Modern hardware systems of processing the video data stream for color coding apply the principle of constant brightness proposed in the development of the NTSC color coding system. This principle, like its implementation, is not free from drawbacks: loss of information on the clarity of the encoded color images, degradation of clarity in achromatic details and images as the color saturation increases, etc. In addition, the use of video data decoding formats in digital video data processing systems, such As 4:2:2, 4:2:0, 4:1:1, distorts the decoded video image. An alternative approach for encoding a color video stream is to apply the principle of constant color luminance. The work describes the coding according to the principle of constant color luminance. A comparative analysis of the transformed images is carried out with the help of the two principles given. The advantage of applying the principle of constant color brightness in digital video coding systems is shown. It is shown that using the principle of constant color brightness it is possible to obtain a gain of more than 6 dB. The implementation of the principle of constant color luminance for real and integer modern hardware platforms is described. A comparative analysis of the realizations of the principles of constant brightness and constant color luminance was carried out, showing the advantage of applying the principle of constant color luminance for some modern processors. The application of the principle of constant color luminance in digital video encoding systems can help improve the quality of recoverable color coded images.

This paper analyzes the possibility of transporting energy and information to the actuators of a space-based transformable antenna along a fiber-optic channel. The main technical and functional requirements of such a system are considered, along with ways to put it into practice. A prototype of a fiber-optic system based on commercially available components for energy-and-information exchange between actuators has been assembled and tested.

This paper discusses a technique for estimating the sensitivity of the frustrated-total-internal-reflection method as applied to the problem of detecting small amounts of substances on objects. The technique has been experimentally certified on a device for detecting trace quantities of explosive substances.

Investigations about hazardous substances traces detection by using absorption infrared spectroscopy are described in this work. Method of numerical modeling of hazardous substances tracesradiation interaction based on attenuated total reflectance effect is calculated. Results of researches were used in explosives traces detection device elaboration. As a substance carrier fingerprints, paper etc. can be used. Diffracting array is used as a spectral analyzer.

The questions of optical beam quality of COIL are considered. The classification and meanings of different type of optical aberrations in COIL is presented. The ways of compensation of amplitude aberration by structure-parametrical optimization of the unstable resonator are offered. The scheme of automatically resonator alignment for compensation of phase aberrations originated from misalignment is presented. The 3D numerical modeling and investigation of gas flow and chemical kinetic in COIL is fulfilled. The scales and magnitude phase aberrations coimected with gas flow non-homogeneities are analyzed. The optimization of the COIL nozzle bank length from point of view of maximal beam brightness is fulfilled.

Results of an investigation aimed at improving the efficiency of pulsed-periodic neodymium glass lasers are presented. The choice of the efficiency criterion of the laser system as the product of the radiation power and the Strehl number made it possible to formulate and substantiate several practical recommendations on the choice of optimum operating-mode—structure parameters of a pulsed-periodic laser.

We present the results of computational investigation of the loss in contrast of interference patterns of lateral shear with a reference beam. We consider the behavior of the degree of coherence over the active element cross-section and in time after starting the laser pumping system in operation, as well as the behavior of the integral degree of probing-radiation depolarization.

Results of investigations of the space-time structure of distortions in the glass active element of a high-power solid-state laser with and without cooling of the active element are reported. A possibility is shown and the domains of applicability are determined for correction of spherical distortions by adjustment of a telescopic resonator.
