‘On the outside’: constructing cycling citizenship

This paper uses in-depth interview data from Cambridge, England, to discuss the concept of the ‘cycling citizen’, exploring how, within heavily-motorised countries, the practice of cycling might affect perceptions of the self in relation to natural and social environments. Participants portrayed cycling as a practice traversing independence and interdependence, its mix of benefits for the individual and the collective making it an appropriate response to contemporary social problems. In this paper I describe how this can be interpreted as based on a specific notion of cycling citizenship rooted in the embodied practice of cycling in Cambridge (a relatively high cycling enclave within the low-cycling UK). This notion of cycling citizenship does not dictate political persuasion, but carries a distinctive perspective on the proper relation of the individual to their environment, privileging views ‘from outside’ the motor-car.

Incompetent or Too Competent? Negotiating Everyday Cycling Identities in a Motor Dominated Society

Abstract This article uses the concept of stigma to explore cycling identities in the UK. Drawing on interview data, it argues that people who cycle are caught between two threats: appearing too competent as a cyclist (a ‘proper cyclist’), and appearing not competent enough (a ‘bad cyclist’). Strategies of identity management are discussed, which can include elements of negotiation, disavowal and challenge. The article aims to show that transport modes can produce disadvantaged and stigmatised social identities: like other forms of stigma these are mediated both by social environments and by other social identities. Implications for policy and advocacy are suggested.

Does more cycling mean more diversity in cycling

Abstract In low-cycling countries, cycling is not evenly distributed across genders and age groups. In the UK, men are twice as likely as women to cycle to work and cycling tends to be dominated by younger adults. By contrast, in higher cycling countries and cities, gender differences are low, absent, or in the opposite direction. Such places also lack the UKs steady decline in cycling among those aged over 35 years. Over the past fifteen years some UK local areas have seen increases in cycling. This paper analyses data from the English and Welsh Census 2001 and 2011 to examine whether such increases are associated with greater diversity among cyclists. We find that in areas where cycling has increased, there has been no increase in the representation of females, and a decrease in the representation of older adults. We discuss potential causes and policy implications. Importantly, simply increasing cycling modal share has not proved sufficient to create an inclusive cycling culture. The UKs culturally specific factors limiting female take-up of cycling seem to remain in place, even where cycling has gone up. Creating a mass cycling culture may require deliberately targeting infrastructure and policies towards currently under-represented groups.

Constructing Mobile Places between ‘Leisure’ and ‘Transport’: A Case Study of Two Group Cycle Rides

This article contributes to a growing literature examining the sociological significance of mobile places, exploring mobile place-making through an analysis of the practice of weekend group leisure cycling. These rides represent a mobility practice where the main aim of participants may be ‘leisure’ but most infrastructure used is designated for ‘transport’. Using ethnographic methods, the article provides an analysis of rhythm, positioning and communication on two group rides, one from Hull into the East Yorkshire countryside and one in London. External (including motor traffic flow and route type) and internal (including group composition and experience) factors shape the relationship between the riders and their ride, and hence the mobile places that they co-create. The article argues that cyclists riding in groups create distinctively flexible social spaces. These group cycling practices variously challenge, mimic and adapt to the motorized orientation of much road space.

Transport: challenging disabling environments

This article brings together the concerns of environmental and disability movements through examining the role of transport. Both movements critique current transport policy and practice. The disability movement has analysed how it marginalises the needs of disabled people, while environmentalists argue current transport trends are unsustainable and marginalise alternatives. Although these critiques operate independently and even seem opposed to each other, a common agenda can be developed through extending the social model of disability. The social model can be used to understand how car-dominated transport systems can be understood as disabling populations larger than those conventionally recognised as “disabled”. The car offers the technological fix of enabling abilities, in particular speed and strength, but in practice disables in a number of ways. Urban sprawl and traffic increase barriers to participation and access for many both “able-bodied” and “disabled”, while car dominance damages social interaction and limits sensory perception. Furthermore, the car economy is a major cause of impairment through crashes and physical inactivity. Understanding these together requires integrating the social model of disability with an eco-social model of impairment. This can show how unequal forms of social organisation are embodied in people and environments to produce patterns of impairment, disability and disadvantage. Finally we suggest policies to move towards sustainable societies with increased opportunities for broader social participation. The article argues that the two movements can create and benefit from a shared vision of socially inclusive, low-energy, sustainable transport.

