Hidden violence is silent rape: sexual and gender-based violence in refugees, asylum seekers and undocumented migrants in Belgium and the Netherlands

Although women, young people and refugees are vulnerable to sexual and gender-based violence (SGBV) worldwide, little evidence exists concerning SGBV against refugees in Europe. Using community-based participatory research, 223 in-depth interviews were conducted with refugees, asylum seekers and undocumented migrants in Belgium and the Netherlands. Responses were analysed using framework analysis. The majority of the respondents were either personally victimised or knew of a close peer being victimised since their arrival in the European Union. A total of 332 experiences of SGBV were reported, mostly afflicted on them by (ex-)partners or asylum professionals. More than half of the reported violent experiences comprised sexual violence, including rape and sexual exploitation. Results suggest that refugees, asylum seekers and undocumented migrants in Belgium and the Netherlands are extremely vulnerable to violence and, specifically, to sexual violence. Future SGBV preventive measures should consist of rights-based, desirable and participatory interventions, focusing on several socio-ecological levels concurrently.

Relevant Others in Restorative Practices for Minors: For What Purposes?

Abstract This article starts from the finding that (1) in spite of the numerous publications on restorative justice, relevant others have been a limited research topic and (2) when reference is made to relevant others, their presence is almost automatically assumed to be positive. However, the prevailing penal climate that seems to be focusing on the responsibilisation of offenders, makes us question why such importance is attached to these relevant others. Combining the information deduced from restorative justice literature and three studies, the authors conclude that some criticism of restorative justice, such as offender orientation, instrumentalisation and responsibilisation, needs to be examined at the level of relevant others too, and that it is time to breach the obviousness with which they are almost automatically involved, regardless of possible pitfalls.

Alcohol Use Among Young Adolescents in Belgium, the Netherlands, Germany and Austria: The Effects of Type of Education:

The present study elucidates the association between students’ education type and alcohol use, controlling for other socio-economic background characteristics. A subsample of data from the second International Self-Reported Delinquency Study was used (N= 10,525), collected among adolescents in the seventh to ninth grades of secondary school in four Western European countries (Belgium, the Netherlands, Germany and Austria). Data were analyzed with multilevel logistic regression techniques. There is an indication that type of education affects prevalence rates of drunkenness and heavy episodic drinking; these effects prove robust for differences in socio-economic backgrounds. The results of this study support the literature regarding the role of the educational system in the reproduction of health inequalities and underscore the finding that students from education types of lower status are at greater risk than those from higher status types.

We address the role of volunteers in victim support in regard to the growing issue of specialization. We argue for a generic basis of victim services and that working with volunteers and professionals holds chances and pitfalls. Volunteers can function as camouflage or as a mirror for professional social work.
