Climigration? Population and climate change in Arctic Alaska

Residents of towns and villages in Arctic Alaska live on “the front line of climate change.” Some communities face immediate threats from erosion and flooding associated with thawing permafrost, increasing river flows, and reduced sea ice protection of shorelines. The term climigration, referring to migration caused by climate change, originally was coined for these places. Although initial applications emphasized the need for government relocation policies, it has elsewhere been applied more broadly to encompass unplanned migration as well. Some historical movements have been attributed to climate change, but closer study tends to find multiple causes, making it difficult to quantify the climate contribution. Clearer attribution might come from comparisons of migration rates among places that are similar in most respects, apart from known climatic impacts. We apply this approach using annual 1990–2014 time series on 43 Arctic Alaska towns and villages. Within-community time plots show no indication of enhanced out-migration from the most at-risk communities. More formally, there is no significant difference between net migration rates of at-risk and other places, testing several alternative classifications. Although climigration is not detectable to date, growing risks make either planned or unplanned movements unavoidable in the near future.

Toward a Theory of Coexistence in Shared Social-Ecological Systems: The Case of Cook Inlet Salmon Fisheries

Coexistence theory (CT) in community ecology provides a functional perspective on how multiple competing species coexist. Here, I explore CT’s usefulness for understanding conflict and coexistence among human groups with diverse livelihood interests in shared resources such as fisheries. I add three concepts from social science research on coexistence: adaptability, pluralism, and equity and apply this expanded theoretical framework to the case of salmon fisheries in Alaska’s Cook Inlet, synthesizing catch records with anthropological research. The analysis addresses issues of inequity, such as who bears the costs of conservation measures, a lack of pluralism, in that people have come to devalue their neighbors, and a decline in resilience for some sectors, all of which undermine the likelihood of these groups continuing coexistence. I discuss policy options for addressing escalating conflict in the region, such as improving equity in management and the resilience of some fishing groups to temporary closures. Finally, I discuss points of engagement for CT with other areas of sustainability science such as resilience thinking.

Larger Than Life: The Emergent Nature of Conflict in Alaska's Upper Cook Inlet Salmon Fisheries

Conflicts over natural resources are often misunderstood as being driven primarily by economic concerns or failings of human nature. However, human dimensions research has shown that conflicts are more often driven by problems and shortcomings in institutions for governance and management. In this article, we explore long-standing conflicts over the salmon fisheries of the Kenai River and Upper Cook Inlet region of Southcentral Alaska, fisheries that are embroiled in a long-standing conflict and controversy. We engaged in ethnographic research with participants from commercial, sport, and personal use fisheries in the region to understand their perceptions of these local “salmon wars.” We find that these disputes are more nuanced than is captured by existing typologies of natural resource conflicts, and argue that conflicts can take on a life of their own wherein people stop responding to each other and start responding to the conflict itself, or at least the conflict as they understand it. This perspective is helpful for understanding how conflict in the region has escalated to a point of apparent dysfunction via a process known as schismogenesis. We conclude with a discussion that considers this conflict as an indicator of institutional failure from a social justice perspective, and argue that attempts for conflict management and/or resolution in cases such as these must focus first on protecting the human rights of all participants.

That's what opening day is for: social and cultural dimensions of (not) fishing for salmon in Cook Inlet, Alaska

Commercial fishing represents an important cultural and economic cornerstone in the lives and livelihoods of the people of the Cook Inlet/Kenai Peninsula region of Alaska. Here, we discuss one aspect of commercial salmon fishing that we have found to be of particular social and cultural significance: the opening day. On the opening day, salmon are not as abundant as they will be later in the year, and as such this first chance to put nets in the water provides an opportunity for fishers to test their gear, train their crew, and renew important social connections with other fishers. The opening day also acts as an important and symbolic rite of passage for many fishers who fish seasonally and, despite working for the rest of the year in a variety of trades nevertheless consider fishing to be their primary occupation and identity. However, such ‘human dimensions’ are often not well accounted for by fisheries management regimes, and Alaska’s management of commercial salmon fisheries, which is done primarily with directed openings and closures, provides a case-in-point. We discuss the possible cumulative impacts of repeatedly losing the opening day to the long-term sustainability of the fishery and fishing communities, including contributions to the ongoing “greying of the fleet” trend. Using a framework for social well-being we argue for a more holistic approach to management that improves both ecological and societal outcomes by incorporating these human dimensions into ecosystem-based fisheries management.

Evaluating patterns and drivers of spatial change in the recreational guided fishing sector in Alaska

Understanding the impacts of recreational fishing on habitats and species, as well as the social and ecological importance of place to anglers, requires information on the spatial distribution of fishing activities. This study documented long-term changes in core fishing areas of a major recreational fishery in Alaska and identified biological, regulatory, social, and economic drivers of spatial fishing patterns by charter operators. Using participatory mapping and in-person interviews, we characterized the spatial footprint of 46 charter operators in the communities of Sitka and Homer since the 1990s. The spatial footprint differed between Homer and Sitka respondents, with Homer operators consistently using larger areas for Pacific halibut than Sitka operators. Homer and Sitka showed opposite trends in core fishing location area over time, with an overall decrease in Homer and an overall increase in Sitka. For both Sitka and Homer respondents, the range of areas fished was greater for Pacific halibut than for rockfish/lingcod or Pacific salmon. Spatial patterns were qualitatively different between businesses specializing in single species trips and those that operated multispecies trips and between businesses with one vessel and those with multiple vessels. In Homer, the most frequently cited reasons for changes in the location and/or extent of fishing were changes in trip type and the price of fuel, while in Sitka, the most frequently cited reasons for spatial shifts were changes to Pacific halibut regulations and gaining experience or exploring new locations. The diversity of charter fishing strategies in Alaska may allow individual charter operators to respond differently to perturbations and thus maintain resilience of the industry as a whole to social, environmental, and regulatory change. This research also highlights the importance of understanding fishers’ diverse portfolio of activities to effective ecosystem-based management.

