The article discusses the issue of air traffic safety in the context of aircraft combat readiness. Implemented methodological approaches to ensure security of civil and military aviation depend on the achieved level of safety The article points out selected aspects of data analysis in the field of flight safety gathered in IT systems functioning in civil and military aviation supporting the management of flight safety. Selected aspects of data analysis with different tools influencing the safety of flights are presented. The article also points to the role of the inspection functions and supervision at the stage of execution of normative acts on safety and conduct of flights and the implementation of projects to ensure flight safety. The development of projects firstly preventing air accidents is mentioned as an important action to support flight safety. Increasing level of flight safety in civil and military aviation requires searching for methods to support decisions and actions. The main aim is to develop such methods to support decisions which minimize the risk of errors.

The paper presents an approach to this type of problem. Was submitted the general approach to construct the model and presented selected aspects of the application AIRS enabling decision making support on minimizing taxiing aircraft at take-off and landing operations. Taxiing operations of aircraft on the apron are the binding part of planning and air traffic control phase including the sequencing of arrivals and departures, planning of air traffic in the immediate vicinity of the airport and issues of passenger traffic in the terminals and ground handling of aircraft. The airport is presented as a model which was implemented in the form of a computer application AIRS. Application AIRS is suported to determine the optimal taxiways on schedule. The procedure for decision support in carrying out the operation of aircraft consists of: data on the types of aircraft, data staging aircraft, data about the time of use of the types of aircraft, technical and organizational parameters of the process taxiing, the structure of the apron to the process of taxiing, routing algorithms of landing aircraft, routing algorithms of taking off aircraft, algorithms for taxiing in other cases.

Deliveries of goods in urban agglomeration distribution systems are conditioned by many factors resulting from the specificity and character of these agglomerations. Urban agglomerations, as a specific spatial and structural system or a multi-layered spatial structure, with a specific location, spatial organization and functioning, require a systematic approach to the design of distribution systems. The article presents the characteristics of urban agglomerations and their specificity from the point of transport issues as an element of the distribution system. In addition, these factors were identified that affect the organization of deliveries and determine boundary conditions. A mathematical approach to the problem of deliveries in urban agglomeration distribution systems for the assumed decision situation was also presented. Theoretical considerations have been implemented in the case study of the urban agglomeration distribution system.

This paper presents the problem of the assessment of the supply chains in the context of their effectiveness. In this paper the concepts of a supply chain and effectiveness were characterized. The supply chain is a structure of entities which are connected with each other by the use of material and financial flows and functional, structural, technological, economic and information dependencies. Entities such as: suppliers, final recipients, entrepreneurs, warehouse facilities, supply centers, logistics operators, carriers, etc. perform material flows from suppliers to recipients. The concept of efficiency, in general terms, refers to economic rationality and means the relationship between the achieved or expected effects and the expenditures incurred. Additionally, indicators of measuring the effectiveness of the supply chain were described. In order to assess the effectiveness of the supply chain the decision model was developed. Optimization is crucial in decision support systems. The development of an appropriate model for mapping the behavior of a real object or system and formulating an optimization task is a necessary activity in effective management. This is even more important if we want to be competitive. Along with the development of decision support systems, as well as the development of systems for data acquisition on the system functioning, which feed optimization models in ever more detailed form, complex decision models are created that take into account many optimization criteria and require a large amount of data. It allows, however, to ensure the sustainable development of the system and simultaneous implementation of its basic tasks. The main aim of this paper is to present the stages and assumptions of the model for assessing the effectiveness of the supply chain. The main data input, constraints of the model, the criteria functions were determined.

Abstract Zarządzanie ryzykiem rozumiane jest jako proces wspierający podejmowanie decyzji poprzez systemową ocenę możliwych sposobów działania, identyfikację zagrożeń i korzyści oraz wskazywanie najlepszego sposobu wykonywania zadań lotniczych. W artykule przedstawiono metodologię jakościowego i ilościowego oszacowania ryzyka w oparciu o analizę zdarzeń lotniczych w lotnictwie wojskowym. Procedura proponowanego podejścia zawiera się w algorytmie szacowania stopnia prawdopodobieństwa i ważności oraz w kolejnych czynnościach: identyfikacji czynnika niebezpieczeństwa (CZN) danej kategorii, analizie ryzyka związanego z danym CZN, wyznaczeniu ryzyka, określeniu czynności korygujących, prognozowaniu ryzyka i jego weryfikacji w następnym okresie oceny. Na uproszczonym schemacie blokowym przedstawiono propozycję realizacji procedury jakościowego i ilościowego szacowania ryzyka z wykorzystaniem funkcjonującego w lotnictwie wojskowym systemu informatycznego TURAWA.

Abstract Risk management is understood as a process supporting decision making through systemic assessment of possible courses of action, identification of hazards and benefits, and indication of the best way to carry out aviation tasks. The article presents a method of qualitative and quantitative risk assessment on the basis of military aviation incident analysis. The procedure of the suggested approach is contained in a probability and severity degree estimation algorithm and in subsequent steps: of identifying the risk factor (CZN) of a given category, analysis of risk associated with a given CZN, determination of risk, defining correcting actions, risk forecasting and its verification over the following assessment period. A simplified block diagram presents a proposal of the implementation of a qualitative and quantitative risk estimation procedure with the use of the TURAWA IT system, which function in the air forces.

Abstract The main and unchangeable principle of aviation activities is to preserve the conditions for safe flying. In present conditions, in constantly growing tasks, aviation requires organizational and methodological treatments at the highest quality. Article is devoted to the analysis of parametric information accumulated through on-board storage media registration of flight data. The article presents selected examples of methods and tools to analyze data and identify corrective and / or preventive actions, which help to increase the effectiveness and efficiency of the entire process of flight training. Conducted in the article discussion and examples highlight the important role of objective flight control as a tool for continuous monitoring of the level of security of performed air tasks in terms of piloting techniques and technical efficiency of the aircraft.

Abstract This paper presents the role of IT protection in the quality management of the technical operation process of military aircraft. The methodology of the statistical analysis of characteristics of the dominant states, on the basis of analysing the performance indicators of damage detection in technical services, was proposed. It was shown that a properly conducted statistical analysis of the indicators, which characterise the technical operation process of aircraft, is capable of disclosing the problems that occur during the implementation of this process.

Abstract This article reviews methods that apply in data and information analysis on flight safety and also was made a review of the features and examples of system resources of proactive management of flight safety. It proposes a general methodology for IT support of proactive flight safety management in the form of an algorithm, whose individual elements been described. Was presented an example of the application of the algorithm, selected methods and tools for data analysis and identification of corrective and/or preventive actions, as part of flight safety management and the monitoring of their effectiveness and efficiency through continuous analysis and assessment of data and information from the system, as an element of flight safety management. Abstract In the article was presented approach logical - probabilistic to assess the efficiency of the flight safety assurance system of aircraft considering that it is justified by the random nature of the process, which describe the indicators and logic is necessary during qualifying the threats and prevent such threats. Was proposed a method of quantitative estimation of system efficiency based on data and information collected in the information systems exploited in the Air Force. Was presented an analytical method for determining the probability of counteracting by the pilot emergency situation in-flight in cases where we have relevant data on the risks of flight safety. The probability of counteracting by the pilot emergency situation in-flight is even greater the higher the expected value and the lower the variance.
