The objective of this paper offers an image of the SMEs’ participation to the 7th Framework Programme for Research and Technological Development of the EU, highlighting Romania’s Situation. This report presents statistical data regarding SMEs participation in each category of the specific programs and thematic areas. The report provides information on the EU contribution to SMEs and the number of participating SMEs. For this study, there have been consulted the existing database of the EU, on the Commission website: CORDIS (Community Research and development Information Service); in addition, there have been interpreted the public available data from the European Commission report on SMEs participation in FP7, up to June 2013. In the analysis of the Romanian situation, the public available data have been adjusted to correspond to reality, in terms of nature and classification of the companies, using information from Orbis database. The paper is structured as follows: in the first part is presented the global situation of the SMEs participation to FP7, from all the European Countries. In the second part is analyzed Romania’s participation to FP7. The paper ends with conclusions, highlighting the opportunities opened up by the new research funding program of the EU: Horizon 2020.

Abstract The electricity industry from Romania, similarly to all the EU27 countries, is in a continuous process of transformation along three axes: liberalization, disintegration (unbundling) and privatization. The objective of this article is to study the effects generated by the reform into the electricity industry from Romania upon the market concentration and labor productivity into the sector. The main conclusions of this paper are the following: (1) reform reduced the degree of concentration in all segments of the value chain, followed by a consolidation process, emphasized after 2011; (2) labor productivity increased and the number of employees decreased due to electricity industry restructuring.

The public-private partnership within the health public system from Romania is highly developed. The adoption of the public-private partnership is the alternative to attenuate the significant deficit of financial resources assigned to the health public system, the limitation and low quality of the medical service offer, as well as the discrepancy between the medical service demand and offer. There are difficult and debatable issues on the public-private partnership within the health public system from Romania. The undertaken research has as objective the identification of the degree of information transparency in respect of the public-private partnership in the public hospitals subordinated to the Health Ministry. The research has two dimensions. The first one takes into account the identification of approaches regarding the public-private partnership at the level of the professional literature and the regulations in the field. The second dimension features a qualitative research in respect of the degree of information transparency regarding the public-private partnership in the public hospitals subordinated to the Health Ministry. The results of the study show the limitation of the information transparency concerning the public-private partnership, as well as the heterogeneousness of this information from dimensional and temporal points of view.
