Assessing school disaster preparedness by applying a comprehensive school safety framework: A case of elementary schools in Banda Aceh City

The study assessed the depth of school disaster safety at public elementary schools in Banda Aceh City, Indonesia in terms of comprehensive school safety, especially school location, disaster management and disaster education. The findings indicate that 56% of public elementary schools in Banda Aceh City are exposed to high tsunami risk, and most externally driven school disaster preparedness activities were not continued by the schools due to lack of ownership and funding. To realize comprehensive school safety, disaster preparedness programs should neither be brought in by external donors, nor be in a patchwork. Rather, it should be conducted jointly and sustainably by the local school and the community and supported by multi-sectoral support in the city. Comprehensive school safety of public elementary schools in Banda Aceh City could be realized by reviewing, updating and localizing school disaster preparedness programs by all the education partners in the city with strong political will and commitment.

Integrating Disaster Risk Reduction and Climate Change Adaptation into School Curricula: From National Policy to Local Implementation

Integrating Disaster Risk Reduction (DRR) into formal education and curricular has been suggested as one strategy to help increase knowledge and understanding of disaster risks. While there has been some initial progress in initiating DRR integration into the school curriculum in Indonesia, this is mostly limited to the national level. There are however, few studies which try to analyze the integration of disaster knowledge and education into school curriculum comprehensively, from the national policy level to local implementation in schools.

Disaster budgeting of Banda Aceh’s local government: Trends and analysis of post-tsunami Aceh 2004

This study aimed to analyze Disaster Risk Management (DRM) related funds that budgeted by the government of Banda Aceh. The specific objectives of this study were: i) to assess and analyze the budget allocation related the DRM investment in the government of Banda Aceh, ii) to provide an update on achievements and key trends in DRM investments in government of Banda Aceh, iii) to evaluate the implementation of DRM budget and challenges on mainstreaming with DRM perspectives into policy of local budgeting, and iii) to propose appropriate recommendations for improvement. The study utilized both primary and secondary sources of data to achieve the objective. The method in this study included the following steps: searching/ collecting, checking, compiling, classifying, measuring, accounting and analyzing the existing budget document. The results of the data analysis showed that a large proportion of DRM investments was allocated after 2011. This study recommended some actions to be taken by the government and related stakeholder to increase the quantity and quality of DRM investments.

Role of the disaster education laboratory in enhancing preparedness of elementary school student

To examine ways for a sustainable approach to disaster education, a study conducted at 15 public elementary schools in Banda Aceh. The result found that many schools stopped the disaster education activities, because of the image of costly activities and sense of dependency on external actors. This research aimed at: i) exploring the needs of disaster education laboratory for elementary school; ii) determining the sample of disaster education laboratory model and iii) designing the initial draft/ prototype of laboratory model, iv) validating the conceptual theory through focus group discussion, justification and expert judgement, and v) evaluating and revising the prototype. In general, the Disaster Education Prototype Laboratory consist of: i) multimedia corner, ii) mini library, iii) mini expo and iv) disaster visual aids. Resul the first phase of this study showed that the laboratory model prototype helps in enhancing student preparedness against disaster.

Community resilience elements and community preparedness at Bukit Antarabangsa

This study was conducted to measure the relationship between community resilience elements (community education, community engagement, community leadership) and community preparedness using questionnaires gathered from 318 samples of the Bukit Antarabangsa community at Ampang Jaya Municipal in Malaysia. The outcomes of SmartPLS path model showed three important findings: firstly, community education significantly correlated with community preparedness. Second, community engagement significantly correlated with community preparedness. Third, community leadership significantly correlated with community preparedness. Statistically, this result confirms that the implementation of community resilience elements such as community education, community engagement, and community leadership act as an important determinant of community preparedness towards disasters in the studied community area sample. In addition, discussion, implications and conclusion are elaborated.

Effectiveness of Dissemination and Communication Element of Tsunami Early Warning System in Aceh

Abstract It is necessary to conduct a timely and sustainable Early Warning System (EWS) evaluation. The purpose of this study was to evaluate the effectiveness of Tsunami EWS in Aceh, specifically for dissemination and communication element, as well as to provide recommendations for enhancing efforts and strengthen the effectiveness of Tsunami EWS in Aceh. This study was carried out using qualitative and quantitative approaches. A qualitative approach was performed through Focus Group Discussion (FGD) and in-depth interview in order to capture deep information on dissemination and communication effectiveness of Tsunami EWS in Aceh. A quantitative approach was used to quantify the qualitative information from evaluation results. According to the evaluation, the final score obtained was 1,16 with the results of the evaluation were at Level 2, which means Tsunami EWS in Aceh has a progress, but systematic policy and/ or institutional commitment was not existed yet. This study has recommended several efforts need to be done by the Government of Aceh to strengthen and to improve the effectiveness of existing Tsunami EWS in Aceh, especially for dissemination and communication element.
