Causes of low productivity of cocoa in Ghana: farmers' perspectives and insights from research and the socio-political establishment

Ghana is a major producer of cocoa in the world and relies heavily on the crop for foreign exchange revenue. However, production declined since the mid-1960s, reaching its lowest level in 1983. Although production has increased consistently since the mid-1980s, it still is less than the level attained in the mid-1960s. The decline is partly a result of decreasing areas under cultivation. Another problem in cocoa production in Ghana is low yields per ha, which is attributed to the incidence of pests and diseases, a low producer price, and non-adoption of research recommendations. Based on the idea that current research and extension messages might insufficiently address farmers’ actual problems and context, a diagnostic study was carried out to better understand farmers’ views on the problems of cocoa production. The study was conducted in three villages in the Suhum-Kraboa-Coalter District, Eastern Region, Ghana. An action research approach was followed to gather and analyse qualitative data with the objective of stimulating collective action in subsequent research activities with the farmers. Low productivity was identified as the main problem and the causes were classified into biological and socioeconomic factors. The biological factors include the incidence of pests and diseases, most of which have received extensive research attention in Ghana, and of epiphytes, which have been neglected. The socioeconomic causes were indirect and include the low producer price and the lack of amenities like electricity, which leads to migration, with as a result labour shortages and high labour costs. From the study it can be concluded that the biological and socio-economic causes of low productivity are inter-related in such a manner that tackling them separately will not overcome the problem unless the socio-technical nature of the causes are recognized and tackled in a holistic way. In this context, current interventions by research and extension seem to ignore important aspects of the problematic situation. Although the study shows the relevance of using a diagnostic approach, it is argued that outcomes may be affected by various contextual factors, including stakeholder selection and the relationship between the researcher and the participants. Hence, the outcomes of a diagnostic study should be approached with care.

Constraints on the Use of Animal Source Foods for Young Children in Ghana: A Participatory Rapid Appraisal Approach

Micronutrient deficiencies limit child health and development. Although animal source foods (ASF) provide highly bioavailable micronutrients, Ghanaian preschoolers consume little. Participatory rapid appraisal methods identified constraints to the availability, accessibility, and utilization of ASF. Stakeholders working with or living in six communities in three agro-ecological zones reported constraints including low income, lack of access to technology and markets, inequitable household food allocation, inadequate knowledge, and beliefs. The least expensive ASF was fish, which was easy to preserve and consumed by all communities. Since ASF was primarily purchased, interventions that increase income may be most successful in improving Ghanaian childrens diets.

Looking at agricultural innovation platforms through an innovation champion lens: An analysis of three cases in West Africa

The concept of an innovation platform is increasingly used in interventions inspired by agricultural innovation systems thinking, as a way of bringing stakeholders from a sector together to enable transformative change. An essential role on such innovation platforms is thought to be that of the ‘innovation champion’, but this role has so far not been unravelled. In this paper, by applying insights from management science to analyse three innovation platforms in West Africa from the Convergence of Sciences – Strengthening Innovation Systems programme (CoS–SIS), different types of innovation champions are mapped. The authors conclude that making a distinction among different types of innovation champions can be useful in identifying members for innovation platforms, but that the specifics of agricultural innovation appear not to be adequately captured by roles attributed to existing categories of innovation champions. Further research is needed to ascertain whether other categories exist, and how different innovation champions interact over time on agricultural innovation platforms.

Exploring diversity among farmers for orienting inter-disciplinary action research on cropping system management in Wenchi, Ghana: the significance of time horizons

This article examines different types of diversity among farm households in Wenchi, Ghana, and their relevance and implications for orienting action research aimed at combating soil fertility decline. Previously reported research suggested that cropping systems and indigenous practices affecting soil fertility differed significantly between and among the native population and migrants. These differences were associated with prevailing land tenure arrangements. This paper refines the native/migrant classification by exploring how it is intertwined with aspects such as ethnicity, gender and wealth. The study revealed that historical, ethnic and gender dimensions of diversity provide additional insights into livelihood patterns and soil fertility management which are relevant for fine-tuning technical and social action research agendas. It is argued that relevant differences between farm households result from the interplay between structural conditions and the strategies of active agents. The implication of the study is that action research efforts to design new technology and social arrangements for addressing soil fertility decline must be re-oriented and tailored further to meet the needs and aspirations of particular sub-groups of migrants and natives. Most significantly, it appears that the feasibility of negotiating alternative land tenure arrangements differs among different groups of migrants depending on whether they regard their stay as permanent or temporal.

