The AGAP system: A GDSS for project analysis and evaluation

Abstract This paper presents the ‘Aid to Groups of Analysis and evaluation of Projects’ (AGAP) system, a distributed group decision support system (GDSS) allowing multiple decision makers to cooperate in the evaluation and selection of investment projects. The system has a state of the art set of economic measures that can be set as criteria for use in several multicriteria decision aid methods. It supports both synchronous and asynchronous usage, and tries to enhance the communications and data sharing during asynchronous group meetings, providing support for decision at individual, inter-personal and collective levels. The system is described at a conceptual level, and compared to some other tools available to achieve the same aims.

Information management in distributed collaborative systems: The case of collaboration studio

Abstract This paper presents the Collaboration Studio (CS) system, its argumentation and data-structuring models and gives some insights for dealing with information divergence. The system allows discussions among a group of participants that includes a coordinator. The working mechanisms implemented within CS are perfectly transparent to the user, hiding implementation details, giving an appealing and user-friendly environment, and so users do not have to worry about patterns of data distribution, or the details of distribution management. CS shares characteristics with other collaboration computational tools, such as synchronous and asynchronous support and both group working spaces and a local working space. However, its main purpose differs in that, instead of trying to achieve a single document as the outcome of the joint work of several users, CS aims to achieve a broader objective, which is to register (and to demonstrate) the “path” used to obtain certain knowledge.

Supporting Collaborative Multi-Criteria Evaluation: The VIP Analysis Plug-In for Decision Deck

This article presents the VIP Analysis plug-in of Decision Deck 1.1, a platform that hosts different evaluation methods to support decision makers in the collaborative evaluation of alternatives in a multi-criteria and multi-experts setting. VIP Analysis is a tool for aggregation of multicriteria performances by means of an additive value function under imprecise information. It allows conducting a multicriteria analysis for selecting an alternative when the decision makers are not able to (or do not wish to) fix precise values for the importance parameters. These parameters are seen as variables that may take several values subject to constraints. VIP Analysis incorporates different methods to support the progressive reduction of the number of alternatives, introducing a concept of tolerance that lets decision makers use some of the methods in a more flexible manner. When compared with the original standalone VIP Analysis (programmed in the late 1990s) the main innovation of the VIP Analysis plug-in is to allow several users working on the same problem under different roles: coordinator, evaluator, and decision-maker, thus defining a workflow process and enabling concurrent and remote access to the data over a network. By being included in the Decision Deck platform, VIP Analysis is now integrated with other decision aiding methods within a coherent interface. A final advantage is that the platform is open-source, which facilitates customization and collaborative improvement of the software.

Quantitative support for UX methods identification: how can multiple criteria decision making help?

This paper presents views on how quantitative multiple criteria decision-making (MCDM) approaches may be applied to certain aspects of user experience design and evaluation (D&E) methods identification, emphasizing its strengths and weaknesses for this task. Often D&E methods need to be applied in contexts different of those they had been applied before and as such must be transferred to those new contexts. This work presents a model for the quantitative method matching step of the transfer process, describes how different MCDM methods can be applied to this task, and discusses the results of an experience that tried to apply a couple of MCDM procedures to method selection.

Analytic hierarchy process-based group assessment of quality-in-use model characteristics

Abstract While the characteristics related to the qualities of software in use have been standardized, people managing software development processes still have to combine and prioritize attainment levels for such characteristics. Ranking them can therefore be considered a decision problem that should be solved not only in accordance with the preferences of the stakeholders involved in the decision-making process, but also by following multi-part standards, e.g., that the relative importance of quality characteristics should depend on the high-level goals and objectives for the project. This paper presents an example guide for creating such a ranking for a group of experts coming from different domains using a decision-support inspired approach. Five important quality-in-use characteristics are evaluated by sixteen experts with the analytic hierarchy process. Obtained individual preferences were aggregated by two procedures, and achieved group results were analyzed, of which one analysis included testing of their conformity to individual results. For this case study, the group opinions indicated the top-valued quality in use was effectiveness, followed by satisfaction, freedom from risk, efficiency and context coverage in this ranked order (freedom from risk and efficiency were of nearly equal importance). Implications for the future work of applying different decision-making models such as social choice theory for studying quality attributes are also discussed.

