Abstract The e-Government phenomenon has become more important with the ever increasing number of implementations worldwide. A model explaining the e-Government adoption and the related measurement instrument – a survey – had been developed and validated in this study. In a post Technology Acceptance Model (TAM) approach, theory of planned behavior (TPB) was extended to fit the requirements of e-Government context. The adoption of student loans service of the higher education student loans and accommodation association of Turkey (KYK) was investigated to obtain data for empirical validation. The instrument was administered to over four-hundred students and partial least squares path modeling was employed to analyze the data. The results indicate that the model was an improvement over TAM in terms of predictive power. The constructs trust, perceived behavioral control and attitudes successfully explained the intention to use an e-Government service. The findings presented in this study provide useful insights for researchers and policy makers when dealing with e-Government services.

Purpose – The emergence of online transactions, enabled through internet media, has led to an increase in the availability of electronic payment (e‐payment) systems. This research aims to investigate, through theoretical constructs (technology acceptance model, theory of reasoned action) and an empirical analysis, the critical factors that may ensure consumer adoption of these facilities.Design/methodology/approach – This research study mainly uses the deductive approach to consider secondary sources and primary data, where hypotheses have been developed in order to demonstrate the findings. An initial literature review revealed six issues that are considered critical for e‐payment considerations. An anonymous and self‐administered survey based on the research model was developed and e‐mailed to the respondents. Purpose – The purpose of this paper is to demonstrate the importance of undertaking a systemic view of learning management systems (LMSs) evaluation addressing the conceptualization and measurement of e‐learning systems success in higher education.Design/methodology/approach – The paper adopts a quantitative case perspective and derives a conceptual model for e‐learning assessment (Hexagonal e‐learning assessment model – HELAM). The model is empirically tested for validity and reliability in the university setting.Findings – Qualitative and quantitative findings have been presented, which will be valuable for academics and practitioners doing research in e‐learning evaluation. The findings support the flexibility and relevance of HELAM as an e‐learning assessment model. In this case study, a collaborative risk method for information security management has been analyzed considering the common problems encountered during the implementation of ISO standards in eight Turkish public organizations. This proposed risk method has been applied within different public organizations and it has been demonstrated to be effective and problem-free. The fundamental issue is that there is no legislation that regulates the information security liabilities of the public organizations in Turkey. The findings and lessons learned presented in this case provide useful insights for practitioners when implementing information security management projects in other international public sector organizations.

Purpose – The purpose of this paper is to demonstrate the importance of undertaking a systemic view of information systems evaluation that augments the frequently reported prescriptive (cost/benefit) analysis approaches.Design/methodology/approach – The paper adopts a qualitative case perspective and derives a framework for substantive information systems evaluation factors (PRISE). Three empirical formulations are considered and a comparison made to determine the content and context of the findings.Findings – The findings support the flexibility and relevance of PRISE as a framework for information systems evaluation. Health Information Systems are becoming an important platform for healthcare services. In this context, Health Recommender Systems (HRS) are presented as complementary tools in decision making processes in healthcare services. Health Recommender Systems increase usability of technologies and reduce information overload in processes. In this paper, a literature review was conducted by following a review procedure. Major approaches in HRS were outlined and findings were discussed. The paper presented current developments in the market, challenges and opportunities regarding to HRS and emerging approaches. It is believed that this study is an illuminating start-up point for HRS literature review.

Online retailers are providing a large amount of products over the Internet for potential customers. Given the opportunity of accessing vast amounts of products online, customers usually encounter difficulties to choose the right product or service for themselves. Obtaining advice from the Internet is both time consuming and most of the time unreliable. Therefore, some kind of intelligent software is needed to act on behalf of customers in such situations. Recommender agents are intelligent software providing easily accessible, high-quality recommendations for online consumers. They either track online customer behaviour implicitly or obtain information from the customer explicitly and provide the products or services in which the customer might be interested. By utilizing such systems, online retailers not only increase their sales but also assist their customers in finding the products or services they seek. This study assessed the influence of knowledge-based recommender agents on the online-consumer decision-making process. Shopping duration, purchase of desired item, effort spent in searching for the desired product and the decision quality of online consumers were assessed by exposing the participants to a knowledge-based recommender system which has been integrated into one of the online shopping systems developed in the scope of this study. Only objective measures have been utilized in this research; that is, shopping system log data has been used to measure the influence of recommender agents on the consumer decision-making process. Study findings have shown that knowledge-based recommender agents improve the consumer decision-making process by reducing the shopping duration and effort spent in searching for suitable products. Also, it was found that decision quality and the number of consumers who purchase the desired item increase with their use of such systems. The results of this study provide additional proof of the potential benefits of integrating such systems into online web stores.

Purpose – This study is an updated and enhanced version of the study named “Building a methodology to assess the e‐government transformation success” presented by Iskender and Ozkan in the 18th Americas Conference on Information Systems (AMCIS 2012). In Turkey, there have been a number of projects conducted to provide health services by information and communication technologies (ICT). The aim of these projects is to provide health services in the best form and establishing a network among patients and health foundations. Although these systems provide useful functionalities in theory, they have been frequently questioned for user acceptance of these functionalities in practice. In this study, a web-based application which is used by pharmacists named as Medula will be investigated for its adoption by pharmacists in Turkey, which is also important for being the first study in pharmaceutical field in the literature. Influencing factors that affect user adoption were identified and measured by a survey study on pharmacists. According to the results, survey items were found reliable and applicable for the next study with a large sample group. It is believed that this study will be a valuable asset for the researchers and developers in pharmaceutical technology adoption studies.

In general, a standard is described as an established norm or a requirement list. Standards can be developed as formal documents to establish uniform engineering and technical criteria. The standardization process may be achieved through an edict or it may involve the formal consensus of technical experts. Today, in the growing global technical market, standardization is still a developing process, although it has a high and increasing maturity level. The new phase of standardization of today is getting more and more to integration and communization of standards for several diverse areas.
