Structural Funds of the European Union in Poland—Experience of the First Period of Membership

Abstract The aim of this article is to present the results of the first period of taking advantage of Structural Funds in Poland. The analysis refers to realisation of the planned activities in the strategic document which is the National Development Plan 2004–2006, being a base of the new model of the Polish regional policy. The obtained results show the level of success of Structural Funds including the structure being a result of Operational Programmes which are a part of the National Development Plan, and the structure of beneficiaries, among which the listed ones are: units of local governments, businessmen, non-governmental organizations and educational institutions. In each case the analysis includes regional differences of the absorption process which allows us to define the influence of Structural Funds on changes of regional economic development in Poland.

Unemployment and Labour-market Policy in the New Voivodeship System in Poland

The systemic transformation process and the introduction of market mechanisms involved in the labour market have brought about changes in the state and structure of the labour market in Poland. A measurable effect of those changes has been a drop in employment and the appearance of registered unemployment, whose level soon surpassed that of frictional unemployment and became a basic social problem. The situation in the Polish labour market is aggravated by the fact that there are wide regional differences in unemployment that persist despite variations in the level of national unemployment. The administrative reform implemented on 1 January 1999 has introduced a division of the country into 16 new voivodeships in place of the existing 49. The new system of big voivodeships endowed statutorily with a combination of central government and self-government functions was supposed to create conditions for a more effective labour-market policy at the regional scale. The aim of the present article is to analyse changes in the regional differences in unemployment resulting from the transition from the 49- to 16-unit administrative system. The analysis also covers changes in the institutionalization and implementation of labour-market policy at the regional level which followed from the reform.

Problem areas in Poland in terms of the objectives of the European Union's regional policy

The present study focuses on problem areas in EU member states and Poland that are identified on the basis of criteria laid down in the assumptions of the EU regional policy. The analysis makes it possible to compare the spatial distributions of the problem areas and to assess the relevance of the statistical criteria employed to delineate them. Also presented is the new model of regional policy to be implemented in Poland in the period of its integration with the European Union.

Variations in the Spatial Distribution of Areas of Economic Growth and Stagnation in Poland: Determinants and Consequences

Abstract This study seeks to identify the spatial distribution of and changes in areas of economic growth and stagnation in Poland resulting from spatial differences in the process of the country’s socio-economic advancement. The research covered two spatial systems, NUTS 2 and NUTS 4, and embraced the following steps: (1) identification of the spatial distribution of areas of economic growth and stagnation, by region and subregion, and of its determinants; (2) analysis of variations in the spatial distribution of areas of economic growth and stagnation, by region and subregion, and of its consequences; and (3) conclusions from the development trajectories identified and recommendations for intervention measures to be taken under cohesion policy. The results presented here come from one of the stages of a research conducted under the project Socio-economic development and the formation of areas of economic growth and stagnation, funded by the National Science Centre (N N306 791940). The project is implemented by a team of staff members of the Department of Regional Analysis of the Institute of Socio-Economic Geography and Spatial Management, Adam Mickiewicz University in Poznań, headed by the present author.

Internationalization as a challenge for geographical education in Poland: experience of a new postgraduate study “cultural industries in the development policies of cities and regions”

Abstract For many years internationalization has not been a strong point of geographical education in post-socialist countries, including Poland. Therefore, all attempts at intensifying it are a real challenge and good practices deserve dissemination. This paper seeks to present the organizational and programme assumptions of a new field of postgraduate study called Cultural industries in the development policies of cities and regions, (Project supported by the European Social Fund under the Human Capital Operational Programme in the years 2013–2015 (Priority IV: Tertiary Education and Science, Measure 4.3: Enhancing the didactic potential of universities in areas of key importance for the Europe 2020 Strategy. UDA-POKL.04.03.00–00-152/12–00).) developed by the staff of the Institute of Socio-Economic Geography and Spatial Management of Adam Mickiewicz University in Poznań (Poland) as a didactic innovation, based on a modular system of education offering wide internationalization possibilities. The analysis focuses on experiences connected with this process. They include classes prepared in cooperation with visiting professors and practitioners from eight universities and European institutions as well as week-long practical placements in Brussels, arranged thanks to a network of experts and institutions specifically established for this purpose. The results obtained help to formulate conclusions and recommendations for higher schools interested in adopting this kind of good practices connected with the development of geographical education.

Cultural Industries In The Development Policies Of Cities And Regions: A New Area Of Educationin Spatial Management

Abstract This paper seeks to present organisational and programme assumptions of a new field of postgraduate studies called Cultural industries in the development policies of cities and regions, prepared by a team of workers of the Institute of Socio-Economic Geography and Spatial Management of Adam Mickiewicz University in Poznań as a didactic innovation based on a modular system of education that meets contemporary changes in the labour market. The analysis will also embrace experiences following from the educational process implemented under the Human Capital Operational Programme in the years 2013–2015 (Priority IV: Tertiary Education and Science, Measure 4.3: Enhancing the didactic potential of universities in areas of key importance for the Europe 2020 Strategy). They provide a basis for conclusions and recommendations for higher schools interested in the development of this area of education.

The Impact of Innovations on Growth and Stagnation Regions in Poland

ABSTRACT The goal of this article is to identify the impact of innovations on growth and stagnation regions in Poland. The research procedure consists of two stages. At stage one, Polish administrative units (voivodeships) were arranged on a scale of economically robust and weak regions following data clustering, indicators organized in line with the following aspects of social and economic growth: (1) population and settlement, (2) the economy structure and the labour market, (3) the technical infrastructure and spatial accessibility and (4) the financial situation and level of affluence. Stage two includes identification of the relation between the regional diversification and the distribution of growth and stagnation regions in Poland which is based on canonical correlation.

Regional Contracts in the Polish Development Policy

Abstract Regional contracts developed in Poland as a consequence of the process of the state decentralisation and the building of local governments in the 1990s. By learning from other countries’ experiences (especially the French regional policy), an instrument was devised in order to support the decentralisation of the state development intervention and to foster the regions’ empowerment to programme and administer the regional policy. Unfortunately, since the very first edition, regional contracts in Poland have become a hostage to impromptu political acts determining changes to the economic policy, the limited state budget and very frequent legal amendments. The goal of this article is to conduct a synthetic analysis of the origins, changes and challenges related to the use of regional contracts in the Polish development policy. The author’s subjective, critical opinions were confronted with the opinions of the representatives of regional authorities in selected voivodeships. To this end, interviews were conducted with directors of departments in selected marshal offices. The resulting evaluation, conclusions and recommendations allowed the verification of the author’s subjective views.