Avoiding Lock-In: Timely Reconfiguration of a Virtual Cloud Platform on Top of Multiple PaaS and IaaS Providers

We describe our work with a major telecom company in creating a broker that enables them to retain independence from the various PaaS and IaaS providers that they use to support their own SaaS offer on the cloud. To achieve this goal, the broker starts by setting up the required operating environment across the desired mix of PaaS and IaaS providers, and then installs and configures the telcos software on top of that virtual platform. The automation and articulation of these procedures confers the company a considerable flexibility. By updating the list of preferred PaaS providers maintained by our system and forcing a redeploy of the whole environment, it can move services from one supplier to the next, or even to virtual machines running in-house, in a matter of minutes. The most favorable combination of outsourcing and insourcing can be constantly pursued, by pondering factors such as cost, SLAs, and other factors on a provider-by-provider basis.

Maximally node and SRLG-disjoint path pair of min-sum cost in GMPLS networks: a lexicographic approach

Path protection is a fast and capacity-efficient approach for increasing the availability of end-to-end connections. However, sometimes it is not possible to obtain a fully disjoint path pair. In this case, it may be admissible to consider a path pair which is as disjoint as possible, and thus provide the best (in a certain sense) level of the single-fault protection that can be ensured using this type of approach. A shared risk link group (SRLG) is a group of links which have a common risk of failure. Two new heuristics for solving the min-sum maximally node and SRLG-disjoint path pair are presented. The relative performance of the new heuristics and also of two other previously proposed heuristics is evaluated using four different networks. Results, regarding accuracy and execution time of the studied heuristics, show that one of the new proposed algorithms can be a good compromise for use in the Generalized Multi-protocol Label Switching control plane.

Um Modelo de Detecção de Diferenças entre Membros de um Grupo num Ambiente Colaborativo de Estruturação de Problemas