Cycling provision separated from motor traffic: a systematic review exploring whether stated preferences vary by gender and age

ABSTRACT In this paper, we represent a systematic review of stated preference studies examining the extent to which cycle infrastructure preferences vary by gender and by age. A search of online, English-language academic and policy literature was followed by a three-stage screening process to identify relevant studies. We found 54 studies that investigated whether preferences for cycle infrastructure varied by gender and/or by age. Forty-four of these studies considered the extent of separation from motor traffic. The remainder of the studies covered diverse topics, including preferred winter maintenance methods and attitudes to cycle track lighting. We found that women reported stronger preferences than men for greater separation from motor traffic. There was weaker evidence of stronger preferences among older people. Differences in preferences were quantitative rather than qualitative; that is, preferences for separated infrastructure were stronger in some groups than in others, but no group preferred integration with motor traffic. Thus, in low-cycling countries seeking to increase cycling, this evidence suggests focusing on the stronger preferences of under-represented groups as a necessary element of universal design for cycling.

Cycling’s Sensory Strategies: How Cyclists Mediate their Exposure to the Urban Environment

Abstract In this article, we focus on the many ways cyclists mediate their sensory exposure to the urban environment. Drawing on research in Hull, Hackney and Bristol during 2010 and 2011 for the Cycling Cultures research project, we describe a range of ‘sensory strategies’ enrolled by cyclists. Our research reveals how sensory strategies, such as using mobile audio devices, involve deliberate and finely tuned practices shaped by factors such as relaxation, motivation and location. This presents a contrast to media representations of the ‘iPod zombie cyclist’ who, plugged into a mobile audio device, lumbers insensitively and dangerously through the urban landscape. The article complicates the idea that sensory practices of listening and not-listening are two fixed and distinct ways of being in the urban environment. We suggest that considering the sensory strategies of cyclists opens up a new terrain for thinking about less easily represented, uncertain and fleeting intersections of mobility, place and the senses. Ultimately, we argue that an analysis of cycling’s sensory strategies might enrich our understanding of mobility cultures by operating to reconnect a range of mobile citizens with the broader messy and less easily controllable sensory landscape. This has implications both for understanding cycling as a sensory practice and for thinking about how the sensory dimensions of other mobile practices are shaped by practitioners.

Cars, corporations, and commodities: Consequences for the social determinants of health

Social epidemiologists have drawn attention to health inequalities as avoidable and inequitable, encouraging thinking beyond proximal risk factors to the causes of the causes. However, key debates remain unresolved including the contribution of material and psychosocial pathways to health inequalities. Tools to operationalise social factors have not developed in tandem with conceptual frameworks, and research has often remained focused on the disadvantaged rather than on forces shaping population health across the distribution. Using the example of transport, we argue that closer attention to social processes (capital accumulation and motorisation) and social forms (commodity, corporation, and car) offers a way forward. Corporations tied to the car, primarily oil and vehicle manufacturers, are central to the world economy. Key drivers in establishing this hegemony are the threat of violence from motor vehicles and the creation of distance through the restructuring of place. Transport matters for epidemiology because the growth of mass car ownership is environmentally unsustainable and affects population health through a myriad of pathways. Starting from social forms and processes, rather than their embodiment as individual health outcomes and inequalities, makes visible connections between road traffic injuries, obesity, climate change, underdevelopment of oil producing countries, and the huge opportunity cost of the car economy. Methodological implications include a movement-based understanding of how place affects health and a process-orientated integration of material and psychosocial explanations that, while materially based, contests assumptions of automatic benefits from economic growth. Finally, we identify car and oil corporations as anti-health forces and suggest collaboration with them creates conflicts of interest.

Closed policy networks, broken chains of communication and the stories behind an ‘entrepreneurial policy’: the case of NHS local improvement finance trust (NHS LIFT)

This article draws on original case study research to develop more general conclusions about policy-making processes under New Labour. I discuss the Local Improvement Finance Trust (LIFT) as an exemplar of new trends in contemporary capitalist welfare regimes, and I compare some of the enterprise rhetoric surrounding and justifying LIFT to the experiences of National Health Service managers and clinicians in my case study. I consider why many of the voices that I studied appear to remain unheard outside private interviews and meetings, and conclude that changes in the public sector are helping to create closed networks that are unresponsive to concerns expressed ‘on the ground’. Finally, I consider some implications of my data for the future of neo-liberal welfare policies.

A Matter of Utility? Rationalising Cycling, Cycling Rationalities

Abstract This paper discusses how dominant policy paradigms promote a ‘utility’ model of transport, prioritising the destruction of distance and the minimisation of time spent travelling. It suggests that within low-cycling countries, this framing has reinforced the policy marginalisation of cycling, which is cast as having problematic associations with leisure and pleasure. Hence, while the multiple benefits of cycling might seem to mandate policy support, these benefits (including health and equity impacts) seem tainted by association with cycling’s non-transport connotations. The paper analyses interview data from the ESRC Cycling Cultures project to explore how cyclists and cycling stakeholders negotiate the landscape of ‘utility cycling’. It examines how people appeal to a ‘utility narrative’, while often simultaneously appealing to considerations that apparently contradict it. Conclusions for cycling and broader transport policy are drawn.