Grounding agricultural research in resource-poor farmers' needs: a comparative analysis of diagnostic studies in Ghana and Benin

Eight researchers from Ghana and Benin, with different backgrounds but all co-operating within the Convergence of Sciences project, conducted diagnostic studies as a first step of their research aimed at developing technologies together with resource-poor farmers. The purpose of including diagnostic studies was to increase the likelihood that the resulting technologies would be grounded in the needs and opportunities of these farmers. To better understand the potential of diagnostic studies for improving the contribution of agricultural research to farmers’ livelihoods, a comparative study was conducted of the diagnostic studies carried out by the eight researchers. This research on agricultural research was participatory in that its results were arrived at in consultation with the eight researchers. The comparison revealed that diagnostic studies identified and established forums of stakeholders, especially of farmers, who were to play key roles in the co-construction of knowledge during the field experimental phase that followed the diagnostic studies. The diagnostic studies gave farmers a say in the design and conduct of the experimental phase which allowed them to influence the research process in the direction of developing and testing technologies that work in their circumstances and that satisfy their needs and priorities. In addition, the diagnostic studies have led to transparent choices with respect to the selection of sites, farmers and experiments. Furthermore, the conditions for negotiation were created. Finally, the diagnostic studies played a crucial role in making the partners within the Convergence of Sciences project aware of the importance of contextual framework conditions in determining the relevance of the project.

Can convergence of agricultural sciences support innovation by resource-poor farmers in Africa? The cases of Benin and Ghana

The article introduces the IJAS special issue on the Convergence of Sciences (CoS) research programme that took place in Benin and Ghana between 2002 and 2006. CoS sought to develop pro-poor pathways of science. Starting initially from the assumption that science impact could be improved by developing farm technologies that are appropriate for the circumstances of resource-poor farmers, the nine researchers soon ran into the very limited windows of opportunity that the farmers face. Improving productivity at the farm level is thwarted by limited access to markets, infrastructure, inputs, credit and services, and by cheap imports. Farmers have no political clout, and agriculture is a source of rent for a host of actors including local and national governments. In these conditions, poverty reduction requires institutional change rather than participatory technology development. All nine researchers tried in their own way to deal with the institutional dimension. This special issue reports on these attempts. The introductory article provides background and context for understanding the institutional issues involved.

Five Years After; the Impact of a Participatory Technology Development Programme as Perceived by Smallholder Farmers in Benin and Ghana

Abstract Purpose: The article reports effects on livelihoods of a participatory technology development effort in Benin and Ghana (2001–2006), five years after it ended. Design: The study uses data from all smallholders who participated in seven experimental groups, each facilitated by a PhD researcher. Baseline data and controls were not available. In their dissertations the researchers had each made claims about the impact of their work on the livelihoods of those involved. These claims guided the study in each group, and referred to both impacts based on the superiority of the technology developed, and increased knowledge or capacity that participants claimed to have gained. Two local social scientists interviewed 187 farmers. Findings: The study found considerable evidence of continued beneficial use of technologies developed with farmers. The most important reason for no longer using a technology or institutional innovation was that smallholders had not been able to sustain the conditions for use. Lasting non-technological effects included more mutual understanding among community members, emancipation vis-à-vis researchers and colleagues, and an experimental attitude and research skills. Such effects were recorded for nearly all groups. Practical implications: Smallholders face small windows of opportunity. Technologies and institutional changes that depend on artificially created conditions are likely to be discontinued once those conditions are withdrawn (for example, access to Neem seeds or agreements about land use between landlords and tenants). The findings draw attention to the conditions that enable smallholders to innovate. Originality/value: The study represents a rare attempt to study impact five years later and compares seven independent cases.

