Is Idaho Making Progress After 2 Years of Budget Restrictions

Richard Kinney

This report discusses Idahos budget and appropriation decisions for FY 2012 and whether the state has made any progress to return back to the initial FY 2009 spending levels which were approved before Idahos economic and General Fund revenue problems began. It briefly describes Idahos people, politics, and budgeting process. It then considers the state economy and its General Fund reve- nues. Finally, it examines budget recommendations and legislative actions for FY 2012 and impacts of these decisions. The states progress to return to the earlier levels has been mixed.
