This paper presents an unconventional approach to the resolution of the key ethical dilemmas raised by the study of politically charged personal content posted on social media. In particular, this study suggests that Internet research ethics should remain informed by the disciplinary perspectives of those who study online communities. Hence, Internet scholars must build on established ethical practices from their respective disciplines in such a way as to address these ‘human-centred’ ethical issues. A ‘medium-cloaked’ strategy towards data anonymization was adopted for this study of the comments posted on the Facebook pages of UK disability rights groups. Key themes were typically conveyed without the disclosure of personally identifiable information and direct quotes were only used if they could not be located using a search engine. The rationale for such an approach is elucidated in order to identify the limitations in the ways in which such ethical issues are dealt with in existing guidelines in this area. The paper suggests that the automatic categorization of disabled people and others experiencing disadvantage as ‘vulnerable groups’ in many of these protocols might further disempower these stakeholders through the omission of their personal stories from relevant scholarship. A more nuanced approach towards the protection of user privacy is advocated; one that allows for the use of direct quotes when it is unlikely to prove harmful to the user but also sets out to provide the maximum level of anonymity possible for those who divulge sensitive information in these semi-public spaces.

On 21 April 2011, violence flared in the Stokes Croft area of Bristol following a police raid on a squat. Media coverage suggested that this riot was a manifestation of the campaign against the opening of a Tesco supermarket in the area. Footage later emerged on YouTube, which appeared to support claims by local residents that the violence was caused by heavy-handed police tactics rather than the anti-Tesco campaign. This study uses a critical thematic analysis to explore the comments left by those who viewed these acts of ‘inverse surveillance’, or sousveillance. Results indicate that YouTube provided a space in which alternative views on the Stokes Croft riot were seen and heard but the views of many commentators still appeared to be influenced by the news media.

Ten years after the Belfast Agreement, Northern Ireland remains a divided society as signified by the persistence and even proliferation of interface areas, often divided by so-called ‘peace walls’ and intermittent conflict between rival communities on either side. Recent media reports have suggested that online interactions between rival interface communities on social networking sites may be undermining efforts to foster better intercommunity relationships. This article explores the extent to which key stakeholders are aware of the use of the Internet by young people to plan street riots in interface areas in Northern Ireland and their responses to this ‘anti-social’ use of sites such as Bebo. It presents evidence to suggest that stakeholder awareness about the extent of the use of social media by young people to organize street riots is based on rumour and hearsay. Key stakeholders report that Internet Safety programmes have received positive feedback from local audiences but concede that they are unlikely have any significant impact upon the level of anti-social behavior in interface areas.

ABSTRACT This paper adds to the emergent literature on Internet research ethics by exploring the ethical implications of researching the use of Facebook to organize the union flag protests in Northern Ireland in January 2013. These protests were viewed as a ‘lightning rod’ for loyalist dissatisfaction with the peace process, as well as a manifestation of their increasing alienation from their unionist political representatives. The covert observation of the Loyalist Peaceful Protest Updater (LPPU) page in January 2013 found some evidence to support the suggestion that social media had become a ‘sectarian battleground’ during the flag protests. This created an ethical dilemma in terms of what level of anonymity should be afforded to those who posted such content on the page. While there was no requirement to ‘please’ unaware participants, the researcher was wary of inadvertently contributing to the online shaming of loyalists by groups such as Loyalists Against Democracy. Therefore, it was decided to only use direct quotes from public figures, such as the leaders of the flag protest movement, who would presumably have no expectation that their comments would remain private. The narratives of the ‘rank and file’ protesters were conveyed through the use of direct quotes that could not be traced back to their authors and the paraphrasing of their comments. In light of the limitations of alternative strategies such as fabrication and word clouds, this was the most appropriate way to illustrate the themes from the LPPU without distorting the voices of these users.

In this chapter, the analysis suggests that Northern Irish terrorists are not visible on Web search engines when net users employ conventional Internet search techniques. Editors of mass media organisations traditionally have had the ability to decide whether a terrorist atrocity is ‘newsworthy,’ controlling the ‘oxygen’ supply that sustains all forms of terrorism. This process, also known as ‘gatekeeping ,’ is often influenced by the norms of social responsibility, or alternatively, with regard to the interests of the advertisers and corporate sponsors that sustain mass media organisations. The analysis presented in this chapter suggests that Internet search engines can also be characterised as ‘gatekeepers ,’ albeit without the ability to shape the content of Websites before it reaches net users. Instead, Internet search engines give priority retrieval to certain Websites within their directory , pointing net users towards these Websites rather than others on the Internet. Net users are more likely to click on links to the more ‘visible’ Websites on Internet search engine directories , these sites invariably being the highest ‘ranked’ in response to a particular search query . A number of factors including the design of the Website and the number of links to external sites determine the ‘visibility’ of a Website on Internet search engines. The study suggests that Northern Irish terrorists and their sympathisers are unlikely to achieve a greater degree of ‘visibility’ online than they enjoy in the conventional mass media through the perpetration of atrocities. Although these groups may have a greater degree of freedom on the Internet to publicise their ideologies, they are still likely to be speaking to the converted or members of the press. Although it is easier to locate Northern Irish terrorist organisations on Internet search engines by linking in via ideology, ideological description searches, such as ‘Irish Republican’ and ‘Ulster Loyalist,’ are more likely to generate links pointing towards the sites of research institutes and independent media organisations than sites sympathetic to Northern Irish terrorist organisations. The chapter argues that Northern Irish terrorists are only visible on search engines if net users select the correct search terms.

