The aim of this study is to lay down the basic premises of a national master plan, whose scope is to guide the intertemporal planning of the exploration of Brazilian oilfields. One purpose of this instrument is to acknowledge the environmental impact of the depletion of supplies by exploitation activities. The proposal also aims to strengthen the existing legal instruments and public policies for alternative energy sources.

The aim of this study is to discuss the contradictions of the Olympic Games legacy for health and environment in the city of Rio de Janeiro, Brazil. Public policies for sports mega-events have been criticized for contributing to and deepening the citys historical socio-spatial inequalities. Based on document research and data analysis, the article focused on establishing a proposal for a sustainable city, as provided in Law 10,257/2001, the so-called Citys Statute. The article concludes with remarks on Olympic urban planning, its market orientation, and failures to overcome public health and environmental sanitation problems that will persist as a legacy after 2016.Abstract The aim of this study is to discuss the contradictions of the Olympic Games legacy for health and environment in the city of Rio de Janeiro, Brazil. In the face of the traditional historical ineffectiveness of legislation, regarding environmental protection processes and the extinction of biodiversity, the aim of this article is designed to assist in the improvement of process construction and the implementation of said policies on a continental scale. Based on the constitution, this is done by examining the legal instruments in order to guarantee access for both present and future generations to Brazilian genetic heritage. The constitution was chosen as it is at the core of the Brazilian legal system. After analyzing the environmental issue, which is sited in CF/88, from the perspective of the principle of sustainability, addressing the sub-constitutional legal aspects related to biodiversity protection and reviewing national public policies in the field according to the constitutional text, the article concludes with general and specific considerations about the mismatch between the legal framework and institutional political intervention surrounding environmental issues and also formulates proposals to overcome this gap and strengthen these country’s environmental policies.
