Cities mediating technological transitions: understanding visions, intermediation and consequences

Approaches to technological transitions and their management have generated considerable interest in academic and policy circles in recent years. The development of this body of work may be seen as a response to the complexities, uncertainties and problems which confront many western societies, in organising ‘sustainably’ various aspects of energy, agricultural, water, transport and health systems of production and consumption; problems which are seen as systemic and entwined or embedded in a series of social, economic, political, cultural and technological relationships. For all the light that transitions approaches shine on such processes they say little explicitly about the role of places. In this paper we address this through looking at the way in which London is currently beginning to shape a systemic transition in its energy infrastructure. We outline and discuss key aspects of the roles of strategic intermediary organisations, which have been strategically set up to intervene between technological possibilities and the territorial context of London. We draw on the case of London to highlight an emblematic example of a citys attempt to systemically re-shape its energy infrastructure and the lessons to be drawn from this. We also outline the particularity of London in this respect, the limitations of the transferability of experiences in London and highlight directions for future research in this area.

Mediating Low-Carbon Urban Transitions? Forms of Organization, Knowledge and Action

Increasingly at the scale of cities, strategies and plans to respond to the challenges of climate change and constrained resources are being developed. A range of climate change plans, low-carbon strategies, peak oil preparations and so on have been developed, often with ambitious aspirations. At the same time, new and reconstituted “intermediary” organizational forms are working between the priorities of these plans and the contexts of their “application”. This is the movement between the “what” of the plans, strategies and preparations and the priorities they embody and the “how” of attempts at their accomplishment. Drawing on research in Greater Manchester, in this paper we examine the organizational contexts constituted for such a purpose and ask fundamental questions about whose priorities are being advocated, where and how this is organized and what the implications of this are for forms of urban transition.

Urbanism in the anthropocene: Ecological urbanism or premium ecological enclaves?

Earth scientists now argue that the current geological era should be re‐named the anthropocene to better reflect the impact of humans in reshaping planetary ecology. Urbanism encompasses the social, economic and political processes most closely linked to the rapid transformation of habitats, destruction of ecologies, over use of materials and resources, and the production of pollutants and carbon emissions that threaten planetary terracide. Consequently, the key concern for 21st‐century global urbanism is to critically understand the wider societal and material implications of strategic responses to the pressures of climate change, resource constraint and their interrelationships with the global economic crisis. Eco‐cities, eco‐towns, eco city‐states, floating cities and the like represent particular, and increasingly pre‐eminent, forms of response. These types of response appear to promote the construction of ecologically secure premium enclaves that by‐pass existing infrastructure and build internalised ecological resource flows that attempt to guarantee strategic protection and further economic reproduction. If this is so this raises difficult issues as to what is left for those outside of these privileged enclaves. The search for more equitable and just forms of response requires understanding what types of alternatives to such bounded and divisible ecological security zones could be developed that contribute towards the building of more inclusive collective planetary security. In this respect, the aim of this paper is to ask: what styles of urbanism do these transformations contribute to the production of, what are the consequences of these emerging styles and what alternatives to them are being constructed?

Pathways of smart metering development: shaping environmental innovation

Utility meters are being transformed from simple measurement devices to complex socio-technical systems, enhanced by the addition of new informational and communication capacities. In this paper, we examine how there are multiple opportunities for the development of environmental applications within smarter metering systems. These include improving the efficiency of generation and distribution networks by more imaginative and customer-specific load and tariff control packages or providing customers with cost and environmental messages through user displays. The take-up of these potentials is strongly framed by the competing commercial priorities established by privatisation and liberalisation. Identifying four distinct metering technical development pathways (TDPs), the paper shows how the insertion of environmental functionalities into different smart meters is only partly a technological issue. Each TDP is designed to structure relations between users and the utilities. Different types of environmental opportunities exist within each TDP, but these potentials are often squeezed out by competing priorities. Implementing these environmental applications would require a powerful shift in regulatory and institutional frameworks within which utilities and manufacturers configure the functionalities of smart meters. It is only in this way that the flexible approach needed to recognise and reinstate environmental objectives into the development of smart meters could be realised and maintained.

Negotiating contested visions and place-specific expectations of the hydrogen economy

Abstract This paper explores the role of the ‘hydrogen economy’ as a guiding vision encompassing multiple contested technological futures, value judgements and problem framings. Hydrogen visions draw upon six overarching and competing narrative themes: power and independence; community empowerment and democratisation; ecotopia; hydrogen as technical fix; inevitability and technical progress; and ‘staying in the race’. In other words the hydrogen economy possesses great interpretive flexibility. This, it is argued, is the key to hydrogens rhetorical power, allowing it to become a space in which divergent interests and agendas are promoted. Turning to issues of scale and place, the case of London is used to document the dynamics of expectations: how the open flexible guiding vision of a hydrogen economy must inevitably be re-invented and grounded in local agendas and contexts if its promise is to become realised.

