This study examined the theoretical, historical, philosophical prospective, perceptions and readiness of employees for information system supported learning in a learning organization. In this study, a conceptual model based on the theory of planned behaviour is used which explains how employees in learning organization conceive organizational learning using information systems. Structural Equation Mdelling (SEM) was used to analyse data from 200 employees including knowledge employees, faculty members, postgraduate working employees (internees), administrators and internees at university using convenient sampling techniques. The results show that employees’ acceptance of an Information System for organizational learning is reasonably well, based on the theory of planned behaviour. More specifically, attitude and behavioural control positively influenced their intention to accept organizational learning through an information system. The research shows that perceived ease of use and perceived usefulness affects employees’ and working employees’ attitude towards adoption of an information system for organizational learning.

This article presents insights based on a survey of competencies for a total of 400 academic staff representing a total of 26 private universities in Malaysia. There are two types of competencies surveyed: the first is a Personal Competence dimension which includes three sub-dimensions (a) selfmotivation, (b) social interaction and, (c) integrity. The second is a Teaching Competence, consisting of two sub-dimensions (a) Subjects and Pedagogical Skills, and (b) Teaching Presentation Skills. The results show that both dimensions of competence, regardless of the gender of the academic staff, are very effective and indicate superior performance and good performance of duties. However, there is still an important need for the improvement of quality services at Private Higher Learning Institutions.

The agenda for national development requires a persistent improvement in education as a tool for creating knowledgeable human capital, highly skilled labour, a high technology society and ultimately a highly civilized nation for the future challenging world. It requires considerable financial and technical investment as well as effective and efficient public administration to realize these aims. The persistent actions by the Federal Government and the Ministry of Education in Malaysia throughout the past decades to enhance the quality of school financial management were portrayed in the country’s national master plans such as the Education Development Master Plan (PIPP) 2006-2010, the Tenth Malaysia Plan 2010-2015 and the Malaysia Education Blueprint (PPPM) 2013-2025. Among the strategies focused on upgrading education and curriculum delivery is to improve the effectiveness and efficiency of educational financial management as a vital part of educational administration. The latest Tenth Malaysia Plan 2010-2015 was formed with the objective of revamping the education system in order to significantly raise student outcomes. As an innovative approach to realize the effectiveness of knowledge delivery, public-private partnerships have been established for pre-school and primary and secondary education which allow for significant autonomy for school managers. Key words: Financial management, education, student outcomes, Malaysia.
