This paper is a contribution to the development of analyses of the process of converging media and to the clarification of the regulatory implications of this process. It is generally agreed that the process of convergence between telecommunications, IT and broadcasting through its technological, organisational, and market/service aspects has far-reaching influence on the sectors involved and on future socio-economic settings. The paper explores the preparation for introduction of terrestrial digital television in Denmark as an aspect in the general process of convergence. The explorative analysis establishes an understanding of the technological issues and drivers in the development, which in interaction shape a digital distribution structure that is a concrete part of convergence. Based on this understanding, a model - the OSA-model - is suggested for the techno-economic structure of distribution of terrestrial digital TV. The model is used to discuss market prospects and regulatory implications, as these are derived from the interplay of traditional areas of regulation in the three sectors and areas emerging as candidates for regulatory activity based on their functionality. The discussion of the process of introduction of terrestrial digital TV in Denmark thus provides a general analysis of convergence and its regulatory implications.

Abstract Alternative broadband infrastructures are emerging and developing fast. These networks are based on different technologies and offer assorted services, applied through various organisational structures, using diverse business models. Due to their alternative nature, these emerging infrastructures operate on other premises than existing operators and face different potentials and challenges in their operations. This article uses four detailed case studies from Denmark to identify the technological, economic and political/regulatory drivers and barriers of alternative broadband infrastructures, including the role of the government in fostering their existence.

This research aims to understand how public service media can encourage media entrepreneurship in the society to enrich user innovations as a source of ideas, products, contents, talent and creativity. The assumption is that media entrepreneurs turn users into sources of external creativity and develop user innovations into professional content. This study follows a qualitative approach with a document study of Denmarks public service broadcast and two interviews. Findings indicate that the commitment to quality and professional content prevents managers of PSBs from outsourcing their production to media entrepreneurs, but they trust large media companies as external producers. This research contributes to the field by proposing that public service media can foster media entrepreneurship in a society indirectly and by creating demand for external sources of creativity. Large media companies that are contract-oriented, mediate the process of meeting those demand with media entrepreneurs.

Purpose – The purpose of the paper is to analyze the need for regulation of international roaming within EU beyond 2010.Design/methodology/approach – The paper analyzes roaming costs, market conditions and present regulation. On this basis, future prospects for competition in international roaming are discussed.Findings – Market developments indicate that regulation of international roaming charges will be needed for some time, before competition can ensure that roaming charges are at a level that reflects the underlying costs.Research limitations/implications – The paper limits its analysis to roaming of voice services, and excludes analysis of roaming of data service services.Originality/value – The paper contributes to the ongoing discussion on the need to regulate international roaming charges.

The paper examines the transition from IPv4 to IPv6 (Internet Protocol version 4 and 6). More specifically, the aim of the paper is to present an analysis of the status of the transition process and the drivers and barriers concerning this transition. This includes an update on the availability of IPv4 addresses and how far the adoption of IPv6 has come. It also includes a discussion on what but also who the drivers and barriers are, including an examination of the implications of implementing transfer markets for IPv4 addresses.

The aim of this paper is to analyse whether the developmental policy model applied for fibre roll-out in Sweden can be used as inspiration for the Danish telecom policy. This is done through a comparison of the two very different policy approaches applied in Denmark and Sweden. A case study on public intervention in the rural Swedish municipality of Almhult is included to illustrate the Swedish model.

The aim of this paper is to give a description and analysis of the DVB-H pilot developed by CMI/Aalborg University. The DVB-H set-up is now a part of a high profiled Danish research project CAMMP (Converged Advanced Mobile Media Platform) funded by the Danish Advanced Technology foundation. The paper covers the elements that are developed in the project; in particular the ESG server, the encoder and the IP Encapsulator.

This paper reviews EU regulation on international roaming and discusses whether this will lead to more cost orientation when setting roaming charges in Europe. First, a cost analysis for providing international roaming is presented. Then, the various proposals put forward during the debate in the EU Parliament are discussed. Finally, the issue of cost orientation is discussed.

The research questions addressed in this paper are 1) whether one of the standards in the LPWAN area seems to be able to prevail and dominate the market in the coming years or whether the standards will complement each other, and 2) what the parameters affecting this development are likely to be. The questions are simple, but the answer is more complex. To examine the research questions, technology and market parameters are investigated. The overall conclusion is that the technology choices will partly build on the application areas and that the network effects will be strongest in geographically or otherwise confined areas. The implication is that different technology solutions can co-exist globally but also regionally and nationally.
