A comunicacao cientifica tem experimentado transformacoes profundas, desde a emergencia da Internet. Como fomento a questao da evolucao na comunicacao cientifica, este artigo apresenta uma perspective historica dos avancos na comunicacao cientifica ao longo dos ultimos vinte anos, por meio de um modelo de tres fases para a evolucao do jornal eletronico e servicos de preprints, e fornece elementos que descrevem o panorama atual para a comunicacao cientifica no Brasil. A fase evolucionaria inicial seguiu a emergencia dos primeiros jornais digitais e a criacao de repositorios na Web para publicacao de versoes preliminares de trabalhos cientificos por iniciativa do autor; aquele tempo, academicos tradicionais reprovavam iniciativas de publicacao eletronica. De 1996 em diante, na fase de consolidacao, os jornais eletronicos comumente consistiam em copias identicas de suas versoes impressas; a aceitacao do formato eletronico comecou a aumentar, e os servicos de preprints se disseminaram em varias disciplinas. A fase evolucionaria avancada iniciou-se com a discussao mundial sobre o acesso livre a informacao cientifica. A comparacao do jornal eletronico corrente com aquele imaginado pelos entusiastas nos primeiros anos da decada de 1990 mostra alguns aspectos que podem, ainda, ser melhorados na comunicacao formal e informal, em vista de efetiva disseminacao da informacao cientifica.

In organizational management, it is highly recommended that data and information be adequately prepared to match the knowledge needed to be used in decision-making processes. However, faced with the paradigm of complexity that currently dictates the dynamics of modern organizations, there is still a search for operational solutions that allow agility and flexibility to corporate information flows to meet that desired condition. In this context, the concept of data and information governance presents itself as a fundamental premise because it systematizes, reorganizes and reorients each element of the organizational system (people, processes, structures, etc.) without losing the notion of its contexts and causalities. For this, in the conceptual modelling of governance, the concept of systemism arises to support the balance between holistic and reductionist approaches, inherent in management processes, but often considered antagonistic or contradictory. The present chapter presents and discusses a data and information governance model for research and development (R&D) organizations. The model is based upon the concepts of data, information and knowledge life cycles and knowledge mapping, recovering and valuing the ontological nature of the elements of the system under analysis and constructing a pragmatic proposal for corporate application and operation

Distinguishing the concept of ‘information’ from those of ‘knowledge’ and ‘data’ has attracted considerable attention in the literature – not much consensus having been achieved so far. It is generally accepted, however, that data, information, and knowledge are interrelated concepts. But despite their conceptual interrelatedness, ‘information management’ and ‘knowledge management’ studies have specialized as different fields of scientific inquiry. Likewise, traditional management approaches in organizations also tend to treat ‘information’, ‘knowledge’, and ‘data’ separately. This might cause considerable confusion, however, given the high levels of complementarity and interdependence between these approaches. Highlighting the ambiguity of the term information, this paper proposes the guidelines for a holistic, integrative approach to information in organizations operating in the Information Society.
