Byungkyu Kim; Mu-Yeong Kang; Seon-Heui Choi; Soon-Young Kim; Beom-Jong You; Jae-Do Shin

There have been little comprehensive research for studying impact of foreign journals on Korean scientists. The main reason for this is because there was no extensive citation index database of domestic journals for analysis. Korea Institute of Science and Technology Information (KISTI) built the Korea Science Citation Database (KSCD). and have provided Korea Science Citation Index (KSCI) and Korea Journal Citation Reports (KJCR) services. In this article, citing behavior of Korean scientists on foreign journals was examined by using KSCD that covers Korean core journals. This research covers (1) analysis of foreign document types cited. (2) analysis of citation counts of foreign journals by subject and the ratio of citing different disciplines, (3) analysis of language and country of foreign documents cited, (4) analysis of publishers of journals and whether or not journals are listed on global citation index services and (5) analysis for current situation of subscribing to foreign electronic journals in Korea. The results of this res arch would be useful for establishing strategies for licensing foreign electronic journals and for information services. From this research, immediacy citation rate (average 1.46%), peak-time (average 3.9 years) and half-life (average 8 years) of cited foreign journals were identified. It was also found that Korean scientistis tend to cite journals covered in SCI(E) or SCOPUS, and 90% of cited foreign journals have been licensed by institutions in Korea.

A large and reliable citation database is necessary to identify and analyze citation behavior of Korean researchers in science and technology. Korea Institute of Science and Technology Information (KISTI) built the Korea Science Citation Database (KSCD), and have provided Korea Science Citation Index (KSCI) and Korea Journal Citation Reports (KJCR) services. In this article, citing behavior of Korean scientists on Korean journals was examined by using the KSCD that covers 459 Korean core journals. This research dealt with (1) statistical numeric information of journals in KSCD, (2) analysis of document types cited. (3) ratio of domestic to international documents cited and ratio of citing different disciplines. (4) analysis on immediacy index, peak time, and half-life of cited documents, and (5) analysis on impact of journals based on KJCR citation indicators. From this research, we could find the immediacy citation rate (average 2.36%), peak-time (average 1.7 years) and half-life (average 5.2 years) of cited journals in Korea. We also found that the average journal self-citation rate is more than 50% in every field. In sum, citing behavior of Korean scientists on Korean journals was comprehensively identified from this research.

Study on Strategies for Improving Application of Archived Data: Focused on International and Domestic Journal Articles

Youngim Jung; Ho-Nam Choi; Seon-Heui Choi

ABSTRACT Since core scholarly journals have been digitalized, demands on the perpetual access and long-term preservation of subscribed digital information resour ces by libraries are increasing. Various institutions and organizations have performed the prese rvation activities of digital scholarly resources for the purpose of responding those demands . This paper illustrates the National Digital Archive(NDA) system proposed and developed by KISTI and discusses on the NDA strategies which aim to improve the usability of archiv ed journal articles. In addition, NDA strategies of KISTI have been compared with those of intern ational researches and the economic validity of NDA has been verified by analyzing NPV , BCR and IRR. Legal system for improving the application of the archived data should be st udied next and high value-added data services have been suggested as our future studies in the final section.키워드: 항구 접근, 장기 보존, 국가 디지털 아카이브 , 학술논문정보, 보존 전략perpetual access, long-term preservation, national digital arch ive(NDA), journal articles, preservation strategy

Korean scholarly information analysis based on Korea Science Citation Database (KSCD)

Ho-Nam Choi; Byungkyu Kim; Youngim Jung; Seon-Heui Choi

Research activities, quality and impact are measured for various reasons and citation analysis has been used as a tool in the assessment of scholarly impact. As to understand the influence of core scholarly work, searching and analyzing global citation databases such as Thomson Reuters Web of Science, Elseviers Scopus and Google Scholar is appropriate. However, those global citation databases have limitations in coverage and depth of non-English language journals. Thus this paper investigates the current trend of constructing national citation databases around Asia-Pacific regions and introduces Korea Science Citation-Index Database (KSCD). Citation analysis at the journal, article, reference and researcher affiliation level based on KSCD has been performed as to illustrate the overall picture of Korea Science research activities and impact as well.

A Study on Utilization of Korea Science Citation Database(KSCD) Based on Data Mining Techniques

Jong-Hyun Park; Seon-Heui Choi; Byungkyu Kim

ABSTRACT Scholarly science citation data is typically of large volume an d consists of a variety of data. Moreover, the volume of data is increasing more and more. There fore, there are some requirements to store and manage the data efficiently and Korea Institute of Science and Technology Information (KISTI) develops Korea Science Citation Database (KSCD) which manage and serve very large-volume of korea science technique i nformation including citation data. However, current services based on KSCD are not enough fo r various users. Thus, it is important issue to offer a variety of services using KSCD. For example, if a user searches articles described by a specific author, then a user may want t o find not only the articles cited by a certain author but also those articles that study similar topics. However, it is not always easy to provide these services with citation data. Therefore, t his paper surveys studies about services using citation data in order to find approaches for be tter utilizing KSCD. Especially, this paper considers data mining techniques, because data mining is one of the main techniques to extracting semantic information from big data. Therefore, th is paper discusses methods for utilizing large volume of KSCD based on data mining technique.

Comparison of Citation Indexes in Korea: An Exploratory Study

Kiduk Yang; Jongwook Lee; Seon-Heui Choi

Citation indexes are essential data sources for bibliometric analysis of research performance. However, the international coverage of popular citation indexes such as Web of Science, Scopus, and Google Scholar is minimal since very few non-English publications are included in those indexes. Thus, one must look to Korean citation indexes for proper bibliometric assessment of research in Korea, rather than relying on conventional indexes that contain only a fraction of scholarly publications by Korean authors. Since the evaluative outcome of bibliometric analysis is only as reliable as the data from which they are drawn, the examination of Korean citation indexes is vital to establishing an effective approach to bibliometric analysis of research performance in Korea. The paper presents a study that investigates three key citation indexes in Korea, namely Korea Science Citation Index (KSCI), Korea Citation Index (KCI), and Korea Medical Citation Index (KoMCI). The study compares the impact factors of the journals covered by all three databases, where journals with large impact factors differences across citation indexes are selected for closer inspection in order to discover the causes of discrepancy. The study found the coverage difference to be the major cause of the discrepancy, followed by incomplete and inaccurate extraction of citations as well as different data exclusion criteria, thus highlighting the problem areas that Korean citation indexes need to address.

A Study on Building System of Association Technology Information Management & Dissemination

Byungkyu Kim; Mu-Yeong Kang; Seon-Heui Choi

Science and technology association is producing huge amount of information through the academic activities related in industrial technology between the members and becoming major provider of industrial technology information. But the infrastructure in its individual institute of institution is very poor, which makes systematic management and service unavailable. So, KISTI developed the management and logistics system collecting and processing various technical information produced by institutes and managing as well as distributing through the web. We studied cases matched with requirements of institution and opted for the modeling, using web based application and information retrieval system. Finally, the members of the institution as well as unregistered users can access to the technical reports database easily and quickly. We are planning to extend the range of target institutes and make a progress the system to high functional level.
