The purpose of this study was to examine the circulating filarial antigen (CFA) detected by the monoclonal antibody (mAb) Og4C3-ELISA in paired samples of serum and hydrocele fluid from 104 men with hydrocele, living in an endemic area of Wuchereria bancrofti. Nocturnal blood specimens were filtered and examined for microfilariae (MF) and ultrasound was used in order to identify the presence of adult worms (the filaria dance sign - FDS) in the lymphatic vessels of the scrotal area. Four groups were selected according to their parasitological status: group I - 71 MF- and FDS-; group II - 21 MF+ and FDS+; group III - 10 MF- and FDS+ and group IV- 2 MF+ and FDS-. CFA was identified simultaneously (fluid and serum) in 11 (15.5%), 21 (100%), 3 (30%), and 1 (50%) in groups I, II, III, and IV, respectively. In despite of high CFA+ level (antigen Og4C3) units/ml, the Geometrical Mean (GM) = 2696) in the sera of these 36/104 paired samples, when compared to the hydrocele fluid, (GM = 1079), showed a very good correlation between the CFA level in the serum and CFA level in the fluid (r = 0.731). CFA level in the serum of the 23 microfilaremics (groups II and IV) was extremely high (GM = 4189) and was correlated with MF density (r = 0.442). These findings report for the first time the potential alternative use of the hydrocele fluid to investigate CFA using the mAb Og4C3-ELISA.

According to the Universal Declaration of Human Rights, Article 21: “Everyone has the right to take part in the government of his country, directly or through freely chosen representatives”. Article 1 of Brazil’s 1988 Citizens’ Constitution 2 recognizes this new institutional framework when it states: “All power comes from the people, who exercise it through elected representatives or directly”. Twenty-five years after passage of the 1988 Constitution, Executive Order n. 8,243 3 of May 23, 2014, created the National Policy for Social Participation (PNPS) and the National System for Social Participation, aimed at the creation, strengthening, and linkage of existing democratic structures for participation and their interface with the Federal government administration and civil society. O artigo versa a instalação e funcionamento da rede sociotécnica denominada Rede Ibero-Americana de Direito Sanitário no ciberespaço que constitui uma instância académica destinada a estudos e pesquisas na área do direito à saúde, composta por universidades e institutos de ensino e pesquisa dos países das Américas e da Região Ibérica. O estudo apresenta as bases teórica e metodológica em que se baseia a estrutura da rede de cooperação técnica e científica utilizando o método de estudo de caso. O estudo aponta para uma profícua produção intelectual no tema do direito à saúde, especialmente concentrada em sub-redes no âmbito de uma network de maior abrangência. Conclui que com as distâncias físicas em escala continental, a utilização desta rede alargada como opção de trabalho em grupo tem sido reconhecida em termos da sua eficiência e eficácia.

RESUMO Numa gestao democratica participativa, a Ouvidoria aparece com um espaco de escuta dos cidadaos, assim este trabalho apresenta uma analise das demandas protocoladas no Disque Saude, um setor do departamento da Ouvidoria Geral do SUS, responsavel em atender os cidadaos para disseminar informacoes de saude e tambem registrar reclamacoes, elogios, denuncias e sugestoes. Atraves de uma pesquisa quali-quantitativa, foi utilizado na coleta de dados, procedimentos de pesquisa documental e bibliografica. Concluindo que a importância da participacao cidada consolida cada vez mais a gestao a fim de tornar as politicas publicas em saude mais efetivas. ABSTRACT In a democratic participatory management, the Ombudsman appears with a space for listening to the citizens. This paper presents an analysis of the claims filed in the “Disque Saude”, a sector of the Ombudsman Department of SUS that is responsible to attended citizens. This Departament disseminates health information and also registers complaints and suggestions. It was made a qualitative and quantitative research by a collecting data, researching procedures and documenting literature. Concluding that the importance of citizen participation consolidates increasingly managing to make public health policies more effective. RESUMEN En una gestion participativa democratica, el Defensor del Pueblo aparece con un espacio para escuchar a los ciudadanos, por lo que este articulo se presenta un analisis de las alegaciones presentadas en la Linea de la Salud, un sector del Departamento de Ombudsman SUS, ciudadanos responsables a servir en la difusion de informacion sobre la salud y tambien registrar quejas, felicitaciones, quejas y sugerencias. A traves de un estudio cualitativo y cuantitativo se utilizo para recopilar datos, protocolos de investigacion y la literatura documental. Concluyendo que la importancia de la participacion ciudadana consolida cada vez mas la gestion para que las politicas de salud publica mas eficaz.
