From 1994 to 2009, forty-three states changed the design of their drivers license/state identification cards in an effort to reduce underage access to and consumption of alcohol and tobacco. In these states, individuals under the age of 21 are issued licenses that are vertically oriented, whereas licenses for individuals 21 and older retain a traditional horizontal shape. This paper examines the effect of this design change on underage alcohol and tobacco use. Using a difference-in-differences methodology, we find a reduction in drinking and smoking for 16 year olds. These results are upheld in a triple difference model that uses a within state control group of teens that did not receive a vertical license to control for state-specific unobserved factors. Interestingly, we find that the effects of the design change are concentrated in the 1-2 years after a state begins issuing vertical licenses. We consider various explanations for our findings: teen learning, the availability of false identification, and changes in retailer behavior.

This paper estimates the impact of gifted and talented program participation on academic achievement and peer composition for a sample of 8th grade students. Gifted education provides children that have been identi ed as having high ability in some intellectual respect with a supplemental curriculum to their traditional school course work. Participation in gifted programs is not random, so OLS estimates are biased by the presence of unobserved heterogeneity which is correlated with participation status as well as outcomes. To obtain causal estimates, I use an instrumental variables approach where the instrument is a self-constructed measure of how well each child fulfills the criteria his/her school uses to admit students into the gifted program, relative to the childs peers. The IV estimates indicate that, in the short run, participation is associated with a signifcant increase in math standardized test score performance. In the long run, participation is found to increase the probability a child takes Advanced Placement classes. There is no evidence that participation infuences the composition of a childs peer group.

We use data from one of the few states where information on curriculum adoptions is available—Indiana—to empirically evaluate differences in performance across three elementary-mathematics curricula. The three curricula that we evaluate were popular nationally during the time of our study, and two of the three remain popular today. We find large differences in effectiveness between the curricula, most notably between the two that held the largest market shares in Indiana. Both are best characterized as traditional in pedagogy. We also show that the publisher of the least-effective curriculum did not lose market share in Indiana in the following adoption cycle; one explanation is that educational decision makers lack information about differences in curricular effectiveness.

Do individuals engage in beneficial activities, like recreational reading, if the necessary materials are easily accessible and relatively inexpensive? I investigate this issue by estimating how much reading time increases as a result of public library use. To address the endogeneity of library use I use an IV approach where the instrument is a households distance to their closest public library. Using data from the Current Population Survey, American Time Use Survey, and National Household Education Survey, I find that library use increases the amount of time an individual spends reading by approximately 27 min on an average day. Moreover, it increases the amount of time parents spend reading to/with young children by 14 min. This increase in reading is more than offset by a 59 min decrease in time spent watching television, and there is no significant change in time spent on other activities. For children in school, library use positively impacts homework completion rates. A simple cost-benefit exercise highlights the potential application of these results for local governments who fund these libraries.

Gifted and talented education programs provide children who have been identified as having high ability in some intellectual or creative characteristic with a supplemental curriculum to their traditional coursework. Despite the popularity of these programs, the literature lacks a comprehensive review of gifted education in the United States. This policy brief aims to fill this void by providing national and state-level statistics on participation rates, funding appropriations, and policies on gifted education. Since many of the operational details of these programs are determined by local education agencies, data on a nationally representative sample of schools are then used to provide information on gifted curricula, instructor training and experience, and the selection process for admission. Finally, a review of the research on gifted education is provided. This research highlights that gifted programs vary widely and that further research on this topic can provide valuable information to policy makers and educators.

The large number of overweight children in the United States has prompted school administrators and policy makers to identify practices in schools that contribute to unhealthy weight outcomes for children and develop strategies to prevent further increases. Advocates for school nutrition reform have suggested that it is important for children to have an adequate amount of time to eat meals in school in order to maintain a healthy weight. This article examines whether the length of time children are given to eat lunch in school has an impact on their weight. I find evidence that an increase in lunch length reduces the probability a child is overweight, and this finding is robust across various econometric specifications, including a two-sample instrumental variable model and difference-in-differences model that account for the potential endogeneity of lunch length.

We use non-experimental data from a large panel of schools and districts in Indiana to evaluate the impacts of math curricula on student achievement. Using matching methods, we obtain causal estimates of curriculum effects at just a fraction of what it would cost to produce experimental estimates. Furthermore, external validity concerns that are particularly cogent in experimental curricular evaluations suggest that our non-experimental estimates may be preferred. In the short term, we find large differences in effectiveness across some math curricula. However, as with many other educational inputs, the effects of math curricula do not persist over time. Across curriculum adoption cycles, publishers that produce less effective curricula in one cycle do not lose market share in the next cycle. One explanation for this result is the dearth of information available to administrators about curricular effectiveness.

Weapons at school pose a danger to students as well as faculty. Educational administrators have attempted to reduce their prevalence by implementing random weapons searches in schools. This article examines the effectiveness of this approach using data from two geographically adjacent school districts in Florida (Miami-Dade and Broward). In the 1998-1999 school year, Miami-Dade County Schools implemented mandatory random weapons searches in schools, whereas Broward County did not. Using a difference-in-differences estimation strategy, the results indicate that the searches reduced the likelihood that students brought weapons to school and reduced incidences of being offered illegal drugs at school in Miami. Moreover, students in Miami were less likely to report skipping school due to safety concerns following the introduction of the searches.
