The failure of non‐binding declarations to achieve university sustainability

Purpose – This paper aims to assess the impact and value of non‐binding agreements or declarations in achieving sustainability in universities.Design/methodology/approach – A case study of Royal Melbourne Institute of Technology (RMIT) University is presented, analysing the reasons for lack of progress towards sustainability and evaluating best ways forward. Using a timeline and analysis of historical records for the 12 years since RMIT first engaged in the sustainability agenda, major trends in the process of implementing policies are identified. Secondly, 15 semi‐structured interviews with university leaders and key sustainability stakeholders from across the university are analysed to provide insight into how and why the university has failed to achieve sustainability.Findings – New implications for successfully achieving sustainability arise from these findings. Professional development for education for sustainability: How advanced are Australian universities?

– This paper seeks to report research undertaken to assess the extent to which Australian universities were engaged in professional development (PD) activities focusing on the development of education for sustainability for their academics., – This web‐based survey seeks to identify the existence of PD programs and teaching induction programs within universities, or where programs in tertiary teaching that included any sustainability education content were offered., – While the vast majority of universities had information about PD available, only one offers a PD course designed to introduce academics to sustainability and teaching sustainability. This is despite the high number of Australian universities that have signed sustainability education declarations, which include commitments to achieving sustainability literacy in staff and students., – The survey focused only on information contained on web sites, and information that would not have been identified by this methodology such as informal programs, forums and workshops, and anything on secure staff “intranet” sites., – This research indicates that in Australia there is only very limited PD activity, which provides one explanation for the limited extent to which education for sustainability is evident in universities., – There is little information about PD activity in universities generally, and especially in Australia. This research provides a starting‐point investigation into activity that may have been missed by the research. More importantly, it provides a base for the exploration of PD programs that will be the most effective and efficient in facilitating education for sustainability.

Insights into the value of a ‘stand‐alone’ course for sustainability education

Education for sustainability (EfS) is emerging as an urgent imperative and challenge for higher education. But what exactly does it mean to put sustainability into higher education? How do we bring sustainability themes into university curriculum, across the enormous diversity of academic disciplines? This paper describes the experience of teaching a large ‘stand‐alone’ EfS subject which sits within the professional contexts of the large first‐year cohort undertaking it. We describe the themes, architecture and approach to sustainability education taken in this course and evaluate the learning and assessment activities offered to students. We conclude with reflections on the student experience and feedback, which suggests that while academics build towards a deeply embedded sustainability ethic in higher education, specialist parallel courses have a valuable role to play in the transition to sustainable futures.

Social context and the role of collaborative policy making for private land conservation

Recent decades have seen a proliferation of conservation programmes designed to encourage private landholders to protect and enhance biodiversity on their land. This paper reviews research emphasising the role of social context in shaping private land conservation (PLC) outcomes. We examine the potential for a collaborative policy-making process incorporating design and implementation of PLC programmes to reduce conflict between conservation agencies and landholders and increase community consensus around PLC issues. Collaborative partnerships nested at the sub-watershed governance level may represent the most appropriate geographic scale for engaging community interest, whilst linking PLC efforts to higher-level institutional frameworks.

Raising the bar for systematic conservation planning

Systematic conservation planning (SCP) represents a significant step toward cost-effective, transparent allocation of resources for biodiversity conservation. However, research demonstrates important consequences of uncertainties in SCP and of basing methods on simplified circumstances involving few real-world complexities. Current research often relies on single case studies with unknown forms and amounts of uncertainty as well as low statistical power for generalizing results. Consequently, conservation managers have little evidence for the true performance of conservation planning methods in their own complex, uncertain applications. To build effective and reliable methods in SCP, there is a need for more challenging and integrated testing of their robustness to uncertainty and complexity, and much greater emphasis on generalization to real-world situations.

The ethics of offsetting nature

Biodiversity offsetting is transforming conservation practice around the world. Development activities that degrade or destroy biodiversity at one location are now increasingly acceptable because of compensatory environmental gains generated elsewhere. This change represents a major shift in how nature is protected, and yet its philosophical justification has received little attention. We argue that biodiversity offsetting aligns most easily with a utilitarian ethic, where outcomes rather than actions are the focus. However, offsetting schemes often neglect to account for the multiple values that people assign to biodiversity – including unique, place-based values. Furthermore, the implications of defining nature as a tradeable commodity may affect our sense of obligation to protect biodiversity. Incorporating detectability of threatened species into environmental impact assessment

