Paradigm shifts in recordkeeping responsibilities: implications for ISO 15489's implementation

Pauline Joseph; Shelda Debowski; Peter Goldschmidt

Purpose – The purpose of this paper is to point out paradigm shifts in recordkeeping responsibilities from records and information management professionals (RIM professionals) to knowledge workers, caused by advancements in information and communication technologies and by user and organizational expectations. The impact of these changes on the implementation of professional records management (RM) principles and guidelines particularly in ISO 15489 is discussed.Design/methodology/approach – The paper looks at the issues from an academic viewpoint by reviewing ISO 15489s RM principles presented in Part 1 and guidelines in Part 2 of the standard. The currency of the standard in capturing the changing practices that are flowing into RM approaches are then evaluated against four of the principles. These four principles are reviewed against three key paradigm shifts.Findings – The authors present evidence of significant paradigm shifts relating to changing technology, work practices, devolution of recordkeep...

Designing an effective EDRMS based on Alter's Service Work System model

Peter Goldschmidt; Pauline Joseph; Shelda Debowski

Purpose – The purpose of the paper is to develop a framework for electronic document and records management systems (EDRMS) as a Service Work System. This enhanced overview of EDRMS support strategies suggests that the increasing shift in recordkeeping responsibilities to users requires greater consideration of the core activities that should be supported by RM professionals. The paper seeks to examine the concept of records management (RM) service delivery using this model.Design/methodology/approach – The authors offer a complementary approach for EDRMS analysis, design and implementation augmenting the human computer interaction (HCI) approach. They show how ideas related to services can be incorporated into the existing RM domain and can enrich current approaches within this field.Findings – The changing context from records management suggests a need to shift the RM orientation from a systems domain approach to a Service Work System model. A reorientation of records management emphasises stronger con...

Domestic appliance energy usage in Western Australia

Peter Goldschmidt

Abstract This paper illustrates how cross-sectional analysis of household energy survey data can be used to estimate marginal energy (electricity and gas) consumption of domestic appliances and facilities. Marginal annual energy estimates of the i th appliance/ facility are produced as well as semi-elasticities which give the percentage increase in energy usage resulting from a one percentage point increase in the market penetration of th i th appliance/facility. We then show how the resultscan be used to relate future energy usage to domestic appliance/facility penetration by combining the elasticities with appliance penetration levels.

Managing the false alarms: A framework for assurance and verification of surveillance monitoring

Peter Goldschmidt

This article discusses methods to support assurance of surveillance monitoring and compliance verification knowledge management (CV-KM). The discussion includes aspects of primary monitoring systems, the different environments in which they operate, the verification problem solving and decision making tasks, the problem structure, and the coordination of the review process to facilitate truth maintenance and regulatory Meta rules. Based on the ALCOD (Alert Coding) prototype developed with the Surveillance Division of the Australian Stock Exchange (ASX), the surveillance operation is considered a primary monitoring function with the analysis of the resulting output the second-tier monitoring function—the assurance component.

Alcod IDSS : Assisting the Australian stock market surveillance team's review process

Philip Brown; Peter Goldschmidt

ALCOD is a cooperative multiagent intelligent decision support system to assist stock market surveillance teams to classify alerted noncompliant events transacted on the exchange. ALCOD facilitates the review of the classifications. The system combines heuristic approxi mate and causal reasoning and is centered around a relational database which is used as a control blackboard.

Modelling Audit Risk Assessments: Exploration of an Alternative to the Use of Knowledge-based Systems

Paul Lloyd; Peter Goldschmidt

This paper compares decision-modelling approaches. The decision modelled is the assessment of inherent and control risk in the purchases, accounts payable and inventory cycle. It is modelled using two different approaches. Firstly, knowledge-based models are constructed using established development shells. Secondly, a model is constructed using a conventional procedural programming language. Both modelling approaches are tested against the output of human practitioners and compared to each other to determine if the more restrictive, assumption-laden approach offered by the procedural model is adequate to deal with the decision problem under examination, or if the greater flexibility offered by the knowledge-based approach is required. This comparison yields positive results. The procedural model is able to reproduce satisfactorily the output of the human decision makers and the knowledge-based models for the chosen decision problem. This result emphasises the importance of devoting time to the selection of the most appropriate modelling approach for a given decision problem.

A conditional version of working's model

Kenneth W. Clements; Peter Goldschmidt; Henri Theil

Abstract Workings (1943) model is shown to imply conditional Engel curves of the Working form when the income elasticity of demand for the group of goods as a whole is about unity.

Surveillance monitoring and information assurance work systems

Peter Goldschmidt

The performance of surveillance information systems depends on reducing the decision time for remedial action by verifying alarms and generating actionable indicators, in context. This article discusses support and assurance of surveillance monitoring, and compliance verification knowledge management of surveillance results. The aim is to support information assurance real time alarm identification and verification, assurance and management decision making by tracking the parameters monitored by the existing information assurance monitoring infrastructure and operating work systems, and using that data/knowledge to create useful and actionable information. The goal is to reduce the (information assurance remedial action) time to decision to enable accurate and rapid operational execution
