Q methodology was used to enable the identification of discourses among stakeholders to the environmental and resource dimensions of sustainability policies and to gain an understanding of the usefulness of Q methodology in informing sustainability policy development. The application of Q methodology has been useful in identifying shared discourses between different stakeholder groups, and providing insights into how stakeholders ‘frame’ or understand policy issues; and recommendations are made for ongoing research priorities. These insights, in turn, informed the choice of scenarios for an in parallel process of policy evaluation using Ecological and Carbon Footprinting.

While waste is increasingly viewed as a resource to be globally traded, increased regulatory control on waste across Europe has created the conditions where waste crime now operates alongside a legitimate waste sector. Waste crime,is an environmental crime and a form of white-collar crime, which exploits the physical characteristics of waste, the complexity of the collection and downstream infrastructure, and the market opportunities for profit. This paper highlights some of the factors which make the waste sector vulnerable to waste crime. These factors include new legislation and its weak regulatory enforcement, the economics of waste treatment, where legal and safe treatment of waste can be more expensive than illegal operations, the complexity of the waste sector and the different actors who can have some involvement, directly or indirectly, in the movement of illegal wastes, and finally that waste can be hidden or disguised and creates an opportunity for illegal businesses to operate alongside legitimate waste operators. The study also considers waste crime from the perspective of particular waste streams that are often associated with illegal shipment or through illegal treatment and disposal. For each, the nature of the crime which occurs is shown to differ, but for each, vulnerabilities to waste crime are evident. The paper also describes some approaches which can be adopted by regulators and those involved in developing new legislation for identifying where opportunities for waste crime occurs and how to prevent it.

This paper aims to contribute to the ongoing debate on the use of resource accounting tools in regional policy-making. The Northern Limits project applied material flow analysis (MFA) and ecological footprinting (EF) to regional policy-making in Northern Ireland over a number of years. The early phase of the research informed the regions first sustainable development strategy which was published in 2006 with key targets relating to the EF and improving the resource efficiency of the economy. Phase II identified the next steps required to address data availability and quality and the use of MFA and EF in providing a measurement and monitoring framework for the strategy and the development of the strategy implementation plan. The use of MFA and EF in sustainable regional policy-making and the monitoring of its implementation is an ongoing process which has raised a number of research issues which can inform the ongoing application and development of these and other resource accounting tools to within Northern Ireland, provide insights for their use in other regions, and help set out the priorities for research to support this important policy area.

The ecological footprint is now a widely accepted indicator of sustainable development. Footprinting translates resource consumption into the land area required to sustain it, and allows for an average per capita footprint for a region or nation to be compared with the global average. This paper reports on a project in which footprints were calculated for two Irish cities, namely Belfast in Northern Ireland and Limerick in the Republic of Ireland for the year 2001. As is frequently the case at sub-national scale, data quality and availability were often problematic, and in general data gaps were filled by means of population proxies or national averages. A range of methods was applied to convert resource flows to land areas. Both footprints suggest that the lifestyles of citizens of the cities use several times more land than their global share, as has been found for other cities.

This paper builds on and extends previous research to contribute to ongoing discussion on the use of resource and carbon accounting tools in regional policy making. The Northern Visions project has produced the first evidence-based footpath setting out the actions that need to be taken to achieve the step changes in the Ecological and Carbon Footprint of Northern Ireland. A range of policies and strategies were evaluated using the Resources and Energy Analysis Programme. The analysis provided the first regional evidence base that current sustainable development policy commitments would not lead to the necessary reductions in either the Ecological Footprint or carbon dioxide emissions. Building on previous applications of Ecological Footprint analysis in regional policy making, the research has demonstrated that there is a valuable role for Ecological and Carbon Footprint Analysis in policy appraisal. The use of Ecological and Carbon Footprint Analysis in regional policy making has been evaluated and recommendations made on ongoing methodological development. The authors hope that the research can provide insights for the ongoing use Ecological and Carbon Footprint Analysis in regional policy making and help set out the priorities for research to support this important policy area.

Studies of urban metabolism provide important insights for environmental management of cities, but are not widely used in planning practice due to a mismatch of data scale and coverage. This paper introduces the Spatial Allocation of Material Flow Analysis (SAMFA) model as a potential decision support tool aimed as a contribution to overcome some of these difficulties and describes its pilot use at the county level in the Republic of Ireland. The results suggest that SAMFA is capable of identifying hotspots of higher material and energy use to support targeted planning initiatives, while its ability to visualise different policy scenarios supports more effective multi-stakeholder engagement. The paper evaluates this pilot use and sets out how this model can act as an analytical platform for the industrial ecology–spatial planning nexus.

This article describes the development and application of a multiple linear regression model to identify how the key elements of waste and recycling infrastructure, namely container capacity and frequency of collection, affect the yield from municipal kerbside recycling programmes. The overall aim of the research was to gain an understanding of the factors affecting the yield from municipal kerbside recycling programmes in Scotland with an underlying objective to evaluate the efficacy of the model as a decision-support tool for informing the design of kerbside recycling programmes. The study isolates the principal kerbside collection service offered by all 32 councils across Scotland, eliminating those recycling programmes associated with flatted properties or multi-occupancies. The results of the regression analysis model have identified three principal factors which explain 80% of the variability in the average yield of the principal dry recyclate services: weekly residual waste capacity, number of materials collected and the weekly recycling capacity. The use of the model has been evaluated and recommendations made on ongoing methodological development and the use of the results in informing the design of kerbside recycling programmes. We hope that the research can provide insights for the further development of methods to optimise the design and operation of kerbside recycling programmes.

In this study, life cycle assessment has been used to evaluate life cycle environmental impacts of substituting traditional anaerobic digestion (AD) feedstocks with food wastes. The results have demonstrated the avoided GHG emissions from substituting traditional AD feedstocks with food waste (avoided GHG-eq emissions of 163.33 CO2-eq). Additionally, the analysis has included environmental benefits of avoided landfilling of food wastes and digestate use as a substitute for synthetic fertilisers. The analysis of the GHG mitigation benefits of resource management/circular economy policies, namely, the mandating of a ban on the landfilling of food wastes, has demonstrated the very substantial GHG emission reduction that can be achieved by these policy options - 2151.04 kg CO2 eq per MWh relative to UK Grid. In addition to the reduction in GHG emission, the utilization of food waste for AD instead of landfilling can manage the leakage of nutrients to water resources and eliminate eutrophication impacts which occur, typically as the result of field application. The results emphasise the benefits of using life-cycle thinking to underpin policy development and the implications for this are discussed with a particular focus on the analysis of policy development across the climate, renewable energy, resource management and bioeconomy nexus and recommendations made for future research priorities.
