Regression-fuzzy approach to land valuation

In this paper, we demonstrate that the fuzzy pricing model can improve regression analysis in applications where non-smoothness appears. Combining the fuzzy and regression approaches it is capable of modelling complex non-linearities. The application of this approach describes an effort to design a regression-fuzzy system to estimate real estate market values, especially for vacant urban plots. The results are compared with those obtained using a traditional multiple regression model only. The changes of parameters in the domain of independent variables of the regression function are determined by the analysis of membership functions defining the terms of the fuzzy model. The paper also describes possible future research. The suggested method is interesting for real estate appraisers, real estate companies, and bureaus because it provides a better overview of location prices. The suggested approach could be also used in various other economic and business analyses.

Regions for Servicing Old People: Case study of Slovenia

Abstract Background: Aging is one of the most serious problems that most developed countries are facing in the 21st century. In the European Union, Member States are responsible for the planning, funding and administration of health care and social protection systems. Local authorities and state governments should undertake research toward developing an appropriate array of community-based care services for old people. Objectives: This study analyses the regions of Slovenia for servicing old people in the 2000-2010 time horizon. Methods/Approach: Sets of functional regions were modelled for each year in the analysed period using the Intramax method. Functional regions were evaluated based on the attractiveness of central places for labour commuters and the propensity to commute between regions. Results: The results show that in addition to the nominally declared regional centres of Slovenia, there are also some other local centres that should be potentially included in the functional areas for servicing old people. Conclusions: The results suggest that the regionalization into seven functional regions is the most convenient for servicing old people in the region. Furthermore, some additional functional regions at a lower level are suggested.

The influence of protected natural and cultural heritage on land management/market - the case of Slovenian natural protected areas.

This article is focused on finding problems in land use domain in the areas of protected natural and cultural heritage. In the paper, the influence of special regulation in the natural and cultural protected areas on land management is presented. The paper gives an overview on history of cultural heritage and nature protection initiatives in Slovenia and provides a review on basic EU and international initiatives, conventions in this field. For the case of Slovenian rural land market, it highlights the problem of complex institutional regulations relating to land management in the protected areas, which affect mostly local people. Here, the impact of the protected regimes, the case of pre-emption right, on land management and consequently spatial development in local communities is stressed, which is an important topic in particular in less developed regions since restriction of land use often means more complex, costly and time lasting procedures in land management and less opportunities as the consequence.

Dynamics and local policy in labour commuting

Dynamics and local policy in labour commuting Background: In the paper, the influence of the selected parameters, which are population, travel time to work by car, employment rate and average gross earnings, to labour commuting flows in Slovenia is analysed for the period 2000 - 2009. Furthermore, the dynamics of the analysed parameters have been studied to be implemented in the local policy application. Objectives: The main goal of this research has been to study the stickiness and attractiveness of Slovenian municipalities regarding the analysed parameters to support local labour commuting policy. Methods/Approach: The influence of the analysed parameters to the labour commuting flows has been studied in the extended gravity model. The change of the influence of parameters on commuting flows has been studied separately for each year in the analysed period. Additionally, the calculation of the extended gravity model has been performed for the whole analysed period. Results: The results show that the analysed parameters more attracted than dispatched the inter-municipal labour commuting flows in Slovenia in the study period. The results of the study of the dynamics of the analysed parameters have been implemented in the case study at the local level. Conclusions: The results provide the important empirical contribution to physical planners at the state, regional and/or local level for creating development policies. The results show that some factors in the gravity model can be compensated with the change of the others and vice-versa.

Intramax and other objective functions: The case of Slovenia

Abstract The use of different objective functions in hierarchical aggregation procedures is examined in this paper. Specifically, we analyse the use of the original Intramax objective function, the sum-of-flows objective function, the sum-of-proportions-to-intra-regional-flows objective function, Smart’s weighted interaction index, the first and second CURDS weighted interaction indices, and Tolbert and Killian’s interaction index. The results of the functional regionalisation have been evaluated by self-containment statistics, and they show that the use of the original Intramax procedure tends to delineate operationally the most persuasive and balanced regions that, regarding the intra-regional flows, homogeneously cover the analysed territory. The other objective functions give statistically better but operationally less suitable results. Functional regions modelled using the original Intramax procedure were compared to the regions at NUTS 2 and NUTS 3 levels, as well as to administrative units in Slovenia. We conclude that there are some promising directions for further research on functional regionalisation using hierarchical aggregation procedures.