Environmental impact assessment (EIA) is a key mechanism for protecting threatened plant and animal species. Many species are not perfectly detectable and, even when present, may remain undetected during EIA surveys, increasing the risk of site-level loss or extinction of species. Numerous methods now exist for estimating detectability of plants and animals. Despite this, regulations concerning survey protocol and effort during EIAs fail to adequately address issues of detectability. Probability of detection is intrinsically linked to survey effort; thus, minimum survey effort requirements are a useful way to address the risks of false absences. We utilized 2 methods for determining appropriate survey effort requirements during EIA surveys. One method determined the survey effort required to achieve a probability of detection of 0.95 when the species is present. The second method estimated the survey effort required to either detect the species or reduce the probability of presence to 0.05. We applied these methods to Pimelea spinscens subsp. spinescens, a critically endangered grassland plant species in Melbourne, Australia. We detected P. spinescens in only half of the surveys undertaken at sites where it was known to exist. Estimates of the survey effort required to detect the species or demonstrate its absence with any confidence were much higher than the effort traditionally invested in EIA surveys for this species. We argue that minimum survey requirements be established for all species listed under threatened species legislation and hope that our findings will provide an impetus for collecting, compiling, and synthesizing quantitative detectability estimates for a broad range of plant and animal species.

Locating financial incentives among diverse motivations for long-term private land conservation

A variety of policy instruments are used to promote the conservation of biodiversity on private land. These instruments are often employed in unison to encourage land stewardship beneficial for biodiversity across a broad range of program types, but questions remain about which instruments are the appropriate tools when seeking long-term change to land-management practice. Drawing on three case studies, two in Australia and one in South Africa, spanning various program types—a biodiverse carbon planting scheme, a covenanting program, and a voluntary stewardship program—we investigate the importance of financial incentives and other mechanisms from the landholder’s perspective. From participant interviews we find that landholders have preconceived notions of stewardship ethics. Motivations to enroll into a private land conservation program are not necessarily what drives ongoing participation, and continued delivery of multiple mechanisms will likely ensure long-term landholder engagement. Financial incentives are beneficial in lowering uptake costs to landholders but building landholder capacity, management assistance, linking participants to a network of conservation landholders, and recognition of conservation efforts may be more successful in fostering long-term biodiversity stewardship. Furthermore, we argue that diverse, multiple instrument approaches are needed to provide the flexibility required for dynamic, adaptive policy responses. We raise a number of key considerations for conservation organizations regarding the appropriate mix of financial and nonfinancial components of their programs to address long-term conservation objectives.

Wildlife gardening for collaborative public–private biodiversity conservation

ABSTRACT Complementary public and private conservation action is required to sustain native biodiversity in cities. Residents can contribute by wildlife gardening – removing environmental weeds, cultivating indigenous flora, and improving habitat in their gardens. There is currently little guidance about how best to involve residents in wildlife gardening and align their work with public land management. We explored how a purposively chosen wildlife gardening program in Melbourne, Australia engaged and supported residents to augment local government efforts to conserve indigenous biota. Sixteen semi-structured interviews were conducted with program members to understand the program’s impact on their gardening and their connections with their council and community. Unpublished Council survey data were used to position interview findings on wildlife gardening activities and the value of program features. Interviewees detailed how they modified their gardening to assist their council to conserve indigenous biota. Five program features were implicated in this change: (1) on-site garden assessment; (2) indigenous community nursery; (3) communication hubs; (4) a framework that fosters experiential learning and community linkages; and (5) endorsement of each garden’s potential conservation contribution. Collaborative wildlife gardening programs can engage residents to manage their land to achieve landscape-focused conservation goals while building relationships with council and community.

Factors influencing property selection for conservation revolving funds

Finding sustainable ways to increase the amount of private land protected for biodiversity is challenging for many conservation organizations. In some countries, organizations use revolving-fund programs, whereby land is purchased and then sold to conservation-minded owners under condition they enter into a conservation covenant or easement. The sale proceeds are used to purchase, protect, and sell additional properties, incrementally increasing the amount of protected private land. Because the effectiveness of this approach relies on selecting appropriate properties, we explored factors currently considered by practitioners and how these are integrated into decision making. We conducted exploratory, semistructured interviews with managers from each of the 5 major revolving funds in Australia. Responses indicated although conservation factors are important, financial and social factors are also highly influential. A major determinant was whether the property could be resold within a reasonable period at a price that replenishes the fund. To facilitate resale, often selected properties include the potential for the construction of a dwelling. Practitioners face with clear trade-offs between conservation, financial, amenity, and other factors in selecting properties and 3 main challenges: recovering the costs of acquisition, protection, and resale; reselling the property; and meeting conservation goals. Our findings suggest the complexity of these decisions may constrain revolving-fund effectiveness. Drawing from participant responses, we identified potential strategies to mitigate these risks, such as providing adequate recreational space without jeopardizing ecological assets. We suggest managers could benefit from a shared-learning and adaptive approach to property selection given the commonalities between programs. Understanding how practitioners deal with complex decisions in the implementation of revolving funds helps identify future research to improve the performance of this conservation tool.
