Many estimates of rates of return for education have been produced, based on the Mincer’s model. But some of the hyphoteses (linearity and separability), so that the (“mincer”) school coefficient is interpreted as rate of return, are tested and rejected. When relaxing such hypotheses, we estimate the internal rates of return Becker (1975) and we get biases that arrive to 14 percentile points in relation to the “mincer coefficient”. Thus, the magnitude of these returns is much lower than the papers based on Mincer’s model. In the estimates we incorporate the sample design of PNAD and correct the problem of bias of sample selection.

This paper follows Rezende (2008) to investigate the determinants of bidding strategy in the Brazilian oil and gas auctions. The results indicate that strategies adopted by participants are affected by the “winner’s curse”. We also found evidence that the presence of Petrobras has a positive effect on winning bids. Furthermore, joint bidding is compatible with competition. Finally, there is no evidence of synergies between blocks. Thus, although there is room for improvements, results of the first-price sealed auction (without the possibility of bidding for blocks packages) are not much better than possible alternatives.

Em 2000, o governo federal aprovou uma lei que permitiu aos Estados fixarem pisos salariais acima do salario minimo. Os Estados do Rio de Janeiro e Rio Grande do Sul adotaram tal lei em 2001. Utilizando dados de painel da Pesquisa Mensal de Emprego de 2000 e 2001, encontramos um baixo cumprimento da lei nestes Estados. Adicionalmente, obtivemos evidencias de efeito nulo sobre o nivel de emprego. Estes resultados indicam um alto descumprimento da legislacao devido a uma baixa efetividade da lei, como sugerido pela teoria.

One of the reasons for the existence of social security systems is that they function as an income redistribution mechanism (Diamond, 1977). Nevertheless, there is no obvious consensus about this social security property. We test it to the Brazilian case and try to answer an additional question: is the trend of social security systems increasingly progressive or regressive? We conclude that the changes in Brazilian Social Security legislation reduced inequality between 1987 and 1996, but only for the elderly. For the other age groups, there is a stable trend. Results for the period between 1996 and 2006 reveal that the Brazilian system is neutral for all cohorts.

The main goal of this paper is to analyze the increase of Brazilian formal employment growth rate in the last decade. The evidence suggests that this acceleration is due to a reversal in the trend of the average number of employees per establishment. More detailed investigations show evidence that this result is not derived from changes in industry composition that favors sectors with larger scales of operation, or a deepening of the process of selection, which penalizes the smaller establishments. As a matter of fact the selection component would have contributed to a decrease in the average firm size, but this effect was counterbalanced by a higher initial employment level in the most recent firms cohort.
