Este artigo analisa a crescente importância que os atores nao-estatais transnacionais vem assumindo para a teoria das relacoes internacionais. Especificamente, o autor explora tres aspectos: primeiro, a proposta da categoria de influencia como meio politico de atuacao das ONGs transnacionais; segundo, a insercao destas em processos sociais globais — tais como desequilibrios ecologicos, direitos humanos, consumo — e, finalmente, os metodos de criacao de consenso em torno de problemas sociais de ordem planetaria. Conclui-se que a atuacao das ONGs atinge os planos interestatais, supranacionais e transnacionais.

The impossibility of dealing with environmental problems in the contemporary world from the restricted viewpoint of the nation-state suggests that new actors have to be taken in account in the designing of policies and technical options. The environmental debate concerning the Antarctic is illustrative of this new feature of the international system. The author argues that, as as result of this change, a new concept of international security is emerging.

Dealing with a topic dear to thje realist approach, that of international security, it is shown how this problem can no longer be conceived in the post-Cold War era solely in terms of the realist theory. The conception of international security concerned only with the action of states must be replaced by a conception of multidimensional security.

The appearance and consolidation of a critical studies approach on international security fortified the claim that international security problems are not merely related to objective threats to states, but are in deep connection with the relationship between the individual and human emancipation. In those terms, a solid security condition is primarily preconditioned by human emancipation. However, in what conditions do international security and emancipation overlap? The present article intends to explore the question, a topic that is not tackled by the endogenous debate of critical security studies (CSS). An interesting path to be followed seems to be the dialogue between cosmopolitan critical theory and cosmopolitan liberal theory. This article argues that an intersection, or continuum, of these two theories would be possible if CSS focused on dimensions of political liberalism that have been neglected, especially to think about a transnational-based democracy and the possibilities of a transnationalized civil society.