O Acto de gerir adquiriu ao longo do tempo uma crescente complexidade. Cada vez sao mais as incertezas quanto ao seu resultado, e cada vez maior o numero de variaveis que tendem a influencia-la. Como tal, os Sistemas de Informacao sao hoje um recurso chave no apoio a tarefa “Gerir”. Nunca foi tao importante explorar ao maximo toda a informacao que prolifera numa dada organizacao. “Gerir e decidir em cenario de incerteza, com suporte probabilistico e intuicao, na procura constante de antecipar o futuro, actuando o mais cedo possivel, com um determinado nivel de risco. A informacao constitui o recurso-chave para a reducao da incerteza na gestao empresarial. Saber gerir a informacao de forma a apoiar a gestao global da unidade economica, e actualmente um dos principais desafios que se coloca as empresas” [Zorrinho, Carlos 1995]. Aproveitar os meios que as TIC (Tecnologias de Informacao e Comunicacao) disponibilizam, passou a ser nao somente um factor de sucesso mas essencialmente um factor de sobrevivencia.Apresenta-se um sistema de apoio a decisao (SAD) cujo principal objectivo e aplicar metodos formais de apoio a decisao, no âmbito da gestao de uma rede rodoviaria. Partindo de uma analise efectuada a dados disponibilizados pelo Instituto para a Conservacao e Exploracao da Rede Rodoviaria (ICERR), foi adaptada uma estrutura de dados que permitiu eliminar as redundâncias, inconsistencias e lacunas detectadas. O Sistema de Informacao (SI) desenvolvido corresponde aos requisitos fundamentais de um sistema de apoio a decisao (flexibilidade e interactividade), e permite a visualizacao dos resultados em ambiente grafico. Integra um Sistema de Informacao Geografica (SIG) – ArcView - e um Sistema de Gestao de Bases de Dados Relacional (SGBDR) - 4th Dimension. O metodo de apoio a decisao implementado foi o ELECTRE TRI, por se abordar este caso como sendo um problema de afectacao, de situacoes observadas, a classes que sao pre-definidas a partir de situacoes de referencia. A classificacao em classes tem por objectivo permitir ao Agente de Decisao (AD) tomar decisoes de forma coerente e fundamentada, no que respeita a afectacao de recursos (sempre escassos) para as operacoes de conservacao de uma rede de estradas.Neste artigo aborda-se o tema gestao do conhecimento nas organizacoes, apresentando-se o estudo de caso do Departamento de Informatica da Universidade da Beira Interior. Estuda-se o processo de geracao, transmissao e partilha de conhecimento no contexto deste Departamento e, propoe-se um Modelo de Gestao do Conhecimento que facilite a interaccao entre as pessoas, armazene e favoreca a partilha de informacao e conhecimento no Departamento. No modelo proposto, consideram-se dois niveis: o nivel organizacional e o nivel aplicacional/tecnologico. Ao nivel organizacional sao abordados os aspectos que devem ser considerados para implementar um processo de gestao do conhecimento no Departamento. Ao nivel aplicacional e desenvolvido um Sistema de Gestao do Conhecimento integrado na intranet do Departamento, suportado em tecnologias que facilitam o armazenamento e a partilha de informacao e conhecimento e que inclui, nomeadamente, documentacao cientifica e administrativa, fora de discussao e “melhores praticas”. O sistema serve de suporte ao modelo em termos organizacionais. Como abordagem metodologica adequada para o desenvolvimento deste trabalho, foi escolhido um estudo de caso explicativo e interpretativo, recorrendo-se a triangulacao de metodos, atraves da administracao de um questionario, da observacao participante e da analise documental.Com a finalidade de auxiliar os usuarios, proporcionando recursos e procedimentos para um gerenciamento eficiente das informacoes, a Universidade do Sul de Santa Catarina – Unisul implantou um Sistema Integrado de Gestao (Enterprise Resources Planning - ERP), apoiado por uma Arquitetura de Sistemas de Informacao (Information Systems Architecture - ISA). Este artigo apresenta algumas experiencias da implantacao do SAP/R3 e do uso do ARIS na reestruturacao da Unisul, para promover uma melhor integracao dos alunos, docentes e colaboradores aos processos de gestao universitaria, sendo que o aperfeicoamento e a manutencao destes sistemas e apoiada por um grupo de pesquisa, que tambem proporciona suporte e inovacao aos processos de aprendizagem que se vem praticando. Alem disso, descreve-se neste trabalho, uma abordagem do ensino de Reengenharia de Processos de Negocios (Business Process Re-engineering - BPR), considerando que mudancas tecnologicas possibilitam a execucao de tarefas, de modo bem diferente dos anteriores. Tendo em vista que a reestruturacao da universidade e a implantacao do ERP sao tarefas de longo prazo e que exigem melhorias continuas, o principal objetivo deste artigo e contribuir com a aplicacao de conceitos de integracao, mudancas organizacionais e tecnologicas nos procedimentos de ensino.Apresentamos um modelo para geracao automatica de programas para invocacao de transaccoes em sistemas ERP em operacao desconectada. O modelo estende estes sistemas para alem da sua natureza cliente-servidor tradicional, permitindo a existencia de um novo tipo de aplicacoes cliente, executaveis em PDA, capazes de invocar transaccoes das varias areas funcionais dos ERP. Este processo de geracao tem por base as API ja existentes nos ERP, permitindo a construcao de aplicacoes simples correspondentes aos processos elementares do negocio, com capacidade de sincronizacao com o sistema central.Compara-se neste artigo o papel dos Sistemas de Informacao e das Tecnologias de Informacao em duas industrias: texteis e do vestuario; e moldes de plastico. A comparacao e efectuada na optica da cooperacao entre empresas dessas industrias. A presenca mais intensa e generalizada de Sistemas Informacao e Tecnologias de Informacao na industria dos moldes de plastico favorece esta industria, na forma como se envolve em processos de cooperacao inter-organizacionais. A concentracao geografica das empresas das duas industrias em estudo, aponta para a existencia de clusters. No entanto, na industria de moldes de plastico, a evidencia de concentracao geografica das empresas ligadas a industria e mais forte do que para as industrias texteis e do vestuario. Este aspecto parece gerar maiores oportunidades de cooperacao.ERP implementation success is influenced by a large number of factors, which most of the times are difficult to measure objectively. User involvement and participation is one of the most cited critical success factors in ERP implementation projects, and one of the most critical ones for the their satisfactory outcome. This study attempts to define a set of metrics for monitoring user involvement and participation within ERP implementation projects by using the Goals/Questions/Metrics method. The results of this work are twofold. First, a literature review is presented on the user involvement and participation topic as related with ERP implementation projects. And second, a Goals/Questions/Metrics preliminary plan is proposed to monitor and control user involvement and participation within ERP implementation projects.

