O Programa Minha Casa Minha Vida na Região Metropolitana de Fortaleza-CE: análise dos arranjos institucionais

Considering the State of Ceara (northeastern Brazil), the results obtained so far reveal the concentration of the housing estates of the Minha Casa Minha Vida Program in some metropolitan cities, as well as the low dissemination of the program across the regional centers authorized to obtain funding from Fundo de Arrendamento Residencial and from Fundo de Garantia por Tempo de Servico (FGTS). In light of this panorama, we aimed to understand the reasons for the low effectiveness of the program through a comprehensive analysis of institutional arrangements, considering the role of the various actors involved, in particular the practices of the business, real estate and building sectors, the States actions in the different spheres of government, and the contents of the instruments for planning and managing urban land and housing.

REGIÕES DO AGRONEGÓCIO, NOVAS RELAÇÕES CAMPO-CIDADE E REESTRUTURAÇÃO URBANA

No atual periodo historico, caracterizado pela forte internacionalizacao do modo de producao capitalista, importantes transformacoes de ordem tecnica, politica e economica tem promovido intensa reestruturacao produtiva da agropecuaria. Esta tem se caracterizado, entre outros, pela producao de commodities, de combustiveis renovaveis, de frutas tropicais e de materias-primas para varios ramos agroindustriais, com seu funcionamento regulado cada vez mais pela economia de mercado, em razao de demandas urbanas e industriais, em grande parte voltadas a exportacao. Outra importante caracteristica do setor e a apropriacao de tais processos por parte de corporacoes multinacionais, associadas em especial ao capital industrial e fnanceiro, que compoem parte das novas redes de governanca global que determinam como e o que se produz no campo. O presente artigo e fruto das ideias discutidas no Grupo de Trabalho de mesmo nome ocorrido durante o XI Encontro da Associacao Nacional de Pos-Graduacao e Pesquisa em Geografa (ANPEGE), ocorrido em 2015. O principal objetivo e contribuir para aprofundar os debates acerca das dinâmicas territoriais do agronegocio brasileiro e argentino, particularmente a especializacao produtiva do territorio; as novas relacoes campo-cidade e a logistica agroindustrial; a reestruturacao urbana e a ampliacao das desigualdades socioespaciais.

economic restructuring and the new political economy of urbanization in Ceará/Brazil

The historical period, started in the middles of the XX Century, is marked by an accelerated process of globalization of the production and the consumption. During that time a new economical system is organized, which leads to the restructuring of the production and the territory overall the countries, promoting a new economical order characterized by the global partnership among the places. In this, the State of Ceará , placed at the Brazilian northeastern region, assumes a new role in the social and territorial labor division, being considered as a fraction of the total space of the Earth, opened more and more for the exogenous influences, as well as for the new signs of the present. During the last thirty years, facing the exigencies of the flexible production, the economic and territorial restructuring of this state is noticeable, by its clear objectives aiming to be inserted at the globalized logic of production and consumption. The dynamism of the economy and of the building of territory is manifested by the diffusion of the agribusiness, mainly related to tropical fruits; by the implementation of industries; by the construction of infra-structure associated to the transports, communication networks, sanitation, water supply; by the expansion of the specialized tertiary sector, including the activities related to the tourism at the coastal side. In this article we intend to deal with the new political economics of the urbanization of Ceará in an attempt of interpreting its territorial restructuring.

REESTRUTURAÇÃO ECONÔMICA E URBANA EM UMA CIDADE MÉDIA DO SEMIÁRIDO BRASILEIRO (economical and urban restructuring in a medium size city of the brazilian semi-arid)

Com a expansao dos sistemas de objetos e sistemas de acao voltados a dotar o territorio brasileiro de fluidez para os investimentos produtivos, muitos lugares que, do ponto de vista da divisao internacional do trabalho, compunham o exercito de lugares de reserva, tornam-se atrativos a producao globalizada e sao incorporados aos circuitos produtivos de empresas nacionais e multinacionais hegemonicas em diferentes ramos da economia. Diante das novas caracteristicas advindas com as reestruturacoes economicas e territoriais no Brasil, os antigos esquemas utilizados para classificar a sua rede urbana, as divisoes regionais, pensar a hierarquia urbana necessitam de uma revisao que de conta da complexidade da realidade atual. Os estudos sobre a os espacos urbanos nao metropolitanos em diferentes regioes do pais representam um dos caminhos necessarios para avancar na compreensao da complexidade da realidade brasileira contemporânea. Abstract The paper analyzes the production of urban space and its articulation with the real estate market, based on the reality investigated in Londrina - PR. The aim is to examine the expansion and evolution of the urban land prices in order to grasp the process of selective enhancement of space engendered by the mechanisms of the circuit real state.Thus, the conjuncture of the last decade was substratum for the investigative process. However, the physical-territorial expansion respect to actions undertaken by agents historically responsible for the production of urban space under the capitalist mode of production: private agents, the state and civil society. We reflect on the action of lots` developers in the last four decades, and the State, the promotion of housing and structuring of the city. Comprising this analytical framework, the study turns to the evolution of urban land prices from the survey and mapping thevariables in land classified in the largest local circulation newspaper site. Finally, we try to analyze the structure of urban space by the dynamics of real estate activity, investigating the more specific case of the East Side. Resume Avec l’expansion des systemes d’objets et des systemes d’action visant a doter le territoire bresilien d’une fluidite pour les investissements productifs, de nombreux lieux qui, du point de vue de la division internationale du travail, composaient une armee d’endroits de reserve, deviennent attractifs a la production mondialisee et sont ainsi incorpores dans les circuits productifs d’entreprises nationales et de multinationales hegemoniques dans les differentes branches de l’economie. En face de ces nouvelles caracteristiques venues avec les restructurations economiques et territoriales du Bresil, les anciens schemas utilises pour classifier son reseau urbain, les divisions regionales et penser a la hierarchie urbaine demande une revision qui prend en compte la complexite de la realite actuelle. Les etudes sur les espaces urbains non metropolitains dans differentes regions du Bresil representent un des chemins necessaires pour avancer dans la comprehension de la complexite de la realite contemporaine. Tendências da urbanização e os espaços urbanos não metropolitanos

No Brasil, com a expansao dos sistemas de objetos voltados a dotar o territorio de fluidez para os investimentos produtivos, ocorre uma descentralizacao da producao, acirrando a divisao territorial do trabalho, resultando em redefinicoes urbanas e regionais de varias naturezas. Os estudos sobre os espacos urbanos nao metropolitanos em diferentes regioes do pais representam um dos caminhos necessarios para avancar na compreensao da complexidade da realidade brasileira contemporânea. O presente texto reflete parte de uma pesquisa em desenvolvimento que tem como objeto alguns desses espacos e tem como objetivo principal apresentar uma das caracteristicas que se tem mostrado recorrente a todas as cidades estudadas, qual seja, o aprofundamento das desigualdades socioespaciais.
