Os jovens estão mais assertivos politicamente no Brasil? : uma análise da cultura política

Marcello Baquero; Rute Baquero; Jennifer Azambuja de Morais

Almost 80 million of Brazilians are connected in some way through the internet and social networks. The digital media has increased the visibility of groups that traditionally have been forgotten, as is the case of the youth. While for some the use of these technologies should be commemorated, for others doubts exist related to the possibility of these technologies generate social changes producing a new youth´s political culture. In Brazil, the use of internet reflects the many contradictions and complexities of a society in which there is an asymmetry between economic development and social inequalities. This article examines the influence of the use of the NTIC´s in the structuring of the Brazilian political culture. We utilized data from a probabilistic survey research conducted in three cities in the South of Brazil (Porto Alegre, Florianopolis and Curitiba) in 2015 and 2016. The results suggest that the NTIC´s have not yet become strong agents of political socialization.

Formação cidadã de jovens no contexto de um regime democrático híbrido

Rute Baquero; Marcello Baquero

This paper aims to analyze the effect of the type of contemporary democratic construction in Brazil, of a hybrid nature, in the transmission of values, norms and beliefs that form the political personality of young porto-alegrenses trough the process of political socialization. Hybrid refers to a situation where the polyarchic procedures are consolidated, indicating a juridical legitimacy, that coexists, at the same time, with a social legitimacy deficit. In this context, we examine specifically how young people (from 15 to 20 years old) internalize beliefs and values related to politics and its institutions. The assumption is that the civic education of the youth does not produce the developing of attitudes and behaviors that value democratic principles, generating a political culture of distrust, cynicism and passivity. Methodologically, we use data of qualitative and quantitative nature to reach the goal of this research.

Rute Baquero; Marcello Baquero

The article discusses the relationship between education and democracy in a dialogue between the fields of education and political science. It postulates social capital as a conceptual and procedural mediation in the development of educational practices and more effective political actions, challenging both an education that domesticates and a polyarchic democracy as processes that are not sufficient to promote an emancipatory and full citizenship. Key words: education, social capital, democracy.