Conceptualizing the Science-Practice Interface: Lessons from a Collaborative Network on the Front-Line of Climate Change

The gap between science and practice is widely recognized as a major concern in the production and application of decision-relevant science. This research analyzed the roles and network connections of scientists, service providers, and decision makers engaged in climate science and adaptation practice in Alaska, where rapid climate change is already apparent. Our findings identify key actors as well as significant differences in the level of bonding ties between network members who perceive similarity in their social identities, bridging ties between network members across different social groups, and control of information across roles – all of which inform recommendations for adaptive capacity and the co-production of usable knowledge. We also find that some individuals engage in multiple roles in the network suggesting that conceptualizing science policy interactions with the traditional categories of science producers and consumers oversimplifies how experts engage with climate science, services, and decision making. Our research reinforces the notion that the development and application of knowledge is a networked phenomenon and highlights the importance of centralized individuals capable of playing multiple roles in their networks for effective translation of knowledge into action.

Urban harvests: food security and local fish and shellfish in Southcentral Alaska

AbstractBackgroundnAlaska is known for its many fisheries, which support an extensive global marketplace, a thriving tourism industry, and also contribute much to diets of many Alaskans. Yet, some research has suggested that Alaska’s food security has been impacted negatively by the development of export-oriented commercial fisheries and tourism-oriented sport fisheries. In this paper, we discuss two sets of interviews that we completed with participants in two food fisheries in the Kenai Peninsula region of Southcentral Alaska: sockeye dipnet fishing and razor clam digging.ResultsWe encountered a great deal of cultural and socioeconomic diversity among the participants of each, though a far greater proportion of the clam fishery were Alaska Native than in the salmon fishery. In both fisheries, people report participating both as a matter of food security and family tradition. Likewise, participants in both fisheries reported a great deal of experience with and knowledge of the fisheries. Many clam diggers worried that the fishery was being overharvested, despite the apparent abundance of clams that year, and this proved prescient to the fishery’s closure 2xa0years later. In the salmon fishery, some people were similarly concerned about the sustainability of the fisheries.ConclusionsUltimately, our paper provides a descriptive account of participants in these two fisheries and sheds light on how important wild food harvests can be to the food security of Alaska’s urban residents. We recommend that future resource management policies continue to support the role of fisheries in local food security.

Diagnosing water security in the rural North with an environmental security framework

This study explores the nature of water security challenges in rural Alaska, using a framework for environmental security that entails four interrelated concepts: availability, access, utility, and stability of water resources. Many researchers and professionals agree that water insecurity is a problem in rural Alaska, although the scale and nature of the problem is contested. Some academics have argued that the problem is systemic, and rooted in an approach to water security by the state that prioritizes economic concerns over public health concerns. Health practitioners and state agencies, on the other hand, contend that much progress has been made, and that nearly all rural households have access to safe drinking water, though many are still lacking modern in-home water service. Here, we draw on a synthesis of ethnographic research alongside data from state agencies to show that the persistent water insecurity problems in rural Alaska are not a problem of access to or availability of clean water, or a lack of modern infrastructure, but instead are rooted in complex human dimensions of water resources management, including the political legacies of state and federal community development schemes that did not fully account for local needs and challenges. The diagnostic approach we implement here helps to identify solutions to these challenges, which accordingly focus on place-based needs and empowering local actors. The framework likewise proves to be broadly applicable to exploring water security concerns elsewhere in the world.

Staying in place during times of change in Arctic Alaska: The implications of attachment,alternatives, and buffering

The relationship between stability and change in social-ecological systems has received considerable attention in recent years, including the expectation that significant environmental changes will drive observable consequences for individuals, communities, and populations. Migration, as one example of response to adverse economic or environmental changes, has been observed in many places, including parts of the Far North. In Arctic Alaska, a relative lack of demographic or migratory response to rapid environmental and other changes has been observed. To understand why Arctic Alaska appears different, we draw on the literature on environmentally driven migration, focusing on three mechanisms that could account for the lack of response: attachment, the desire to remain in place, or the inability to relocate successfully; alternatives, ways to achieve similar outcomes through different means; and buffering, the reliance on subsidies or use of reserves to delay impacts. Each explanation has different implications for research and policy, indicating a need to further explore the relative contribution that each makes to a given situation in order to develop more effective responses locally and regionally. Given that the Arctic is on the front lines of climate change, these explanations are likely relevant to the ways changes play out in other parts of the world. Our review also underscores the importance of further attention to the details of social dynamics in climate change impacts and responses.

A scoping review of traditional food security in Alaska

ABSTRACT Food insecurity is a public health concern. Food security includes the pillars of food access, availability and utilisation. For some indigenous peoples, this may also include traditional foods. To conduct a scoping review on traditional foods and food security in Alaska. Google Scholar and the High North Research Documents were used to search for relevant primary research using the following terms: “traditional foods”, “food security”, “access”, “availability”, “utilisation”, “Alaska”, “Alaska Native” and “indigenous”. Twenty four articles from Google Scholar and four articles from the High North Research Documents were selected. The articles revealed three types of research approaches, those that quantified traditional food intake (n=18), those that quantified food security (n=2), and qualitative articles that addressed at least one pillar of food security (n=8). Limited primary research is available on food security in Alaskan. Few studies directly measure food security while most provide a review of food security factors. Research investigating dietary intake of traditional foods is more prevalent, though many differences exist among participant age groups and geographical areas. Future research should include direct measurements of traditional food intake and food security to provide a more complete picture of traditional food security in Alaska.
