Although a number of comprehensive reviews have examined global ecosystem services (ES), few have focused on studies that assess urban ecosystem services (UES). Given that more than half of the world’s population lives in cities, understanding the dualism of the provision of and need for UES is of critical importance. Which UES are the focus of research, and what types of urban land use are examined? Are models or decision support systems used to assess the provision of UES? Are trade-offs considered? Do studies of UES engage stakeholders? To address these questions, we analyzed 217 papers derived from an ISI Web of Knowledge search using a set of standardized criteria. The results indicate that most UES studies have been undertaken in Europe, North America, and China, at city scale. Assessment methods involve bio-physical models, Geographical Information Systems, and valuation, but few study findings have been implemented as land use policy.

Scale Mismatches in Management of Urban Landscapes

Urban landscapes constitute the future environment for most of the worlds human population. An increased understanding of the urbanization process and of the effects of urbanization at multiple scales is, therefore, key to ensuring human well-being. In many conventional natural resource management regimes, incomplete knowledge of ecosystem dynamics and institutional constraints often leads to institutional management frameworks that do not match the scale of ecological patterns and processes. In this paper, we argue that scale mismatches are particularly pronounced in urban landscapes. Urban green spaces provide numerous important ecosystem services to urban citizens, and the management of these urban green spaces, including recognition of scales, is crucial to the well-being of the citizens. From a qualitative study of the current management practices in five urban green spaces within the Greater Stockholm Metropolitan Area, Sweden, we found that 1) several spatial, temporal, and functional scales are recognized, but the cross-scale interactions are often neglected, and 2) spatial and temporal meso-scales are seldom given priority. One potential effect of the neglect of ecological cross-scale interactions in these highly fragmented landscapes is a gradual reduction in the capacity of the ecosystems to provide ecosystem services. Two important strategies for overcoming urban scale mismatches are suggested: 1) development of an integrative view of the whole urban social-ecological landscape, and 2) creation of adaptive governance systems to support practical management.

The Dynamics of Social-Ecological Systems in Urban Landscapes: Stockholm and the National Urban Park, Sweden

Abstract: This study addresses social‐ecological dynamics in the greater metropolitan area of Stockholm County, Sweden, with special focus on the National Urban Park (NUP). It is part of the Millennium Ecosystem Assessment (MA) and has the following specific objectives: (1) to provide scientific information on biodiversity patterns, ecosystem dynamics, and ecosystem services generated; (2) to map interplay between actors and institutions involved in management of ecosystem services; and (3) to identify strategies for strengthening social‐ecological resilience. The green areas in Stockholm County deliver numerous ecosystem services, for example, air filtration, regulation of microclimate, noise reduction, surface water drainage, recreational and cultural values, nutrient retention, and pollination and seed dispersal. Recreation is among the most important services and NUP, for example, has more than 15 million visitors per year. More than 65 organizations representing 175,000 members are involved in management of ecosystem services. However, because of population increase and urban growth during the last three decades, the region displays a quite dramatic loss of green areas and biodiversity. An important future focus is how management may reduce increasing isolation of urban green areas and enhance connectivity. Comanagement should be considered where locally managed green space may function as buffer zones and for management of weak links that connect larger green areas; for example, there are three such areas around NUP identified. Preliminary results indicate that areas of informal management represent centers on which to base adaptive comanagement, with the potential to strengthen biodiversity management and resilience in the landscape.

Anticipatory governance for social-ecological resilience.

AbstractAnticipation is increasingly central to urgent contemporary debates, from climate change to the global economic crisis. Anticipatory practices are coming to the forefront of political, organizational, and citizens’ society. Research into anticipation, however, has not kept pace with public demand for insights into anticipatory practices, their risks and uses. Where research exists, it is deeply fragmented. This paper seeks to identify how anticipation is defined and understood in the literature and to explore the role of anticipatory practice to address individual, social, and global challenges. We use a resilience lens to examine these questions. We illustrate how varying forms of anticipatory governance are enhanced by multi-scale regional networks and technologies and by the agency of individuals, drawing from an empirical case study on regional water governance of Mälaren, Sweden. Finally, we discuss how an anticipatory approach can inform adaptive institutions, decision making, strategy formation, and societal resilience.

Challenging dichotomies – exploring resilience as an integrative and operative conceptual framework for large-scale urban green structures

Urban planners and urban planning as a field face a major challenge in balancing urban development interests against the need to safeguard socially equitable and ecologically functional green space. This need is still commonly seen through a modernist lens, whereby large-scale green areas are viewed as an antithesis to the city, creating a polarised landscape seemingly free from cross-scale social and ecological interactions. This study reports on a transdisciplinary work process that aimed to challenge this polarisation by exploring more integrative and operative planning approaches to large-scale urban green structures, using the concept of resilience, both as a theoretical umbrella and in relation to a case study in Stockholm, Sweden. The exploration took the form of a series of workshops in which professionals from the fields of planning, urban design, ecology, landscape architecture, and environmental history, as well as city-wide and regional planning, took part. Throughout the process, tentative designs served as “touchstones”, bringing questions from a theoretical level to a hands-on, specific, local context. This paper identifies three ways that resilience science can be useful in the planning and management of large urban green structures. Firstly, resilience can introduce complexity and thus make visible synergies and “win–win” situations within planning. Secondly, in highlighting change, resilience can offer alternatives to present conservationist perspectives on green space planning and thus offer constructive ways out of planning-related deadlocks. Thirdly, resilience can be advantageously combined with the concept of “legibility” in clarifying common goals and thus helping to build a constituency which will sustain large-scale green structures over time.

