Womens autonomy has long been a central concern for researchers examining the social position of women in developing countries. However, little emphasis has been placed on the measurement of autonomy, despite its importance for assessing the validity of comparative research. In this research, we use confirmatory factor analyses to determine (1) whether items thought to measure autonomy in fact form a reliable measure of autonomy, (2) whether the relationship between multiple dimensions of autonomy are strong enough to justify a discussion of autonomy as a single underlying construct, and (3) whether comparative research on autonomy is possible between two countries (India and Pakistan). We find that our indicators capture four distinct dimensions of autonomy that are moderately related, and that, while the model structures replicate fairly well across the two countries we study, there are measurement differences that make comparative research challenging.

Abstract The rigidity of early class analysis and the recent demise of any type of class analytics have turned attention away from examining the growing population of informally employed workers as a class. By not examining informal workers as a class “in themselves,” we are losing insights into how they are translating their positions into a class “for themselves.” As a consequence, the recent literature on globalization and liberalization is increasingly concluding that the decreasing proportion of formally employed workers (and the subsequent rise in informal employment) the world over signifies a decline in all class-based organization. Such arguments have obscured our understanding of the current social dynamics of exploitation and resistance. In an attempt to begin filling this gap, this article recovers class as an important analytical tool with which to examine (1) the current relations of power between the state, employers, and the majority of Indias workers, and (2) how the structures of production within which informal workers operate affect their collective action strategies. A reformulated labor movement model is offered to expose the underlying mechanisms through which informal workers translate their location in the class structure as a class “in itself” into a political group as a class “for itself.” Insights into how informal workers organize can have profound implications for our understanding of changing state-labor relations as national governments attempt to liberalize their economies and simultaneously rein in their welfare functions.

Yet in the subcontinent class has lost its centrality as a way of understanding the world and how it changes. Indian intellectuals have been a major force in the eclipsing of class through discursive strategies of constructivist idealism. Formalism in social sciences finds class relations elusive and difficult to measure. Market triumphalism eclipsed concern with rehabilitation of “weaker sectors” and redressing of exploitation as measures of national success. Class analytics, however, continues to serve two critical functions: disaggregating development and explaining challenges to rules of the game. Restoring agency to class requires attention first to relations that structure choice in restricted or expansive ways. Knowing how to aggregate or disaggregate classes is more complicated than ever. Nevertheless, alternative understandings of class structure are more than academic: they reflect the strategies of political actors. The difficulty for class analysis is to illuminate the conditions under which interests of those disabled by particular class systems may be inter-subjectively recognized and acted upon politically at the local and/or international levels. Appropriate and robust sociopolitical theory for this purpose is illusive, but no more so for class than for other bases of difference — caste, community, identity, gender—that likewise seek to explain transformation of locations in social structures to effective collective agency.

Purpose – This chapter illustrates how an economic sociology of work exposes the deeply embedded nature of the informal economy and the social and political lives of its growing mass of unprotected workers under globalization. In particular, the premises of economic sociology offer a comprehensive definition of the informal economy that I term, “relational.” In contrast to definitions based on modernization and neoliberal assumptions of isolated economies, relational definitions of the informal economy expose the structures, networks, and political institutions that intertwine informal workers with the formal economy, society, and the state. Operationalizing the relational definition in labor surveys ensures the inclusion of previously invisible informal workers, especially those who operate at the intersection of the informal and formal economy. As well, it ensures the collection of data on the precise ways in which informal workers are socially and politically embedded, including their collective action efforts, the meaning they attach to their labor, and the social networks that determine their life chances. Methodology – To illustrate this point, I apply a relational definition of informal labor to the case of India, using the National Sample Survey on Employment and Unemployment, as well as findings from interviews with organized informal workers. Findings – By doing so, I provide an internationally comparative measure of Indias informal workforce, illustrate informal workers’ social conditions relative to those of formal workers, highlight the expansion of the informal workforce since the government enacted liberalization reforms, and expose the unique political action strategies Indian informal workers are launching against the state. Implications/Originality – These findings help us understand Indian informal workers in an internationally comparative context, yielding empirical insights on their social conditions and political organizations for the first time. As well, they call for an important refinement to existing definitions of the informal economy that to date have relied only on Latin American and African experiences.

