Scale and Cross-Scale Dynamics: Governance and Information in a Multilevel World

The empirical evidence in the papers in this special issue identifies pervasive and difficult cross-scale and cross-level interactions in managing the environment. The complexity of these interactions and the fact that both scholarship and management have only recently begun to address this complexity have provided the impetus for us to present one synthesis of scale and cross-scale dynamics. In doing so, we draw from multiple cases, multiple disciplines, and multiple perspectives. In this synthesis paper, and in the accompanying cases, we hypothesize that the dynamics of cross-scale and cross-level interactions are affected by the interplay between institutions at multiple levels and scales. We suggest that the advent of co-management structures and conscious boundary management that includes knowledge co-production, mediation, translation, and negotiation across scale-related boundaries may facilitate solutions to complex problems that decision makers have historically been unable to solve.

Ecosystem Stewardship: Sustainability Strategies for a Rapidly Changing Planet

Ecosystem stewardship is an action-oriented framework intended to foster the social-ecological sustainability of a rapidly changing planet. Recent developments identify three strategies that make optimal use of current understanding in an environment of inevitable uncertainty and abrupt change: reducing the magnitude of, and exposure and sensitivity to, known stresses; focusing on proactive policies that shape change; and avoiding or escaping unsustainable social-ecological traps. As we discuss here, all social-ecological systems are vulnerable to recent and projected changes but have sources of adaptive capacity and resilience that can sustain ecosystem services and human well-being through active ecosystem stewardship.

Political leadership and regime formation: on the development of institutions in international society

Leadership plays a critical but poorly understood role in determining the success or failure of the processes of institutional bargaining that dominate efforts to form international regimes or, more generally, institutional arrangements in international society. An examination of the nature of institutional bargaining serves as a springboard both for pinpointing the role of leadership in regime formation and for differentiating three forms of leadership that regularly come into play in efforts to establish international institutions: structural leadership, entrepreneurial leadership, and intellectual leadership. Because much of the real work of regime formation occurs in the interplay of different types of leadership, the study of interactions among individual leaders is a high priority for those seeking to illuminate the processes involved in the creation of international institutions. Not only does such a study help to explain the conditions under which regimes form or fail to form, but it also provides an opportunity to bring the individual back in to an important area of international affairs.

The politics of international regime formation: managing natural resources and the environment

Why do actors in international society succeed in forming institutional arrangements or regimes to cope with some transboundary problems but fail to do so in connection with other, seemingly similar, problems? This article employs a threefold strategy to make progress toward answering this question. The first section prepares the ground by identifying and critiquing the principal models embedded in the existing literature on regime formation, and the second section articulates an alternative model, called institutional bargaining. The third section employs this alternative model to derive some hypotheses about the determinants of success in institutional bargaining and uses these hypotheses, in a preliminary way, to illuminate the process of regime formation in international society. To lend empirical content to the argument, the article focuses throughout on problems relating to natural resources and the environment.

Regime dynamics: the rise and fall of international regimes

The dynamics of international regimes are treated as social institutions. How and why do regimes arise from the interactions of individual actors over time? Three developmental sequences are identified, and the resultant regimes are described as spontaneous orders, negotiated orders, and imposed orders. How do regimes change once they have become established in specific social settings? Three major types of pressure for regime change arise from internal contradictions, shifts in underlying power structures, and exogenous forces. The next task in studying the dynamics of international regimes is to seek a more sophisticated understanding of the factors determining the incidence of these developmental sequences and pressures for change.

The United Nations conference in Rio de Janeiro in June is an important opportunity to improve the institutional framework for sustainable development. Science assessments indicate that human activities are moving several of Earths sub-systems outside the range of natural variability typical for the previous 500,000 years (1, 2). Human societies must now change course and steer away from critical tipping points in the Earth system that might lead to rapid and irreversible change (3). This requires fundamental reorientation and restructuring of national and international institutions toward more effective Earth system governance and planetary stewardship.

A Portfolio Approach to Analyzing Complex Human-Environment Interactions: Institutions and Land Change

The challenge confronting those seeking to understand the institutional dimensions of global environmental change and patterns of land-use and land-cover change is to find effective methods for analyzing the dynamics of socio-ecological systems. Such systems exhibit a number of characteristics that pose problems for the most commonly used statistical techniques and may require additional and innovative analytic tools. This article explores options available to researchers working in this field and recommends a strategy for achieving scientific progress. Statistical procedures developed in other fields of study are often helpful in addressing challenges arising in research into global change. Accordingly, we start with an assessment of some of the enhanced statistical techniques that are available for the study of socio-ecological systems. By themselves, however, even the most advanced statistical models cannot solve all the problems that arise in efforts to explain institutional effectiveness and patterns of land-use and land-cover change. We therefore proceed to an exploration of additional analytic techniques, including configurational comparisons and meta-analyses; case studies, counterfactuals, and narratives; and systems analysis and simulations. Our goal is to create a portfolio of complementary methods or, in other words, a tool kit for understanding complex human-environment interactions. When the results obtained through the use of two or more techniques converge, confidence in the robustness of key findings rises. Contradictory results, on the other hand, signal a need for additional analysis.

Vertical Interplay among Scale-dependent Environmental and Resource Regimes

Environmental and resource regimes, operating at different levels of social organization, vary in terms of factors such as the sources of actor behavior, the knowledge available to actors, the operation of compliance mechanisms, the use of policy instruments, and the nature of the broader social setting. Cross-level interactions among scale-dependent regimes can result in patterns of dominance, separation, merger, negotiated agreement, or system change. The mechanisms that determine which of these patterns will occur include authority/power differentials, limits of decentralization, dueling discourses, cognitive transitions, and blocking coalitions. Recurrent linkages or syndromes occur in this realm, e.g., limitations of authority and power regularly produce negotiated agreements in such forms as comanagement arrangements. The consequences of these interactions are often far-reaching as measured in terms of ecological sustainability, social welfare/efficiency, cultural values, and robustness.

International Regimes: Problems of Concept Formation

Although we live in a world of international regimes, the scholarly literature on them remains rudimentary, especially in analytic terms. This essay examines the proposition that all international regimes are social institutions, even though there is great variation among them. Among other things, this suggests that regimes are dependent upon the maintenance of convergent expectations among actors; formalization is not a necessary condition for the effective operation of regimes; and regimes are always created rather than discovered. A conceptual framework and a research agenda for the comparative study of international regimes, as laid out in this essay, would guide studies of specific regimes and improve our ability to reach general conclusions about this fundamental, yet poorly understood, international phenomenon.
