The quick response of civil authorities after a major disaster event in an urban area is essential for the reduction of damages and impacts to human lives. One of the first critical problems to be solved at the very early stages of response is the optimum management of emergency vehicles and real time knowledge of the accessibility of the road network. In this article the concept of using a number of emergency vehicles as sensors for monitoring the traffic conditions in an urban area after a major disaster event is described. The fleet management system used for this taks is working with ral time DGPS. The system makes use of existing vehicle fleets in the urban area, rapidly collecting data and covering the whole road network. It records travel times with the help of the GPS system for every road segment driven through by each vehicle sensor, thus providing a digital time database from which traffic parameters can be also computed. It can be used for real time monitoring of traffic conditions under disaster or emergency situations where all the previously available data become invalid or unreliable.

Abstract In this paper, the coordinates (latitude and longitude) of places in regions of central Macedonia (Pieria and Emathia) contained in Claudius Ptolemys Geographiki Yphegesis were used to investigate the location of historical sites mentioned in Ptolemys text. Initial research was carried out in order to find which of the sites mentioned by Ptolemy have an identified position today. A computation of the coordinates of the same sites was then made using a modern cartographic system. Finally, these two sets of coordinates (Ptolemys and the modern ones) were compared and a mathematical model was developed to transform Ptolemys cartographic data to the present-day coordinates. In this way, the combination of the mathematical elaboration of the available data together with research on historical geography may lead to useful data in removing the uncertainty of Ptolemys coordinates in the regions under investigation.

In this paper, the development of a Web-based GIS system for the monitoring and assessment of the Black Sea is presented. The integrated multilevel system is based on the combination of terrestrial and satellite Earth observation data through the technological assets provided by innovative information tools and facilities. The key component of the system is a unified, easy to update geodatabase including a wide range of appropriately selected environmental parameters. The collection procedure of current and historical data along with the methods employed for their processing in three test areas of the current study are extensively discussed, and special attention is given to the overall design and structure of the developed geodatabase. Furthermore, the information system includes a decision support component (DSC) which allows assessment and effective management of a wide range of heterogeneous data and environmental parameters within an appropriately designed and well-tested methodology. The DSC provides simplified and straightforward results based on a classification procedure, thus contributing to a monitoring system not only for experts but for auxiliary staff as well. The examples of the system’s functionality that are presented highlight its usability as well as the assistance that is provided to the decision maker. The given examples emphasize on the Danube Delta area; however, the information layers of the integrated system can be expanded in the future to cover other regions, thus contributing to the development of an environmental monitoring system for the entire Black Sea.
