Research on the Preparation and Professional Realisation of Newly Appointed Logistics Officers

Abstract The training and education of cadets at the Vasil Levski National Military University is aimed at professional, intellectual, physical and moral development, and creation of leadership and management skills. The education aims at realizing the concept of optimal receiving a wide range of competencies in the field of military affairs, as well as knowledge about the activities of civil, political, socio-economic structures and systems. It aims at forming knowledge, skills and moral and volitional qualities, which serve as a basis for professional development, allowing implementation of the system for national and collective security and defense. The officer is a leader with undivided personal authority who takes full responsibility for training and combat readiness of the personnel from the military unit entrusted to him, its education in patriotism and national pride, maintenance military discipline and moral-psychological condition, formation of a sense of duty and responsibility to Bulgarian homeland and nation, and responsibility to the state of armaments, military equipment, ammunition and other material resources.

RESEARCH, IDENTIFICATION AND MONITORING OF THE NEEDS OF OCCUPATIONAL TRAINING OF SOCIAL ACTIVITIES EXPERTS

This paper reviews and analyzes the stages of development of social worker’s occupation as describes in details all stages of development of this process in Bulgaria. Described and analyzed are the main connections of this process as well as the cooperation of all participants in this stage as well as the end user. Presented is profile of the social worker as made is critical attempt for identification of main needs of occupational training of social activity experts. Based on this critical analysis drawn are several complexes of recommendations and proposals.

ON SOME OF THE BLANK POINTS IN THE APPLICATION OF ADMINISTRATIVE CONTROL IN BULGARIA

This article discusses processes in the state related to regulation, organization and control, which essentially form the subject of administrative control. The purpose of the exposition is to define the sources which cause deviations and create problems for the subjects authorized by the state to exert control, based on an analysis of the interaction of the factors: authority, competence and success. As the executive, the local self-government, the prosecutors office and the justice system stand out among them, the tasks related to the pledged have a specific character. Each source which is identified and reviewed acquires features of the state, interpreted as sovereign and simultaneously subject to a specific area, in properly initiated state control systems. The idea of the exposition is to present the authors point of view, revealing certain characteristics of the subjects in question, so that the system of general and administrative control in particular can seek solutions for the elimination of the identified weaknesses in the functioning of the particular systems and more generally in its work by extending the scope of powers delegated or exercised by it.

SOME ASPECTS ON FORMING PREPAREDNESS OF LOGISTICS MILITARY OFFICERS FOR MANAGEMENT ACTIVITIES

The profession of military service officer is regarded by the society as a part of professional fulfilment in life imposed the execution of the profession by making rational management decisions and possessing a high degree of competence and skills in modern management of military teams. The officer is a leader with undivided personal authority, who takes full responsibility for the training and combat readiness of the personnel from the military unit entrusted to him. The training and education of cadets at the Vasil Levski National Military University is directed towards professional, intellectual, physical and moral development, and creation of leadership and management skills. They are focus on forming knowledge, skills, and moral and volitional qualities. It can be noticed a trend of increasing graduates from the Vasil Levski National Military University with inadequate training in modern military management. Therefore, a priority task of the management and academic staff of the Vasil Levski National Military University and at the same time - one of the main directions for scientific research must be to increase the preparedness of the future logistics officers for management activities.

MAIN FEATURES OF THE OFFSETS IN DEFENSE TRADE

The collaboration in the sphere of production and deliveries of defense products undergo changes under the influence of the development of the international economic relations, thus exercising influence not only on the acquisition of defense products, but also on the functioning of the participating economic operators. By means of a better collaboration and coordination of the planning in the sphere of defense the states will be able to develop their military abilities using a more effective way, regarding the expenses, and without negative consequences for their sovereignty. The paper presents the main features and the opportunities of the offset transactions, their advantages and disadvantages in the global market for defense products. The study outlines the place of the offset transactions for the acquisition of weapon and equipment.

STRATEGIC FRAMEWORK FOR SOCIAL ENTREPRENEURSHIP DEVELOPMENT IN BULGARIA

Social economy and social entrepreneurship are subject to special attention from the European Commission (EC), particularly in recent years. This is due to their potential to find solutions to societys problems related to the creation of sustainable jobs, facilitating social and occupational integration, provision of social services and improving the quality of life, including the fight against poverty and social exclusion. Current paper makes analyses of the main strategic and policy documents supporting social entrepreneurship development in Bulgaria.

OPERATIONS OF INTERNATIONAL CRISIS MANAGEMENT AS A PART OF SECURITY AND DEFENSE POLICY OF THE REPUBLIC OF BULGARIA

A bstract The current scientific publication follows the invitation of scientists from the University of Defense in the Czech Republic, Brno for joint international study on economic diplomacy and peacekeeping. The paper presents the role of the Bulgarian army in the operations of international crisis management as part of the security and defense policy of the country, and characteristics of the activities of armed forces in international operations for crisis management. The article focuses on national contribution to international efforts in support of peace and stability, the legal basis for the participation of the Armed Forces of the Republic of Bulgaria in allied and coalition operations and support operations and military participation of the Republic of Bulgaria in international missions and operations.

Professional Training Of Future Logistics Officers At National Military University Of Bulgaria

Abstract The specific of the officer’s military management activities lies in its functional responsibilities. The obligations and requirements determine them. The specifics of the military management activities of logistics officer are designated by the statute of military service in the Armed Forces of the Republic of Bulgaria. This article represents the proficiency of the future logistics officers at Vasil Levski National Military University, which is achieved through training in two specialties: military training in “Organization and management of tactical units for logistics” and civil training in “Business Logistics”. In the both, cadets acquire the educational and qualification degree “Bachelor”.