The impact of public investments in facilities on the potential housing market for older persons

Purpose This paper aims to analyse the impact of public investments in facilities on the potential housing market for older persons by expanding the generally used approach of modelling working-age population to the approach of modelling the cohort of older population. Design/methodology/approach The paper introduces an asymmetric approach and normalization to the special case of spatial interaction models, i.e. the Lowry-like model, to analyse significant factors that influence migration flows structured by age cohorts. The model uses publicly available and free databases at the mezzo level in a state. The analysis was performed for inter-municipal interactions of migrants structured by age cohorts. Findings The results show the different influences of Lowry’s main factors that influence the migration flows in industrial societies. The higher the average age of migrants, the lower the influences in the Lowry model. But, this is also valid for the impact of investments in public facilities and their management at the mezzo level on older migrants. Furthermore, institutional care facilities in a local community were proven to be an important factor to attract older persons. Research limitations/implications The results show that there are other important factors that influence the migration flows of older persons. So, for better results, more structured data on investments and management of the facilities and other more subjective factors should be included in the model. Practical implications The paper gives suggestions for further development of the models to analyse the potential housing market for older persons. Originality/value In addition to the suggested approach to study the impact of investments in facilities on the older population, this paper also identifies a need for more in-depth studies into this topic in the near future.

Suitability analysis of land use records of agricultural and forest land for detecting land use change on the case of the Pomurska Statistical Region

The article presents the results of suitability analysis of land use records of agricultural and forest land from the Slovenian ministry responsible for agriculture, for the purpose of land use change monitoring in Slovenia. To date, these data are the only systematically gathered data concerning land use in the country. For qualitative land use change detection, the metadata of land use datasets are of crucial importance. In the article, the changing criteria for land use data acquisition of agricultural and forest land are exposed. For the case of the Pomurska Statistical Region, the analysis of land use change has been conducted based on land use data of the agricultural ministry in the period 2002–2011. The main objective has been to provide the basic information on the quality of used datasets in order to assist the critical and correct interpretation and use of land use data of the agricultural sector.

Forecasting Dynamics of Daily Commuting to Work to Other Municipality in the Case of Changing Taxation Policies

The forecasting of dynamics of trips to work is an important indicator for planning transportation in regions. The impact of changing property taxation on daily commuting of human resources is studied here using normalised and extended gravity model with the acronym NE_SIM. The taxation model is included in the NE_SIM gravity approach. The results for Slovenia are presented as a case study. The regression analysis of the linearized model implemented in Slovenia shows the following: if the property tax in the biggest city would increase so that the difference between interest rate and taxation rate would fall from 3% to 1% while other parameters would not change, then the daily commuting would increase by nearly 24%. The same approach can be used for forecasting the changes of in-flows in any spatial unit of a certain state, which would enable better planning of inter-municipality’s transport infrastructure and logistics.

Use of Constraints in the Hierarchical Aggregation Procedure Intramax

Abstract Background: Intramax is a hierarchical aggregation procedure for dealing with the multi-level specification problem and with the association issue of data set reduction, but it was used as a functional regionalization procedure many times in the past. Objectives: In this paper, we analyse the simultaneous use of three different constraints in the original Intramax procedure, i.e. the contiguity constraint, the higher-inner-flows constraint, and the lower-variation-of-inner-flows constraint. Methods/Approach: The inclusion of constraints in the Intramax procedure was analysed by a programme code developed in Mathematica 10.3 by the processing time, by intra-regional shares of total flows, by self-containment indexes, by numbers of singleton and isolated regions, by the number of aggregation steps where a combination of constraints was applied, by the number of searching steps until the combination of constraints was satisfied, and by surveying the results geographically. Results: The use of the contiguity constraint is important only at the beginning of the aggregation procedure; the higher-inner-flows constraint gives singleton regions, and the lower-variation constraint forces the biggest employment centre as an isolated region up to a relatively high level of aggregation. Conclusions: The original Intramax procedure (without the inclusion of any constraint) gives the most balanced and operative hierarchical sets of functional regions without any singletons or isolated regions.
