In this paper, we propose a new de-interlacing algorithm using two types of motion information, i.e., the block-based and the pixel-based motion information. In the proposed scheme, block-wise motion is first calculated using the frame differences. Then, it is refined by the pixel-based motion information. The results of hardware implementation show that the proposed scheme using block-wise motion is more robust to noise than the conventional schemes using pixel-wise motion. Also, the proposed spatial interpolation provides a good visual performance in the case of moving diagonal edges.

This paper describes the algorithm and implementation of an experimental full-digital HDTV system we have recently developed. The video compression algorithm is based on motion-compensated DCT without B (bidirectional prediction) frames and the audio compression is based on subband analysis/synthesis technique. The algorithms have commonalties with international standards such as MPEG, with some additional features. The system has been implemented using off-the-shelf ICs and programmable logic devices, and provides a fairly good video/audio quality (28-38 dB peak-to-peak signal-to-noise ratio for video) despite relatively low complexity. >

Analog images often exhibit line-wise differences due to incorrectly restored DC levels. The paper presents a novel DC restoration error correction method based on statistical hypothesis testing. The proposed method can remove the line-wise error in analog images introduced during the DC restoration processes.
