Design of a Basic System of Indicators for Monitoring and Evaluating Spanish Cooperation’s Culture and Development Strategy

Objective: This article describes the process implemented in order to define and build up a Basic Monitoring and Evaluation System for Spanish Cooperation’s Culture and Development Strategy (CD-S). Research Design: Delphi techniques were used to assess a wide catalogue of indicators for each of the strategic areas included in the CD-S. Afterward, those indicators considered most suitable for monitoring and evaluating purposes were selected based on the assessments provided by a panel of experts. Results: As a consequence, the resulting system, made up by a total of 80 indicators, was designed to be a practical, manageable, and targeted tool for its potential users, who include managers and technical officers who map out strategy together with stakeholders involved in its implementation, and specifically with staff at cultural centers abroad and in technical aid offices.

Un sistema de indicadores para el seguimiento y evaluación de la gestión sostenible del patrimonio cultural

En este trabajo se describe el procedimiento general seguido en la construccion de un sistema de indicadores para la monitorizacion y evaluacion de la Estrategia de Cultura y Desarrollo de la cooperacion espanola. Tomando como marco de referencia la Gestion Sostenible del Patrimonio Cultural, en el estudio presentado se abordan cuestiones relativas al: 1) proceso de evaluacion de un catalogo de indicadores por parte de un panel de especialistas por medio de la tecnica Delphi, 2) la definicion y calculo de un indice de operatividad relativo, 3) el proceso de seleccion de indicadores y, por ultimo, 4) de que forma estos fueron asignados para formar parte de la dimension basica o de la dimension estrategica en que se estructura el sistema.Palabras-clave: Delphi. A System of Indicators for Evaluating Public Broadcasting Corporations

We describe an operational procedure to build an integrated information system (IIS) for monitoring and evaluating the performance of public broadcasting corporations (PBC). The procedure grounds in a conceptual framework derived from evaluation models, and consists of two stages. The first stage is the selection, through expert judgment, of simple indicators that illustrate the most relevant aspects of the corporations. The second stage is the definition of a system of indicators related to each level of the hierarchy of objectives planned by the corporations. The system of indicators has two levels. The first level is a basic indicator system that allows description and monitoring of the reality of the activities of a corporation on a daily basis. The second level consists of a strategic indicator system, which expresses the consequences that the activities of a PBC generate in its environment, both as short-term effects and as medium and long-term impacts.
