Tradicionalmente los desastres naturales han sido considerados un fenomeno neutro desde la perspectiva de genero. Sin embargo, desde la decada de los noventa del siglo xx aparecen investigaciones que han puesto de manifiesto que las desigualdades de genero, interactuando con otros factores, aumentan la vulnerabilidad de las mujeres ante catastrofes naturales. La finalidad de este articulo es analizar si se ha incorporado y como la perspectiva de genero en la gestion del riesgo de desastres en los Objetivos de Desarrollo del Milenio (ODM) y en los Objetivos de Desarrollo Sostenible (ODS), en tanto que ambos documentos marcan la agenda mundial en el ambito del desarrollo desde comienzos del siglo xxi. Las conclusiones indican que las cuestiones de genero y gestion del riesgo de desastres aparecen formuladas de forma mas clara en los ODS, mostrando una evolucion entre ambos textos.

Work – both paid and unpaid – is a fundamental part of people’s lives and the way it is integrated into their lives, as well as the conditions in which it is carried out, strongly affects people’s well-being. Indeed, the concept of ‘work-life balance’ is an integral part of policies aimed at employment and equality in most countries in the European Union, and in the framework of the European Employment Strategy ‘work- life balance’ has been introduced as one of the indicators for measuring quality of employment (CEC, 2001, p. 13). Achieving quality in employment thus encompasses balance between the spheres of work and personal life. This approach introduces new criteria of job quality, a concept which has traditionally focused only on features intrinsic to the job. The inclusion of work-1 ife balance implies the broadening of the concept of work by also taking into consideration the unpaid work that takes place in the home.

In the same way as any other type of social organization, NGOs evidence the existence of gender inequalities in their structure and internal functioning. This paper aims at analysing this issue in the case of Development NGOs, through the study of the practices, dynamics and rhetoric that go on inside them. Particular attention is paid to one of its effects: the (in)visibility of women in this kind of organization, an examination being made of the two dimensions of this phenomenon. On the one hand, the paper studies the invisibility of gender issues, which arises out of the inequality that exists in such organizations. On the other hand, we focus on the excessive visibility of anything that goes against established rules, starting out from the processes of change in the gender roles that are occurring in some Development NGOs.