The cocoa mirid (Hemiptera: Miridae) problem: evidence to support new recommendations on the timing of insecticide application on cocoa in Ghana

The government’s cocoa spraying gangs in Ghana treat about two million hectares of the crop against black pod disease and mirids, the key insect pests of cocoa in West Africa, each August through to December, based on recommendations issued in the 1950s. A few cocoa farmers use additional pesticides. We studied the temporal distribution of two important mirid species, Distantiella theobroma (Dist.) and Sahlbergella singularis Hagl., in 1991, 1999, 2003 and 2012 to determine the appropriate timing for the application of control measures in current farming systems. There was a significant correlation between mirid abundance and pod availability on trees, as well as the number of basal shoots and the cocoa variety grown. Mirid populations peaked between January and April and from September to October. Surveys (interviews and focus group discussions involving over 300 farmers in 33 cocoa-growing districts) on pesticide use, sources of recommendations, and perceived successes and failures of current cocoa pest treatments suggested that the 1950 recommendations on the timing of insecticide application need revising.

Institutional change and the quality of palm oil: an analysis of the artisanal processing sector in Ghana

In Ghana, most oil palm fruits are produced by smallholders and processed by female artisanal processors. However, the ensuing crude palm oil (CPO) is high in free fatty acids and therefore cannot be sold in remunerative local or export markets. An earlier diagnostic study indicated that two main factors cause the poor quality: the processing practice of leaving harvested fruits unprocessed for up to 21 days and the use of lorry tyres as fuel to cook the fruits. Furthermore, the tyre-burning practice affects the health of people working and living around the processing facilities. This study describes the effect of action research undertaken with processors and the creation of a stakeholder platform in which Chiefs, the District Assembly, and a Concertation and Innovation Group collaborated to address the issues. The emerging institutional changes are assessed against baseline information. Awareness was raised about the dangers of tyre-burning, and CPO quality was improved by establishing the optimal time to leave fruits before processing. However, the prevailing market circumstances led producers to opt to produce greater quantities of oil rather than better-quality oil.

An Integrated Microcredit, Entrepreneurial Training, and Nutrition Education Intervention Is Associated with Better Growth Among Preschool-Aged Children in Rural Ghana

BACKGROUND Poor diet quality is a determinant of the high prevalence rates of malnutrition in Ghana. There is little evidence on the effectiveness of a multisector intervention to improve childrens diets and nutritional status. OBJECTIVE The project tested whether participation in an entrepreneurial and nutrition education intervention with microcredit was associated with the nutritional status of children 2-5 y of age. METHODS A quasi-experimental 16-mo intervention was conducted with microcredit loans and weekly sessions of nutrition and entrepreneurship education for 179 women with children 2-5 y of age [intervention group (IG)]. Nonparticipating women and their children from the same villages (nonparticipant, n = 142) and from similar neighboring villages (comparison, n = 287) were enrolled. Repeated measures linear regression models were used first to examine childrens weight-for-age (WAZ), height-for-age (HAZ), and body mass index-for-age (BAZ) z scores at baseline and at 4 follow-up time points ∼4 mo apart. Time, intervention status, time-by-intervention interaction terms, region of residence, household wealth rank, household head occupation, number of children <5 y of age, and child sex and age were included. RESULTS There was a significant interaction between the IG and time for BAZ (P = 0.02) with significant Bonferroni-corrected pairwise comparisons between the IG and comparison group (CG) at 8 mo (difference of 0.36 ± 0.09 z score, P < 0.0001). The WAZ group difference was significant between 4 and 16 mo (P = 0.01 for interaction) and peaked at 8-12 mo (differences of ∼0.28 z). The HAZ of children in the IG was significantly higher than that in the CG, reaching a 0.19 z difference at 16 mo (P < 0.05). When the fixed effects models were fitted in sensitivity analyses, some group anthropometric differences were of lower magnitude but remained significant. CONCLUSION An integrated package of microcredit and education may improve nutritional outcomes of children living in poor, rural communities.
