Informing Mexico's Distributed Generation Policy with System Advisor Model (SAM) Analysis

Similarly, Mexico has committed to a 22% reduction in greenhouse gas emissions by 2030 according to their Nationally Determined Contribution (NDC). In December 2015, Mexico passed the Energy Transition Law, which provides a legal framework for a variety of actions that will help Mexico achieve its clean energy deployment and emissions reductions goals. The law regulates the sustainable use of energy, articulates the electric industry’s obligations regarding Mexico’s clean energy targets, and establishes a tradeable clean energy certificate system for meeting clean energy targets. The Government of Mexico (GOM) has recognized the potential for clean distributed generation (DG) to meaningfully contribute to Mexico’s clean energy and NDC goals. Passage of the Energy Transition Law has created a unique moment in Mexican history to set policy, regulations, and technical procedures to encourage the growth of the DG market in Mexico. However, important questions remain about how to fairly value DG and foster inclusive and equitable market growth that is beneficial to investors, electricity ratepayers, electricity distributors, and society.

De manera similar, México se ha comprometido a una reducción del 22% en las emisiones de gases de efecto invernadero para el año 2030 de acuerdo con su Contribución Nacional Determinada (NDC). En diciembre de 2015, México aprobó la Ley de Transición Energética, que proporciona un marco legal para una variedad de acciones que ayudarán a México a lograr su despliegue de energía limpia y objetivos de reducción de emisiones. La ley regula el uso sostenible de la energía, articula las obligaciones de la industria eléctrica con respecto a los objetivos de energía limpia de México, y establece un sistema de certificado de energía limpia negociable para cumplir los objetivos de energía limpia.

Clean Restructuring: Design Elements for Low-Carbon Wholesale Markets and Beyond. A 21st Century Power Partnership Thought Leadership Report

Previous 21st Century Power Partnership work identified five pathways toward power systems of the future that vary depending on the starting point, and speed and extent of transformation.1 Clean restructuring, one of these pathways, describes the movement from a vertically integrated power sector toward a more participatory and clean energy-friendly electricity system. Clean Restructuring: Design Elements for Low Carbon Wholesale Markets and Beyond, a 21st Century Power Partnership thought leadership report, explores this pathway in depth, envisions an end-state, and articulates three main areas of consideration for decision makers embarking on a clean restructuring process. The report focuses on the design of competitive wholesale markets that rely increasingly on variable renewable electricity sources, demand response, and other flexible, clean energy options. Detailed case studies on Mexico, Denmark, and Germany are provided.

This document describes the development effort for creating a robust representation of the combined capacity expansion of the U.S. and Canadian electric sectors within the NREL ReEDS model. Thereafter, it demonstrates the newly established capability through an illustrative sensitivity analysis. In conducting the sensitivity analysis, we describe the value of an integrated modeling approach.
