The main objective of this article is to examine the recent debates about the factors that explain democratic stability in Brazil. Based upon the concept of political socialization it analyses the impact of elections on the strengthening of democracy and the importance of norms and values for the future of democracy. We think that presidential elections in the Brazilian case could be characterized as an important moment in the political socialization process. To test this proposition we use the data from the Brazilian Electoral Study (ESEB) conducted in 2002, 2006 and 2010. It is analyzed if age generates differences in the values and attitudes manifested by people, with more democratic experience leading, to the materialization of a political culture congruent with democracy, or if they are defined by the electoral context, analyzing the dimensions dividing population by cohorts by age, and by electoral choice in each turnout. We conclude that political culture has changed to support more democratic values, but the contradictions remaining indicates a hybrid culture that does not favor a poliarchic representative democracy.

When Lula was elected in 2002, The Workers Party came to power, two decades after its creation. Taking the proposals of the party in the past, changing in public policies regarding previous governments were expected. One of the fields where changes were expected was that concerning human rights. Now passed eight years, this text made a balance of the period, evaluating official documents and governmental initiatives implemented.

This article seeks to analyze the evolution of Comparative Political studies about Latin America, highlighting the Brazilian case. The paper begins with a conceptual understanding of what could be considered as comparative studies in Political Science. In order to evaluate the present situation of comparative research in this region, and especially in Brazil, the scientific production was examined giving emphasis to published articles in the most prestigious journals of political science in Brazil. As it was verified the small weight of comparative studies over the total studies of political science, the study attempts to discuss how the comparative method has been employed in political science graduate programs, whether from the point of view of human resources formation as well as in the methodological dimension as it appeared in thesis and dissertations. Finally we debate possible measures that could foment comparative studies in the future.

Este texto analisa como o processo de judicializacao de politicas publicas relacionadas a promocao dos direitos humanos tem permitido um maior protagonismo do Ministerio Publico. Primeiramente, e apresentada a evolucao da concepcao moderna de direitos humanos e sua transformacao em direitos subjetivos, que podem ser demandados judicialmente, com a atuacao do Ministerio Publico. Em seguida sao discutidos limites e contradicoes nesta atuacao. Conclui-se pela necessidade de encontrar um equilibrio baseado no dialogo com a sociedade e na tolerância para que a intervencao nas politicas publicas possa ser efetiva e eficaz.

Este artigo busca avaliar a presenca de uma democracia inercial no Brasil, em que as assimetrias entre economia e politica produzem uma cultura politica passiva e anomica. Tal situacao possibilita que as politicas sociais e economicas sigam um padrao que pouco se modifica. Se, num contexto de mudancas, as coisas precisam mudar para que fiquem iguais, entao se pode esperar que, num contexto de (re)democratizacao com inercia, as instituicoes mudem, sem, no entanto, alterar, numa direcao positiva, as normas, os valores e as crencas normativas da populacao em relacao a democracia. Para analisar essa proposicao serao utilizados dados demograficos e socioeconomicos, avaliados ante a evolucao da confianca nas instituicoes, governantes e na democracia no periodo 2002-2014, a partir de dados do Eseb. A conclusao e de que o periodo de desempenho economico favoravel nao permitiu a consolidacao de uma cultura politica democratica, com rapida deterioracao do apoio as instituicoes e aos governantes a partir da crise economica.

Resumo Este artigo discute a relacao entre cultura politica e desenvolvimento socioeconomico, fazendo um resgate historico do desenvolvimento, estabelecendo as diferentes matrizes ocupacionais do territorio do Rio Grande do Sul. A hipotese central retoma as formulacoes classicas afirmando que quanto maior o estoque de capital social maior o desenvolvimento socioeconomico, razao pela qual as politicas publicas devem ser estruturadas no sentido de estimula-lo. A metodologia utiliza informacoes empiricas que definem confianca, reciprocidade e solidariedade como indicadores de capital social que e utilizado como variavel independente do IDESE, indicador de desenvolvimento socioeconomico. Os resultados indicam a pertinencia da teoria de Putnam, afirmando que existe uma relacao proporcional entre o capital social e o desenvolvimento socioeconomico. Os cidadaos rurais possuem um estoque de capital social superior aos urbanos, o que lhes permite sobreviver ante a hostilidade do desenvolvimento agrario. Nos ultimos anos o Brasil vem realizando eleicoes periodicas para os poderes executivo e legislativo, com candidaturas vinculadas aos partidos politicos, sem que estes consigam conquistar a confianca da populacao. As criticas aos limites de funcionamento das instituicoes representativas levaram a proposicao de instrumentos e espacos alternativos para a participacao popular. Novas formas de intervencao nas decisoes do poder publico tem surgido ao longo das ultimas duas decadas. Este artigo busca analisar os limites e possibilidades de algumas destas novas formas de participacao politica.

Political parties are considered the most important institutions of political mediation between the State and society. Thus the role of political representation is an essential component of strengthening democratic political values and political institutions. However, despite significant formal democratic advances, Brazil continues to face obstacles that could undermine those advances. In this article, we seek to understand why Brazilians don’t trust political parties. The data utilized are from probabilistic opinion surveys conducted nationally and at the level of State and from a historical retrospective. We end the article analyzing the benefits that could result from a combination of formal political representation mechanisms and alternative societary forms of political involvement.
