability In addition, it was found that investment and public participation should be considered for sustainable water use.

Real-Time Forecasting of Flood Discharges Upstream and Downstream of a Multipurpose Dam Using Grey Models

Min-Goo Kang; Ximing Cai; Deuk-Koo Koh

To efficiently carry out the flood management of a multipurpose dam, two flood forecasting models are developed, each of which has the capabilities of forecasting upstream inflows and flood discharges downstream of a dam, respectively. The models are calibrated, validated, and evaluated by comparison of the observed and the runoff forecasts upstream and downstream of Namgang Dam. The upstream inflow forecasting model is based on the Grey system theory and employs the sixth order differential equation. By comparing the inflows forecasted by the models calibrated using different data sets with the observed in validation, the most appropriate model is determined. To forecast flood discharges downstream of a dam, a Grey model is integrated with a modified Muskingum flow routing model. A comparison of the observed and the forecasted values in validation reveals that the model can provide good forecasts for the dam`s flood management. The applications of the two models to forecasting floods in real situations show that they provide reasonable results. In addition, it is revealed that to enhance the prediction accuracy, the models are necessary to be calibrated and applied considering runoff stages; the rising, peak, and falling stages.

Extraction of Primary Factors Influencing Dam Operation Using Factor Analysis

Min-Goo Kang; Chan-Yong Jung; Gwang-Man Lee
