This text looks at the key features of modern communalism that developed in Bengal in the 1920s. While communalism is normally seen in terms of violent physical encounters, this book locates it in multiple sites, ranging from market disputes, concern over the decline in Hindu numbers, abductions, to near civil war over the right to play music before mosques.

1.1. The basic arnms race model: ratios The simplest equilibrium model of bilateral arms races is that associated with Huntington.l This is known as the ratio goal model: the level of armaments on one side is directly proportional to the level of armaments of the other side. What is sought here is some desirable ratio of the armament levels. Symbolically, if the levels of armaments of the two countries are x and y, respectively, then the desired relationships are given by x=ay (1) y=bx (2) Represented geometrically, it is easy to show that this system would produce a stable equilibrium only when the slope of the line (2) is less than that of line (1).
