This article has two analytical dimensions: the first deals with the meaning and purpose of the policies designed and implemented by the capitalist state; the second investigates their nature, whether public or state. Therefore, the article intends to build a conceptual and methodological framework that will help to better understand about the reasons of the success or failure of the so-called public policies, especially in the context of the peripheral countries. This involves understanding that the outcome is associated much more to the way social demands are managed - political administration - that to the precision of previously established calculations.

Until now political administration studies have advanced in the direction of the analysis or the history of ideas, instead of the establishment of definitions, concepts, enunciations. Nevertheless, the current stage of discussions includes questionings about the validity of some propositions which are obstructing theoretical and analytical advancements without the a theoretical and methodological framework. Although certainly not easy, this task must be undertaken. This article intends to cooperate in the construction of political administration as a knowledge field.

This paper aims to promote a broad discussion of the crisis incontemporary capitalism. Besides debating, in the theoretical field, interpretations of the crisis, with the purpose of introducing our perspectives, it also seeks to discuss in a more structural way the State’s role in this crisis and how central and functional it has been in the political administration of finance capitalism, with strong implications for the ongoing process of what we call social deconstruction of property. Moreover, a part of the analysis is devoted to Brazil, as the country is, in a way, inserted in the production process, and plays a major role in the global arena. In the end, some considerations about our prospects are drawn. If what we are doing does not matter to most people, and there is a need for change, we are also not prepared to propose or provide changes by a revolutionary way – as is proposed by David Harvey; thus, the construction of a project for our future may be the most appropriate solution at the moment.

O artigo Dinâmica do Desequilibrio Fiscal de Salvador mostra que, nao obstante as dificuldades financeiras vividas pelo setor publico brasileiro, a situacao de Salvador e bem mais grave. As razoes sao variadas, porem se destacam: I) a ma gestao da coisa publica; 2) o alto Indice de inadimplencia do IPTU; 3) o alto Indice de endividamento, representando mais de tres vezes o orcamento anual; 4) o desalinhamento politico do ultimo governo com as esferas estadual e federal. E conclui que, caso nao haja um aporte consideravel de recursos por parte da Uniao, ficam mais comprometidos ainda a quantidade e qualidade dos servicos publicos e o processo de descentralizacao proposto pelo governo federal.

This article is the result of a study that takes as its object of observation the state of Bahia with the objective to make a contribution for the improvement of agrarian reform in Brazil. For this analysis was selected the settlement of Cascata, located in the municipality of Aurelino Leal, situated in the extreme south of Bahia. This regional selection has proved useful for two main reasons: to represent their first experience of resettlement programs in the state of Bahia, and it reflects the experiences of sustainable socioeconomic development in the form of cooperatives, involving most of the settlements in the region studied.

The aim of this essay is to discuss the epistemological field of the science of administration, using the contributions of the Political Administration, as a theoretical-epistemological and methodological basis to understand, in a critical and contextualized way, the abstract/conceptual (‘management’) and empirical (‘administration practices’) dimensions of public policies. In order to address the administration epistemologic problem, it is crucial to recognize that administration is a social ‘knowledge’ and ‘practice’ that is still not perceived as an autonomous field of knowledge. As for the methodological path, the study presents the conceptual issues supporting the epistemological and methodological basis of the Political Administration, which defends that the ‘management’ is its ‘scientific object’ and the ‘organization’ its privileged ‘object of study’. Subsequently, after broadening the understanding of the field of reflection and action of administration science, the authors establish a dialogue with other scientific fields, especially with Political Economy. Finally, the essay presents preliminary reflections on contributions that empirical studies in Political Administration can bring to understanding social relations of production, circulation and distribution in contemporary capitalism in terms of evaluation of public policies.

Currently, the Critical Studies in Administration (ECA - Estudos Criticos em Administracao) and the Critical Studies in Development (ECD - Estudos Criticos em Desenvolvimento) show a clear concern in including the phenomenon of development management in their researches. However, it is clear that, in the 1960s, there was already a concern by Guerreiro Ramos to relate the phenomenon of management with the development of nations. Therefore, this study aims to revisit the thought of Alberto Guerreiro Ramos, in a way to explore his theoretical contributions to the field of Development Administration. This is an exploratory study of the authors bibliographical contribution, in which he has analyzed the development management, direct or indirectly. The result of the analysis reveals that some important concepts as the administrative fact, substantive reasoning, parenthetical man and multicenter society are fundamental issues to understand the Development Administration as a discipline aiming to study the management of social relations of production, distribution and consumption of countries, regions, places or organizations.

Esse artigo tem por objetivo apresentar um novo caminho metodologico, proposto pela UFBA, para o desenvolvimento de programas de pesquisa e ensino de pos-graduacao no pais. Espera-se que esses programas venham a ser a expressao de uma nova metodologia para a implementacao de politicas de incentivo a pesquisa e a formacao de pessoal docente em nivel de mestrado e doutorado no Brasil. Em sintese, ha uma expectativa de que esta proposta se apresente como uma saida, critica e adequada, a atual crise de financiamento do ensino superior no Pais e possibilite, efetivamente, equacionar o problema da centralizacao da qualificacao docente no Brasil, particularmente, daquelas Universidades localizadas no interior do Pais.
