pHE CIVIL RIGHTS MOVEMENT constitutes an historic effort to rid America of the contradiction between national beliefs on equality and individualism and the elements of caste in the stratification system.1 It seeks to establish Negro Americans in the status of citizen with the rights and privileges possessed by all other incumbents.2 Success would facilitate the inclusion in national policy of the goals and aspirations of the Negro minority. The civil rights struggle represents one phase of a long-standing conflict in the Western world, the effort by lower classes to acquire the prerequisites for participating in the national society on the same basis as members of privileged orders. Marshall analyzed this trend in England.3 He delineated the process by which the rights of the status evolved into three distinct components civil, political and social and each was extended to the lower classes.

This study analyzes the factors that operated during the thirties on through the mid-sixties to prevent the city and the urban township surrounding it from developing organized, cooperative responses to industrial and population growth. It concentrates on both the decisions and the failure to make decisions that had the greatest impact on maintaining the framework of city and township government.Originally published 1970.A UNC Press Enduring Edition -- UNC Press Enduring Editions use the latest in digital technology to make available again books from our distinguished backlist that were previously out of print.