Developing an analytical framework for assessing progress toward ecosystem-based management

Ecosystem-based management (EBM) has become a key instrument of contemporary environmental policy and practice. Given the increasingly important role of EBM, there is an urgent need for improved analytical approaches to assess if and to what extent EBM has been accomplished in any given case. Drawing on the vast literature on EBM, we identify five key ecosystem aspects for assessment. By linking these aspects to four phases of management, we develop an interdisciplinary, analytical framework that enables a high-resolution and systematic assessment of the degree of specificity and integration of ecosystem aspects in an EBM. We then apply the framework to evaluate five coastal EBM initiatives in Sweden, four on the Baltic coast and one on the west coast. Our results demonstrate our framework’s usefulness for in-depth and continuous assessments of processes aiming for EBM, and also provide an empirical basis for inferences about the key challenges for successful EBM.

Human population growth and resource use, mediated by changes in climate, land use, and water use, increasingly impact biodiversity and ecosystem services provision. However, impacts of these drivers on biodiversity and ecosystem services are rarely analyzed simultaneously and remain largely unknown. An emerging question is how science can improve the understanding of change in biodiversity and ecosystem service delivery and of potential feedback mechanisms of adaptive governance. We analyzed past and future change in drivers in south-central Sweden. We used the analysis to identify main research challenges and outline important research tasks. Since the 19th century, our study area has experienced substantial and interlinked changes; a 1.6°C temperature increase, rapid population growth, urbanization, and massive changes in land use and water use. Considerable future changes are also projected until the mid-21st century. However, little is known about the impacts on biodiversity and ecosystem services so far, and this in turn hampers future projections of such effects. Therefore, we urge scientists to explore interdisciplinary approaches designed to investigate change in multiple drivers, underlying mechanisms, and interactions over time, including assessment and analysis of matching-scale data from several disciplines. Such a perspective is needed for science to contribute to adaptive governance by constantly improving the understanding of linked change complexities and their impacts.

Patterns and Challenges of Urban Nature Conservation—A Study of Southern Sweden

The current, dominating strategy of nature conservation within urban landscapes is to formally protect remaining patches of unexploited nature in nature reserves. However, integration of nature conservation frameworks into urban planning requires reconsideration of key issues, such as why, where, and how to protect nature in a purposeful way. As part of that process I statistically evaluate current nature conservation in 209 municipalities in southern Sweden by analysing the number, size, age, and land cover patterns of 1869 nature reserves in relation to the degree of urbanisation. The analyses reveal that in urban municipalities the nature reserves are fewer, but larger, and have a higher diversity of land covers. Having large nature reserves may be especially important in urban landscapes, since it is often highly fragmented. The land cover compositions show no differences between urban and rural nature reserves. However, urban nature reserves differ more from their surroundings compared with rural nature reserves, according to the identified changes in representation of land cover types with an increasing degree of urbanisation. The most urgent future challenge identified is to develop urban nature conservation strategies that are integrated into the urban context including other green areas and built-up areas, the land-use history, and the requirements for local ecosystem services across the landscape.

Using Behavioural Insights to Promote Food Waste Recycling in Urban Households—Evidence From a Longitudinal Field Experiment

Promoting pro-environmental behaviour amongst urban dwellers is one of todays greatest sustainability challenges. The aim of this study is to test whether an information intervention, designed based on theories from environmental psychology and behavioural economics, can be effective in promoting recycling of food waste in an urban area. To this end we developed and evaluated an information leaflet, mainly guided by insights from nudging and community-based social marketing. The effect of the intervention was estimated through a natural field experiment in Hökarängen, a suburb of Stockholm city, Sweden, and was evaluated using a difference-in-difference analysis. The results indicate a statistically significant increase in food waste recycled compared to a control group in the research area. The data analysed was on the weight of food waste collected from sorting stations in the research area, and the collection period stretched for almost 2 years, allowing us to study the short- and long term effects of the intervention. Although the immediate positive effect of the leaflet seems to have attenuated over time, results show that there was a significant difference between the control and the treatment group, even 8 months after the leaflet was distributed. Insights from this study can be used to guide development of similar pro-environmental behaviour interventions for other urban areas in Sweden and abroad, improving chances of reaching environmental policy goals.