Cyber enthusiasts as far back as Rheingold have suggested that cyberspatial technologies such as the Internet have the potential to transform space–time relations and create new social spaces, thus ameliorating social conflict in contested areas. However, a more sceptical view of cyberspatial communication is provided by Hampton, who argues that on-line interactions cannot be artifically separated from their off-line contexts. This article will analyse whether these technologies are changing the nature of territorial disputes and patterns of social interaction between Protestant and Catholic interface communities in Belfast, Northern Ireland. Interviews were conducted with nine community workers to investigate this issue. Focusing on the possibility of using social media to facilitate intergroup contact, the paper argues that on-line interactions alone do not appear to have the potential to build mutual understanding and trust between rival interface communities. Indeed, community workers fear that may young people use these sites to exacerbate intercommunity tensions.

The mental health of adolescents is a salient contemporary issue attracting the attention of policy makers in the UK and other countries. It is important that the roles and responsibilities of agencies are clearly established, particularly those positioned at the forefront of implementing change. Arguably, this will be more effective if those agencies are actively engaged in the development of relevant policy. An exploratory study was conducted with 10 focus groups including 54 adolescents, 8 mental health practitioners and 16 educational professionals. Thematic analysis revealed four themes: (1) mental health promotion and prevention is not perceived to be a primary role of a teacher; (2) teachers have limited skills to manage complex mental health difficulties; (3) adolescents rely on teachers for mental health support and education about mental health; and (4) the responsibility of parents for their children’s mental health. The research endorses the perspective that teachers can support and begin to tackle mental well-being in adolescents. However, it also recognises that mental health difficulties can be complex, requiring adequate funding and support beyond school. Without this support in place, teachers are vulnerable and can feel unsupported, lacking in skills and resources which in turn may present a threat to their own mental well-being.

Abstract Maintaining a minimum level of service and recovering quickly after a shock are key components of critical infrastructure (CI) resilience. Nevertheless, recent literature indicates that there is an ‘expectation gap’ in relation to the services CI operators should provide to members of the public in the immediate aftermath of a disaster. However, few of these studies have empirically investigated what members of the public expect. As such, this paper explores this under-researched area by drawing on key themes that emerged from a literature review, results from an online questionnaire-based study (N = 403), and analysis of 22 semi-structured interviews with CI operators and other relevant stakeholders. Results indicate that the public appear willing to tolerate reductions in service during crisis. The public also expect CI operators to keep them informed about progress to restore these services and answer direct queries via both traditional and social media. Based on these findings, resilience recommendations are presented.

This paper explores how critical infrastructure (CI) resilience can be improved through effective crisis communication between CI operators and members of the public. Drawing on academic and practice-based research into crisis and risk communication, as well as the results of 31 interviews conducted with key stakeholders from across Europe, the AESOP guidelines are proposed for enhancing the communication and information-sharing strategies of CI operators. These emphasise the importance of integrating both traditional and digital media into a multi-channel communication strategy that facilitates dialogue between CI operators and key stakeholders including emergency management organisations and representatives of local communities. The information-seeking behaviours of citizens should be evaluated by these organisations in order to ensure that this messaging reaches key demographics in disaster-vulnerable areas. This paper concludes by examining how post-disaster learning should be incorporated into a flexible framework for crisis and risk communication that manages public expectations about the time needed to restore services in the aftermath of large-scale incidents.

The growing prevalence of adolescent mental disorders poses significant challenges for education and healthcare systems globally. Providers are therefore keen to identify effective ways of promoting positive mental health. This aim of this qualitative study was to explore perceptions that social media might be leveraged for the purposes of mental health promotion amongst adolescents aged between 11 and 18 years. Utilizing focus groups conducted with adolescents (N = 54), educational professionals (N = 16) and mental health practitioners (N = 8). We explored their views about the value of social media for this purpose. Three themes were identified. First, social media appears to have potential to promote positive mental health. Second, adolescents frequently utilize social media and the internet to seek information about mental health. Finally, there are benefits and challenges to using social media in this way. We conclude that despite challenges of using social media and the risks, social media does offer a useful way of educating and reaching adolescents to promote mental wellbeing.