Developing a critical understanding of smart urbanism

Smart urbanism is emerging at the intersection of visions for the future of urban places, new technologies and infrastructures. Smart urbanism discourses are deeply rooted in seductive and normative visions of the future where digital technology stands as the primary driver for change. Yet our understanding of the opportunities, challenges, and implications of smart urbanism is limited. Research in this field is in its infancy, fragmented along disciplinary lines and often based on single city case studies. As a result, we lack both the theoretical insight and empirical evidence required to assess the implications of this potentially transformative phenomenon. Given the significant implications of smart urbanism there is an urgent need to critically engage with why, how, for whom and with what consequences smart urbanism is emerging in different urban contexts. The aim of this review is to unpack the different logics and rationales behind smart urbanism discourses and proposals, and in this way understand the ways by which imaginaries of urban futures are currently being constructed, along with their socio-technical and political implications for future research priorities.

Researching the Sustainable City: Three Modes of Interdisciplinarity

In this paper we explore the practice of interdisciplinarity by examining how the UK research councils addressed the problem of the sustainable city during the 1990s. In developing their research programmes, the councils recognised that the problems of the sustainable city transcended conventional disciplinary boundaries and that an interdisciplinary approach was needed. In practice, however, initially radical proposals to research the city as a complex combination of science and technology and society contracted into more cognate collaborations that emphasised either science or technology or society, with the result that interdisciplinarity came to be located within research councils rather than between them. This, in turn, led to the development of a third kind of interdisciplinarity as the responsibility for making the connections between the research programmes was outsourced to the user communities—the local authorities. Unfortunately, local authorities struggled to find the resources to conduct this work so that the radical interdisciplinarity recommended at the start of the decade remained unaccomplished at the end. In describing these events we emphasise roles of paradigms and epistemic cultures in shaping research approaches and the complications they raise for the triangulation between approaches that is assumed in the idea of interdisciplinarity. We do not wish to be entirely negative, however, and conclude by suggesting some ways in which the quality and success of this much-needed interdisciplinary work could be increased.

Reshaping Urban Infrastructure: Material Flow Analysis and Transitions Analysis in an Urban Context

Urban policy makers and researchers consistently recognize the challenge of more effectively reshaping the linkages between cities, urban infrastructure, ecosystem services, and natural resources. The aim of this article is to consider the potential value of developing connections between two currently disconnected approaches to resource use and cities - material flow analysis (MFA) and transitions analysis (TA). This article attempts to address this deficit and looks critically at resource flows through cities and the infrastructures that have been - or could be - reconfigured to more effectively manage these flows from the perspectives of MFA and TA. This is an issue that has not been addressed, with the result that inadequate attention has been paid to the reconfiguring of urban infrastructures whose construction and maintenance are, in turn, often the largest expenditures at the city government level. Insufficient attention has been given to the fact that the design, construction, and operation of infrastructures (specifically energy, waste, water, sanitation, and transport infrastructures) create a sociotechnical environment that plays an important role in shaping, and potentially reshaping, how resources are procured, used, and disposed of by the city. The challenge, of course, is how such a transition takes place, who leads it and what social and governance processes are best suited to facilitate such city transitions. This article assesses the role of MFA and TA in understanding these resource flows and urban infrastructures, making it possible to begin to tackle this challenge in practical transformative ways.

The intermediary organisation of low carbon cities : a comparative analysis of transitions in Greater London and Greater Manchester.

Making a low carbon economic future for the UK has been declared a key priority by both the previous Labour government and also the current coalition government. Yet there is a large gap between the symbolic representations of a low carbon future and their material manifestations in low carbon technologies and infrastructure in particular places. This paper addresses this gap through focusing on the organisation of urban low carbon transition activity. There is often significant capacity to act in reconfiguring urban energy systems that remains latent due to a missing organisational context for its co-ordination according to a mutually defined rationale or vision. This paper develops a conceptual framework to demonstrate and understand different modes of urban energy intermediation. Examples are used of intermediary organisation in London and Manchester to understand the strengths and partiality of each mode of intermediation and the necessity to integrate these different aspects of urban intermediary governance.

An Emerging Logic of Urban Water Management, Cochabamba, Bolivia

This paper examines the emergence of a new logic of water management in developing cities. We argue that water provision is characterised by two largely disconnected circuits of water supply. Formally organised distribution networks provide a publicly subsidised service to higher-income users, while an informal system of water vendors provides a more expensive supply to marginalised communities. A new style of water management is now challenging the productionist logic that has created and maintained these dual networks. The case study of water privatisation in the city of Cochabamba, Bolivia, illustrates how this emerging logic is reconfiguring the management of urban water networks with a shift from large supply options towards greater consideration of user needs and extension of the network to unconnected communities. The productionist logic is in a period of profound transition as efforts are being made to mesh together more effectively the formal and informal networks. While this process is highly contested, many of the central assumptions of the productionist logic are challenged and new opportunities for a more socially inclusionary and environmentally sensitive style of water management are emerging.
