The Art Institution in a Globalizing World

How do “classical” big art institutions (museums, the ballet, the opera, symphony orchestras) react to phenomena of globalization such as migration flows, the “denationalization” of artistic movements, the enormous growth of the number of artists, the trend of a global cultural branding of cities, etc.? And which cultural policies do governments develop to interfere in the relationship between those art institutions and their changing environments? Those were the central questions I asked while doing research about the position of art institutions in society today. The research concentrated on a very diverse sample of big art institutions in Europe. The research begins with the insights of Actor Network Theory and the political philosophy of Antonio Negri and Michael Hardt and leads to an ideal typical two-dimensional model to classify the possible strategies that such institutions and their responsible governments can use on the local, national and international level.

The creative industries: conflict or collaboration? An analysis of the perspectives from which policymakers, art organizations and creative organizations in the creative industries are acting

This paper compares and contrasts the instruments and values formulated in the creative industries policies of three peripheral municipalities of between 150,000 and 220,000 inhabitants in the Netherlands (Groningen, Arnhem and Eindhoven) with the needs of the creative industries itself. The needs of the creative industries have been empirically researched by conducting an online survey (n = 556) and twelve in-depth interviews with professionals from different types of organizations in the creative industries. In this study, the theoretical framework of Boltanski, Thévenot and Chiapello is used in the analysis of policy documents, the outcomes of the online survey, and the in-depth interviews in order to uncover differences and similarities in perspectives from which art organizations, creative organizations and policymakers are acting in the creative industries.

O caminho para a criatividade sustentável: autonomia móvel para além da automobilidade

How can artist stay autonomous, and keep their creativity alive in the contemporary society? In this paper is stated that the individual bourgeois model of the artist is not sufficient any more to make autonomous art and to stay creative on the long run. If artists want to stay mobile and autonomous they need to build collective organizational structures, which is called ‘traveling caravan’. In the parallel historical shifts between 1970 and 2000 from liberalism to neo-liberalism, from Fordism to post-Fordism and from modern to contemporary art, artists need to build up their own artistic biotope if they need to make their work without governmental interference (subsidizes) and free market solutions. The cooperative can be seen as an interesting model to develop such a ‘mobile autonomy’.