A Conceptual View of the AGAP System: a GDSS for Project Analysis and Evaluation

In recent years the fast growing adoption of the Internet as a tool to link companies for business purposes has appeared to be one of the major forces able to shape competition and the whole economy in 21st century. More specifically, the agreements between buying firms and supplying firms seem to head towards new scenarios, with possible consequences with regard to the time span of the relationship and the amount of information exchanged between business partners. This paper aims to present some research issues concerned with the adoption of interorganizational information systems and with the innovative relations allowed by the Internet as enabling infrastructure, and to point out the main theoretical hypothesis about buyer-suppliers relationships which emerge from the literature in the field. As a result, a definite set of statements will be provided. Furthermore, by considering the case of two of the leading food retailing companies in Britain, some web-based information systems will be discussed, in order to understand in which terms the speculative findings of the literature apply in the given cases.Na sociedade actual, o conhecimento existente nas empresas e uma forte arma competitiva quando gerido adequadamente. Os factores determinantes da sobrevivencia de uma grande parte das organizacoes reflectem-se na forma como a organizacao aprende e responde a mudanca atraves da partilha, distribuicao e criacao de conhecimento organizacional. O termo que vem sendo usado para referir a criacao, partilha e distribuicao de conhecimento e “gestao de conhecimento”.Neste artigo sao apresentados os resultados de um estudo exploratorio que pretende caracterizar o estado da gestao de conhecimento em Portugal. Pretendeu-se medir a sensibilidade das organizacoes para a necessidade e vantagens da gestao de conhecimento, bem como identificar projectos desenvolvidos ou em curso, ferramentas utilizadas e o conhecimento manuseado.O artigo comeca com uma breve contextualizacao historica e descricao da situacao actual. Em seguida introduz as principais alteracoes que o desenvolvimento tecnologico vem trazer as cadeias de valor das organizacoes. A abordagem seguinte, relativa a aprendizagem de Sistemas de Informacao (SI), debate a insuficiencia do factor tecnologico para estas mudancas, se nao houver, por parte das organizacoes, um esforco sistematico de tirar o maximo partido desse factor, apostando na valorizacao dos seus profissionais e, em particular, na aprendizagem dos SI na perspectiva da criacao de novo conhecimento organizacional nesta area. Ainda antes da apresentacao do modelo, e feita uma descricao mais exaustiva dos principais conceitos desta area do conhecimento organizacional. Finalmente e apresentado o modelo que propomos para ser utilizado na caracterizacao da aprendizagem dos SI.O objectivo desta comunicacao consiste em fazer uma abordagem generica aos sistemas de informacao e a tecnologia de suporte no âmbito da gestao das organizacoes ligadas a Cadeia de Valor do Turismo e Hotelaria. Pretende-se ainda reflectir sobre as conclusoes de um estudo efectuado pelos autores a utilizacao de Sistemas do tipo ERP (Enterprise Resource Planning) nas unidades hoteleirasNos ultimos anos, congregaram-se alguns factores, pressionando os decisores da Saude para mudancas de fundo nas suas politicas: a dificuldade do controlo orcamental, o aumento do grau de exigencia dos utentes, o envelhecimento da populacao e a necessidade de comparacao e disseminacao de boas praticas. Estas mudancas de fundo implicam a existencia de sistemas de Qualidade, que nao podem existir sem recolha e tratamento de grandes volumes de dados. Os Sistemas de Suporte a Decisao tem sido, com sucesso, aplicados noutros dominios para resolver este problema. O autor propoe o uso de sistemas ja implementados em Portugal como base de trabalho para a criacao de uma Base de Dados Nacional de Indicadores.

Two Heuristics for Calculating a Shared Risk Link Group Disjoint Set of Paths of Min-Sum Cost

A shared risk link group (SRLG) is a set of links which share a common risk of failure. Routing protocols in Generalized MultiProtocol Label Switching, using distributed SRLG information, can calculate paths avoiding certain SRLGs. For single SRLG failure an end-to-end SRLG-disjoint path pair can be calculated, but to ensure connection in the event of multiple SRLG failures a set with more than two end-to-end SRLG-disjoint paths should be used. Two heuristic, the Conflicting SRLG-Exclusion Min Sum (CoSE-MS) and the Iterative Modified Suurballes’s Heuristic (IMSH), for calculating node and SRLG-disjoint path pairs, which use the Modified Suurballes’s Heuristic, are reviewed and new versions (CoSE-MScd and IMSHd) are proposed, which may improve the number of obtained optimal solutions.
