AbstractBuilding information modelling (BIM) represents the process of development and use of a computer generated model to simulate the planning, design, construction and operation of a building. The utilisation of building information models has increased in recent years due to their economic benefits in design and construction phases and in building management. BIM has been widely applied in the design and construction of new buildings but rarely in the management of existing ones. The point of creating a BIM model for an existing building is to produce accurate information related to the building, including its physical and functional characteristics, geometry and inner spatial relationships. The case study provides a critical appraisal of the process of both collecting accurate survey data using a terrestrial laser scanner combined with a total station and creating a BIM model as the basis of a digital management model. Public Private Partnerships (PPPs) may be considered to represent a range of procurement routes characterized by the integration of many project elements into a single contract with an output-based pricing mechanism. At the other end of the same continuum of procurement routes are less integrated arrangements with more input-based pricing (‘traditional’ procurement). Risk transfer from the client to the contractor should vary with procurement route attribute values: with greater integration and more output-based pricing an increase in risk transfer would be expected. The more risk transferred to the contractor, the greater the incentive for the contractor to deliver the project efficiently. The paper proposes indicators of risk transfer and delivery efficiency which are then used in modeling the relationships between risk transfer, efficiency and procurement route attributes. The proposed model enables the mi croeconomic assumptions which underlie PPPs to be tested with data from historical construction projects in order to cast light on the effectiveness of the PPP approach.

In this second paper in a series of three, the aim is to develop a theoretical knowledge base for design science research (DSR) activity within the next paper. This is primarily a literature review based paper, inspired by the problems summarized in the first paper. The paper starts with a description and justification of the prototheory of design and design rhetoric. It has been argued that the design science has been concerned with the artefact rather as a technical than a social phenomenon. It is opportune to propose that the proto-theory of design and design rhetoric represent different, yet related dimensions of a productive act (techne). These concepts provide the necessary prescription for the root cause analysis of the problems addressed within the first paper and practical design and design management conceptualization within the third paper.

The paper reviews three urban revitalisation projects in Riga, Latvia that follow resident empowerment, i.e. the current trend in urban design and planning. PagalmuRenesanse (Courtyard Renascence) and LabasVietasTalka (Nice Place Clean-up) were launched within the framework of Riga - European Capital of Culture 2014. In turn, Free Rigawas jointly launched by the artists and the entrepreneurs. The projects resultedin the revitalisation of the disused or low-quality urban spaces via the low-budget interventions. Instead of municipal agencies, these projects were initiated by the non-governmental organisations (NGOs) and the urban revival activists.Free Riga is still running. Therefore, the main research methods employed were the semi-structured interviews, the participant observations and the field observations.The projects differed from each other in terms of organisation, influence on the urban environment and resident engagement. PagalmuRenesanse and LabasVietasTalka had the clear organisation structures and the action plans, whereas Free Riga began its activity with any structure or plan. Overall, the projects succeeded in changing the local built environment. The resident engagement was evaluated according to the contemporary adaptation of Arnsteins (1969) classical work. The resident engagement varied from the consultation to the empowerment.
