This paper proposed a concept of the Group Decision Support System (GDSS) to evaluate the performance of Information and Communications Technology (ICT) Projects in Indonesian regional government agencies to overcome any possible inconsistencies which may occur in a decision-making process. By considering the aspect of the applicable legislation, decision makers involved to provide an assessment and evaluation of the ICT project implementation in regional government agencies consisted of Executing Parties of Government Institutions, ICT Management Work Units, Business Process Owner Units, and Society, represented by DPRD (Regional People’s Representative Assembly). The contributions of those decision makers in the said model were in the form of preferences to evaluate the ICT project-related alternatives based on the predetermined criteria for the method of Multiple Criteria Decision Making (MCDM). This research presented a GDSS framework integrating the Methods of Analytic Hierarchy Process (AHP), Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) and Copeland Score. The AHP method was used to generate values for the criteria used as input in the calculation process of the TOPSIS method. Results of the TOPSIS calculation generated a project rank indicated by each decision maker, and to combine the different preferences of these decision makers, the Copeland Score method was used as one of the voting methods to determine the best project rank of all the ranks indicated by the desicion makers.

Religion plays an important but problematic role in complying with the prevailing global standard of liberal democracy. The root of the problem is actually the shortcut in institutionalizing political party as a modern set up for individual participation in public affairs. Despite its institutional defect, political parties officially serve as the only legitimate channel to enter the state through open competition. Hence, the need to win election resulted in mobilization of religious-based support, and religion serves more as commodity for solidarity making, rather than set of fundamental values. This paper examines the political pactices in bringing the principles of both democracy and religion into daily real life. It particularly focuses on the exercises of commoditizing religion by political parties. This commoditization of religion can be taken as clear evidence, the paper argues, that religion is ill-treated by the underperforming political parties.

This research proposes a new method, the probability of nodes (NP) and the cumulative frequency of indicators within the framework of Bayesian networks to calculate the weight of participation. This method uses the PLS-PM approach to examine the relationship structure of participatory factors and estimate latent variables. Data were collected using questionnaires involving participants offering proposals, the village residents themselves. The participation factors identified in this research were divided into two categories, namely, internal factors (abilities) and external factors (motivation). The internal factors included gender, age, education, occupation, and income, while the external factors included motivation relating to economic, political, socio-cultural, norm-related, and knowledge-related issues. Moreover, there are three factors directly affecting the level of participation, they are: the level of attendance in meetings, participation in giving suggestions, and involvement in decision making. The test results showed that the application of participation weight in decision making priority of proposal of village development program give change of final rank of decision with test result as: recall 50%, precision 80% and accuracy 50%.