This article examines how self-employed workers are organizing in the garments and waste collection industries in India. Although the question of who is profiting from self-employed workers’ labor is complex, the cases outlined in this paper highlight telling instances of how some self-employed workers are organizing as workers. They are fighting labor exploitation by redefining the concept to include additional exploitation axes (from the state and middle class) and forms (including sexual). In doing so, they are redefining potential solutions, including identities and material benefits, to fit their unique needs. By expanding the category of “workers” beyond those defined by a narrow focus on a standard employer-employee relationship, these movements are also fighting exclusion from earlier labor protections by increasing the number of entitled beneficiaries. These struggles provide an important corrective to contemporary analyses of labor politics that focus too heavily on the precarious nature of employer-employee relationships and too little on broader definitions of work, exploitation, and protection. These broader definitions better represent the worlds mass of vulnerable workers and are being articulated from below.

This article summarizes findings obtained through ethnographic research conducted in three states in India between 2002 and 2004. On the basis of interviews with more than three hundred labor leaders, government officials, and working women, the author reports on the efforts of informal workers in construction and tobacco manufacturing to organize and improve their conditions of life. Contrary to mobilizations in the formal sector, those workers do not make direct demands on their employers. Instead they appeal to the state to obtain welfare benefits. The study shows that neoliberal reform has surprisingly opened up new channels for informal workers to constitute themselves as a class. This represents an amendment to earlier analyses that focused exclusively on the mobilizing capacity of workers in the formal sector. The author concludes by highlighting the importance of this work for the study of social movements and labors relationship with the state.

This article examines the relationship between the state and informal workers’ transnational labor movements. Using the case of the Self-Employed Women’s Association, I illustrate how Indian informal workers are launching an alternative labor movement that addresses their unique conditions by simultaneously privileging the central role of the nation state and leveraging the power of the transnational arena. Indian informal workers use three types of transnational activism to generate new forms of integration with the Indian state. Doing so helps them increase informal workers’ visibility and integrate their issues into government agendas. To attract state attention, informal workers’ transnational efforts focus on local issues and a commitment to empowerment. These findings highlight the potential for Southern leadership in transnationalism and the role that democratic political structures play in shaping transnational labor efforts.

Abstract This paper brings labour back into the literature on legal empowerment against poverty. Employing a historical lens, I outline three waves of legal movements. Each wave is distinguished by its timing, the state-level target, and the actors involved. In all three waves, legal empowerment was won, not bestowed. Labour played a significant role, fighting in each subsequent wave for an expanded identity to address exclusions. Drawing from the Indian case, this paper’s findings highlight the evolving strategies of legal empowerment movements vis à vis uneven welfare states. They underline the significance of symbolic power of legal recognition, even in the absence of perfect implementation. Finally, they highlight contemporary workers as an overlooked, identity-based group that addresses the intersectionalities between class and ascriptive characteristics.

This article examines how paid domestic workers in India fight to reproduce themselves by attaining recognition for their employment relationship and struggling to advance their labor rights. We find a striking convergence toward female-dominated unions that articulate the recipient of domestic services as “employers,” their employment relationship as an exploitative one in terms of time and dignity, and the household as a place of work and profit. To ensure a focus on women members and leaders, domestic workers’ have developed different union types including politically-affiliated and independent unions, as well as unions affiliated to NGOs, faith-based institutions, and cooperatives. Domestic workers’ direct, one-to-one employment relationship has led organizations to empower workers to confront employers’ daily control of workers’ associations (even outside the workplace), citizenship rights, worth, and dignity. However, because domestic workers’ employment relationship is still not recognized by Indian law, domestic workers avoid confronting employers and instead target the state when demanding material concessions to de-commodify their labor. These findings offer important insights into the limits and potential of domestic workers’ struggles.

This article examines how Indian Americans’ religious organizations send not only financial remittances to India, but also social remittances that shape development ideologies. Comparing Indian-American Hindu and Muslim organizations, I find both groups draw from their socioeconomic experiences in India and use their position as elite immigrants in the United States to identify and empower their respective religious constituencies in India and overturn different social relations (not just religious practices). Hindu Americans draw from their majority status in India to overturn Indias lower position in the world system and support poverty alleviation efforts within a neoliberal development framework. Indian-American Muslims draw from their poor status in India to overturn economic inequities within India by shifting Indias development rhetoric from identity to class. Collective religious identities (expressed through organizations) not only affect the intensity of immigrants’ development efforts, but also their content and ideology. These findings urge us to fold transnational religious organizations into contemporary discussions on migration and development.
